    Weather fluctuations, such as those caused by the El Niño Southern Oscillation (ENSO), add to the riskiness associated with agricultural production. Improved predictive capacity may help ameliorate negative impacts of climate and weather shocks on agriculture, but it is possible that the benefits of an improved forecast will be distributed unevenly. In particular, poor farmers may not have access to improved forecasts, or they may not have the means to adapt to new weather information. This paper uses a stochastic computable general equilibrium (CGE) model to examine the distributive effects of improved forecasting of ENSO in Mexico. The particular focus is on agriculture, one of the most vulnerable sectors in the face of ENSO, as well as a sector which provides income to many of the country's poorest households.     Agricultural pricing and environmental degradation

    The link between agricultural pricing and land degradation is often difficult to analyze empirically. The authors'understanding of how agricultural supply responds to changing prices in developing countries is incomplete. Even more incomplete is the author's analysis of subsequent impacts on the resource base sustaining agricultural production. Yet available evidence suggests that some important effects do exist, and much further analysis of them is warranted. The social, economic, and environmental relationships that determine the often countervailing effects of price changes on land use and management are extremely complex. Not enough is known about: (1) farming systems in developing countries; (2) open-access use and common property resource rights; (3) land tenure regimes and security; (4) access to technology and other farming systems information; (5) the distribution of wealth and income; and (6) coping strategies for variable climatic, economic, and social conditions. All these factors influence how rural households respond to price changes in terms of managing land and natural resources, and often they may override the incentive effects of price changes. Changes in pricing policies will then be less effective in correcting resource degradation than other approaches to dealing with its underlying causes. Such approaches include providing better research and extension advice, improving property rights and management, and establishing more secure tenure or access rights. At the same time, it is wrong to assume that poor farmers - even those in resource-poor regions far from major markets - are totally isolated from agricultural markets. Virtually all subsistence households require some regular market income for cash purchases of agricultural inputs and basic necessities; many small farmers provide important cash and export crops. So changes in market prices often significantly affect the livelihoods of rural groups. Clearly, the economic incentives emerging from these impacts will affect farmers'decisions to invest in land management and improvements. Just because we do not always understand the economic and social factors determining these incentive effects does not mean they do not exist.     The design of the agricultural reform in Bulgaria in the early 90-es provides researchers with a natural experiment for testing the effect of the protracted absence of clearly defined property rights on economic outcomes. Special rules governing the restitution of orchards made one group of crops, namely fruits, more susceptible to the negative effects of poorly defined property rights, resulting from delayed land reform. Our empirical analysis shows that the decline in agricultural output was steepest for crops in the fruits group, which we attribute to the differential effect of the property rights vacuum in the early stages of transition.property rights Bulgaria agriculture transition

    Traceability -- A Literature Review

    In light of recent food safety crises and international trade concerns associated with food or animal associated diseases, traceability has once again become important in the minds of public policymakers, business decision makers, consumers and special interest groups. This study reviews studies on traceability, government regulation and consumer behaviour, provide case studies of current traceability systems and a rough breakdown of various costs and benefits of traceability. This report aims to identify gaps that may currently exist in the literature on traceability in the domestic beef supply chain, as well as provide possible directions for future research into said issue. Three main conclusions can be drawn from this study. First, there is a lack of a common definition of traceability. Hence identifying similarities and differences across studies becomes difficult if not impossible. To this end, this study adopts CFIA’s definition of traceability. This definition has been adopted by numerous other agencies including the EU’s official definition of traceability however it may or may not be acceptable from the perspective of major Canadian beef and cattle trade partners. Second, the studies reviewed in this report address one or more of five key objectives; the impact of changing consumer behaviour on market participants, suppliers incentive to adopt or participate in traceability, impact of regulatory changes, supplier response to crisis and technical description of traceability systems. Drawing from the insights from the consumer studies, it seems as if consumers do not value traceability per se, traceability is a means for consumers to receive validation of another production or process attribute that they are interested in. Moreover, supply chain improvement, food safety control and accessing foreign market segments are strong incentives for primary producers and processors to participate in programs with traceability features. However the objectives addressed by the studies reviewed in this paper are not necessarily the objectives that are of most immediate relevance to decision makers about appropriate traceability standards to recommend, require, subsidize etc. In many cases the research objectives of previous work have been extremely narrow creating a body of literature that is incomplete in certain key areas. Third, case studies of existing traceability systems in Australia, the UK, Scotland, Brazil and Uruguay indicate that the pattern of development varies widely across sectors and regions. In summary, a traceability system by itself cannot provide value-added for all participants in the industry; it is merely a protocol for documenting and sharing information. Value is added to participants in the marketing chain through traceability in the form of reduced transactions costs in the case of a food safety incident and through the ability to shift liability. To ensure consumer benefit and have premiums returned to primary producers the type of information that consumers value is an important issue for future research. A successful program that peaks consumer interest and can enhance their eating experience can generate economic benefits to all sectors in the beef industry. International market access will increasingly require traceability in the marketing system in order to satisfy trade restrictions in the case of animal diseases and country of origin labelling, to name only a few examples.     Most settled parts of Australia, notably including the Murray-Darling Basin, experience low and highly variable rainfall levels. Both medium-term cycles such as the Southern Oscillation and longer term climate change contribute uncertainty in additional to that arising from seasonal fluctuations. It follows that uncertainty is an inherent feature of water management in Australia. In addition, the policy process itself generates uncertainty. As new knowledge about water systems emerges and new demands, such as increased concerns about environmental flows, arise, policies must adjust. The adjustment process inevitably creates uncertainty for both new and existing water users. It follows that the allocation of risk and uncertainty is a crucial problem in the design of institutions for water management in Australia.

    With the current methyl bromide (MeBr) system for producing Georgia’s peppers being phased out, alternative fumigant and herbicide systems for producers are analyzed. Using stochastic dominance analyses, two alternatives exceeding MeBr’s yield and financial efficiency were identified. A programming model, incorporating simulation-optimization techniques, generated optimal production and financial plans. Results indicate potential economic viability under alternative systems vis-à-vis the traditional MeBr production system. The Telone II and Chloropicrin combination with Metham potassium may offer a viable substitute for MeBr.fumigant, herbicide, methyl bromide, multi-period programming, optimization, simulation, stochastic dominance, Agribusiness, Crop Production/Industries,
