Trade Promotion Authority (TPA) Renewal: Core Labor Standards Issues: A Brief Overview

[Excerpt] This report is a brief overview of key issues addressed in CRS Report RL33864, Trade Promotion Authority (TPA) Renewal: Core Labor Standards Issues. Trade promotion authority (TPA), formerly known as “fast-track” authority, is scheduled to expire July 1, 2007. With it will expire the President’s authority to negotiate trade agreements that Congress will then consider without amendment and with limited debate. For the 110th Congress, a likely issue in this debate is whether to include enforceable core labor standards as a principal negotiating objective in trade agreements. Accordingly, this report (1) identifies key labor provisions in the current TPA law and how they have translated into free trade agreements negotiated under it; (2) presents some legislative options, and summarizes arguments for and against listing enforceable core labor standards as a principal negotiating objective; and (3) looks at possible outcomes and implications of the legislative options. This report will be updated as events warrant

Exploring metadata standards for competence descriptions in the business & management domain

This paper explores the development and use of competency metadata standards. As there has recently been a surge of a number of standards to address the challenge of representing competencies and there is a rising need to develop a common methodology, as well as methods and tools for developing, reusing, adapting, integrating such standards, this research is now becoming important and timely. We explore this within the context of the OpenScout project, which is building a federation of repositories with content in the areas of business and management. Thus this study is limited to metadata standards for competencies in the business and management fields, but it is aimed that the lessons from this domain can transfer to other fields and will inform the wider debate on the development and use of such standards. The paper revisits a set of standards for competence descriptions and provides recommendations as to which standard would suit better the nature of the repository, the requirements of stakeholders, and the Open Content resources. In particular, the paper proposes an adaptation and extension of the IEEE-RCD model, employing an application profiling approach, and taking into account the granularity of the European Qualifications Framework and the requirements of Open Content resources.OpenScout project (Contract no.: 428016, “Skill based scouting of open user-generated and community-improved content for management education and training”

Understanding the perception of very small software companies towards the adoption of process standards

This paper is concerned with understanding the issues that affect the adoption of software process standards by Very Small Entities (VSEs), there needs from process standards and there willingness to engage with the new ISO/IEC 29110 standard in particular. In order to achieve this goal, a series of industry data collection studies were undertaken with a collection of VSEs. A twin track approach of a qualitative data collection (interviews and focus groups) and quantitative data collection (questionnaire), with data analysis being completed separately and finally results merged, using the coding mechanisms of grounded theory. This paper serves as a roadmap for both researchers wishing to understand the issues of process standards adoption by very small companies and also for the software process standards community
