    Technical Architectures and Economic Conditions for Viable Spectrum Trading Markets

    The growing interest from telecommunication services providers to offer wireless based services has spurred an also growing demand for wireless spectrum. This has made the tasks related to spectrum management more complicated, especially those related to the allocation of spectrum between competing uses and users. Economically efficient spectrum allocation and assignment requires up to date information on the value of spectrum. Consequently, many spectrum management authorities are or have been elaborating regulations in order to increase the use of market based mechanisms for spectrum management, thus reducing their emphasis on command and control methods. Spectrum trading (ST) is a market based mechanism where buyers and sellers determine the assignment of spectrum and its uses. That is, it can address both the allocation and assignment aspects of spectrum use. The assignment of spectrum licenses through spectrum trading markets can be used as a mechanism to grant access to spectrum to those who value it most and can use it more efficiently. For it to be optimally effective, a secondary market must exist that allows spectrum users to optimally choose between capital investment and spectrum use on a continuous basis, not just at the time of initial assignment.This research identifies the different technical architectures for ST markets and studies the possible behaviors and interactions in spectrum trading markets with the use of Agent based Computational Economics (ACE). The research objective is to understand and determine the conditions that lead to viable spectrum trading markets. This analysis is valuable because it can help regulators prepare for plausible future scenarios and create policy instruments that promote these markets. It is also of value to wireless service providers as they can use the results of this work to understand the economic behavior of different ST market implementations and prepare strategies to participate in these markets

    An Agent-Based Model for Secondary Use of Radio Spectrum

    Wireless communications rely on access to radio spectrum. With a continuing proliferation of wireless applications and services, the spectrum resource becomes scarce. The measurement studies of spectrum usage, however, reveal that spectrum is being used sporadically in many geographical areas and times. In an attempt to promote efficiency of spectrum usage, the Federal Communications Commission has supported the use of market mechanism to allocate and assign radio spectrum. We focus on the secondary use of spectrum defined as a temporary access of existing licensed spectrum by a user who does not own a spectrum license. The secondary use of spectrum raises numerous technical, institutional, economic, and strategic issues that merit investigation. Central to the issues are the effects of transaction costs associated with the use of market mechanism and the uncertainties due to potential interference.The research objective is to identify the pre-conditions as to when and why the secondary use would emerge and in what form. We use transaction cost economics as the theoretical framework in this study. We propose a novel use of agent-based computational economics to model the development of the secondary use of spectrum. The agent-based model allows an integration of economic and technical considerations to the study of pre-conditions to the secondary use concept. The agent-based approach aims to observe the aggregate outcomes as a result of interactions among agents and understand the process that leads to the secondary use, which can then be used to create policy instruments in order to obtain the favorable outcomes of the spectrum management

    Secondary spectrum markets: from "naked" spectrum to virtualized commodities

    The creation of secondary spectrum markets emerged as a means to enable flexible spectrum- use mechanisms and abandon a rigid spectrum allocation and assignment approach, which resulted in severe inefficiencies in the use of this resource. At the core of the deployment of spectrum markets lie the definition of electromagnetic spectrum as a tradable commodity, the reallocation of spectrum rights, the creation of incentives for resource owners to lease or transfer their spectrum holdings and the appropriate regulatory framework to support and enforce market transactions. It follows that the viability of spectrum markets depends on technical, economic and regulatory frameworks to render this approach a meaningful alternative for spectrum allocation and assignment. In this research work, we explore the conditions associated with spectrum markets viability. For this purpose, we utilize Agent-based Modeling in order to study markets under different commodity definitions as well as network configurations. These configurations are gathered in three research stages, which start with the analysis of markets as stand-alone institutions where electromagnetic frequencies, without any associated infrastructure (i.e., “naked” spectrum), are traded. This allows us to explore the degree in which the limitations in spectrum fungibility impact the trading process and outcome. In the second stage, we focus on refining the tradable commodity in such a way that allows to circumvent the physical limitations of spectrum. To this end, we rely on technologies such as LTE-Advanced and virtualization in order to define a fungible, virtualized spectrum commodity and explore the benefits that this provides for market deployment. The final stage aims at extending the range of applicability of virtualized commodities and providing opportunities that could address current spectrum service and connectivity requirements. Hence, we explore markets as part of more complex network arrangements, where we rely on middleman theory, matching markets and simple auctions in order to enable resource trading. This requires the analysis of multiple factors that impact market design from the definition of tradable commodities to the characterization of the role and objectives of market participants. These factors stem from relevant technical, economics and regulatory frameworks, which we explore to determine whether our spectrum markets proposal can be considered as a viable and applicable solution

    Development and management of collective network and cloud computing infrastructures

    In the search and development of more participatory models for infrastructure development and management, in this dissertation, we investigate models for the financing, deployment, and operation of network and cloud computing infrastructures. Our main concern is to overcome the inherent exclusion in participation in the processes of development and management and in the right of use in the current dominant models. Our work starts by studying in detail the model of Guifi.net, a successful bottom-up initiative for building network infrastructure, generally referred to as a community networks. We pay special attention to its governance system and economic organisation because we argue that these are the key components of the success of this initiative. Then, we generalise our findings for any community network, aiming at becoming sustainable and scalable, and we explore the suitability of the Guifi.net model to the cloud computing infrastructure. As a result of both, we coin the attribute extensible to refer to infrastructure that is relatively easy to expand and maintain in contrast to those naturally limited or hard to expand, such as natural resources or highly complex or advanced artificial systems. We conclude proposing a generic model which, in our opinion, is suitable, at least, for managing extensible infrastructure. The Guifi.net model is deeply rooted in the commons; thus, the research in this field, in general, and Elinor Ostrom’s work, in particular, have left a profound imprint in our work. Our results show that the \guifinet model meets almost entirely the principles of long-enduring commons identified by E. Ostrom. This work has been developed as an industrial doctorate. As such, it combines academic research with elements of practice and pursues an effective knowledge transfer between academia and the private sector. Given that the private sector’s partner is a not-for-profit organisation, the effort to create social value has prevailed over the ambition to advance the development of a specific industrial product or particular technology.En la recerca i desenvolupament de models més participatius per al desenvolupament i gestió d'infraestructura, en aquesta tesi investiguem sobre models per al finançament, desplegament i operació d'infraestructures de xarxa i de computació al núvol. La nostra preocupació principal és fer front a l’exclusió inherent dels models dominants actualment pel que fa a la participació en els processos de desenvolupament i gestió i, també, als drets d’us. El nostre treball comença amb un estudi detallat del model de Guifi.net, un cas d'èxit d'iniciativa ciutadana en la construcció d'infraestructura de xarxa, iniciatives que es coneixen com a xarxes comunitàries. En fer-ho, parem una atenció especial al sistema de governança i a l’organització econòmica perquè pensem que són els dos elements claus de l'èxit d'aquesta iniciativa. Tot seguit passem a analitzar d'altres xarxes comunitàries per abundar en la comprensió dels factors determinants per a la seva sostenibilitat i escalabilitat. Després ampliem el nostre estudi analitzant la capacitat i el comportament del model de Guifi.net en el camp de les infraestructures de computació al núvol. A resultes d'aquests estudis, proposem l'atribut extensible per a descriure aquelles infraestructures que són relativament fàcil d'ampliar i gestionar, en contraposició a les que o bé estan limitades de forma natural o be són difícils d'ampliar, com ara els recursos naturals o els sistemes artificials avançats o complexos. Finalitzem aquest treball fent una proposta de model genèric que pensem que és d'aplicabilitat, com a mínim, a tot tipus d'infraestructura extensible. El model de Guifi.net està fortament vinculat als bens comuns. És per això que la recerca en aquest àmbit, en general, i els treballs de Elinor Ostrom en particular, han deixat una forta empremta en el nostre treball. Els resultats que hem obtingut mostren que el model Guifi.net s'ajusta molt bé als principis que segons Ostrom han de complir els béns comuns per ser sostenibles. Aquest treball s'ha desenvolupat com a doctorat industrial.     The Wireless Craze, The Unlimited Bandwidth Myth, The Spectrum Auction Faux Pas, and the Punchline to Ronald Coase's 'Big Joke': An Essay on Airwave Allocation Policy

    In 1959 the Federal Communications Commission invited economist Ronald Coase to testify about his proposal for market allocation of radio spectrum rights. The FCC's first question: 'Is this all a big joke'' Today, however, leading policy makers, including the current FCC Chair, decry the 'spectrum drought' produced by administrative allocation and call for the creation of private bandwidth markets. This essay examines marketplace trends driving regulators' change of humor, and considers the path of spectrum policy liberalization in light of emerging technologies, theories of unlimited bandwidth, reforms such as FCC license auctions, and recent progress in deregulating wireless markets in the U.S. and around the globe.

    WLAN-paikannuksen elinkaaren tukeminen

    The advent of GPS positioning at the turn of the millennium provided consumers with worldwide access to outdoor location information. For the purposes of indoor positioning, however, the GPS signal rarely penetrates buildings well enough to maintain the same level of positioning granularity as outdoors. Arriving around the same time, wireless local area networks (WLAN) have gained widespread support both in terms of infrastructure deployments and client proliferation. A promising approach to bridge the location context then has been positioning based on WLAN signals. In addition to being readily available in most environments needing support for location information, the adoption of a WLAN positioning system is financially low-cost compared to dedicated infrastructure approaches, partly due to operating on an unlicensed frequency band. Furthermore, the accuracy provided by this approach is enough for a wide range of location-based services, such as navigation and location-aware advertisements. In spite of this attractive proposition and extensive research in both academia and industry, WLAN positioning has yet to become the de facto choice for indoor positioning. This is despite over 20 000 publications and the foundation of several companies. The main reasons for this include: (i) the cost of deployment, and re-deployment, which is often significant, if not prohibitive, in terms of work hours; (ii) the complex propagation of the wireless signal, which -- through interaction with the environment -- renders it inherently stochastic; (iii) the use of an unlicensed frequency band, which means the wireless medium faces fierce competition by other technologies, and even unintentional radiators, that can impair traffic in unforeseen ways and impact positioning accuracy. This thesis addresses these issues by developing novel solutions for reducing the effort of deployment, including optimizing the indoor location topology for the use of WLAN positioning, as well as automatically detecting sources of cross-technology interference. These contributions pave the way for WLAN positioning to become as ubiquitous as the underlying technology.GPS-paikannus avattiin julkiseen käyttöön vuosituhannen vaihteessa, jonka jälkeen sitä on voinut käyttää sijainnin paikantamiseen ulkotiloissa kaikkialla maailmassa.     Evaluation of Alternative Telecommunication Technologies for the Karoo Central Astronomy Advantage Area

The study encompasses regulatory, public sphere, and technical dimensions to explore options for maintaining the functionality of the telescope while, at the same time, delivering appropriate connectivity solutions for local communities.The objectives of this study are as follows:1) Assess the technologies currently being, or planning to be, deployed through existing alternative communications programs managed by SARAO, including whether these technologies are comparable with market available technologies that could feasibly be deployed in the KCAAA; and2) Assessment of current and future telecommunication technologies that may act as suitable replacement and/or improvement (functional and feasible) for existing detrimental technologies, utilised in the KCAAA.This report provides a critical background into the relationship between the SKA and local communities as it relates to ICTs in the area.
