    The history of WiMAX: a complete survey of the evolution in certification and standarization for IEEE 802.16 and WiMAX

    Most researchers are familiar with the technical features of WiMAX technology but the evolution that WiMAX went through, in terms of standardization and certification, is missing and unknown to most people. Knowledge of this historical process would however aid to understand how WiMAX has become the widespread technology that it is today. Furthermore, it would give insight in the steps to undertake for anyone aiming at introducing a new wireless technology on a worldwide scale. Therefore, this article presents a survey on all relevant activities that took place within three important organizations: the 802.16 Working Group of the IEEE (Institute of Electrical and Electronics Engineers) for technology development and standardization, the WiMAX Forum for product certification and the ITU (International Telecommunication Union) for international recognition. An elaborated and comprehensive overview of all those activities is given, which reveals the importance of the willingness to innovate and to continuously incorporate new ideas in the IEEE standardization process and the importance of the WiMAX Forum certification label granting process to ensure interoperability. We also emphasize the steps that were taken in cooperating with the ITU to improve the international esteem of the technology. Finally, a WiMAX trend analysis is made. We showed how industry interest has fluctuated over time and quantified the evolution in WiMAX product certification and deployments. It is shown that most interest went to the 2.5 GHz and 3.5GHz frequencies, that most deployments are in geographic regions with a lot of developing countries and that the highest people coverage is achieved in Asia Pacific. This elaborated description of all standardization and certification activities, from the very start up to now, will make the reader comprehend how past and future steps are taken in the development process of new WiMAX features

    Introducing new technology into italian certified electronic mail: a proposal

    Over the last decade, an increasing number of Certified E-Mail systems (CEM) have been implemented in Europe and worldwide, but their diffusion and validity are mainly restricted in a national arena. Despite the effort of European Union (EU) that recently defined a specification for guaranteeing interoperability of CEM systems between Member States, its adoption has not be not yet fuelled, mainly since any CEM system receives a legal value by its State legislation. It is difficult to extend the legal value of CEM security mechanisms, e.g. receipts with timestamps which are considered evidences and legal proofs in disputes that may arise from different Parties inside a State, unless a common political and legal agreement will be created. At this aim, recently EU introduce the new Regulation on Electronic Identification and Trust Services (eIDAS), to address this issue. We believe that the first step for encouraging a more large adoption between communities is to implement CEMs using standard worldwide recognized solutions.In this paper we propose a technical evolution of the Italian CEM, called Posta Elettronica Certificata (PEC) moving from a close mechanisms to the adoption of a more standardized, distributed solution, based on DNS Security Extensions (DNSSec). This proposal would have a minimal impact on the legislation, restricted to the annex that defines PEC technical rules.

    Semantic Information Systems (IS) Standards play a critical role in the development of the networked economy. While their importance is undoubted by all stakeholders—such as businesses, policy makers, researchers, developers—the current state of research leaves a number of questions unaddressed. Terminological confusion exists around the notions of “business semantics”, “business-to-business interoperability”, and “interoperability standards” amongst others. And, moreover, a comprehensive understanding about the characteristics of Semantic IS Standards is missing. The paper addresses this gap in literature by developing a characteristics framework for Semantic IS Standards. Two case studies are used to check the applicability of the framework in a “real-life” context. The framework lays the foundation for future research in an important field of the IS discipline and supports practitioners in their efforts to analyze, compare, and evaluate Semantic IS Standard

    ECDIS Development Laboratory and Navigation Technology Demonstration Center

    The U.S. Navy is undergoing a major transition from traditional, paper chart navigation to computer-based electronic charting. The Chief of Naval Operations (CNO) has mandated that all Navy ships will navigate strictly through electronic means by FY07. However, due to some recent groundings, the Navy is now striving to accelerate the full implementation of electronic navigation by FY04. The Naval Oceanographic Office (NAVOCEANO) is making a concerted effort to support this transition with upgrades to state-of-the-art survey ships, instrumentation, and data processing equipment. NAVOCEANO is increasing its capability to rapidly collect and process hydrographic survey data, and to quickly produce new electronic navigational charts in co-production with MMA. In addition to ensuring safe navigation, these new products will include tactical digital overlays for bafflespace awareness. At NAVOCEANO, a new program is under development to expand these capabilities in a joint effort with University of Southern Mississippi\u27s new Hydrographic Sciences Research Program. In September 2001, an ECDIS Development Laboratory and Navigation Technology Demonstration Center will be established. This facility will conduct quality assurance (QA) and test and evaluation @&E) of electronic chart products from NAVOCEANO and other hydrographidoceanographic data providers. This facility will also assist Navy ship personnel in gaining a greater understanding of electronic charting, as well as increased technical proficiency in properly using these systems to safely navigate - particularly in the shallow littoral areas of the world. The ECDIS Development Laboratory is envisioned to become an information clearinghouse and demonstration center on electronic charting technological development. In addition to explaining the range of currently available government data products and services, The Navigation Technology Demonstration Center will showcase the use of electronic charts and its capability when used to avoid groundings and collisions at sea. Another important aspect will be to explain the capability and limitations of using very precise electronic navigation positioning systems (e.g., GPS and Differential GPS) with electronic charting systems. The Navigation Technology Center will also demonstrate the use of tactical digital overlays to provide naval vessels with critical military information that contributes to both safe navigation and increased warfrghting mission capability
