    Operations-Focused Optimized Theater Weather Sensing Strategies Using Preemptive Binary Integer Programming

    This thesis describes a method that optimally deploys weather sensors of all types in a battlefield environment. Gridded climatology models are used to determine an estimate for the weighted frequency of occurrence of operationally significant inclement weather events. That data is used to formulate a series of preemptive Binary Integer Linear Programs that maximize detection of expected operationally significant inclement weather occurrences within the constraints of feasibility of sensor deployment, sensor operational lifespan and the sensor’s ability to detect the operationally significant inclement weather elements. The preemptive Binary Integer Linear Programs are combined into a single objective function that maintains the preemptive nature of the original objective functions. The BILP solutions are described as a meteorology and oceanographic collection plan supporting a particular military campaign. A method for sensitivity analysis of differing BILP optimal solutions is provided. Various realistic instances of the problem are solved to optimality and analyzed to demonstrate that the problem formulation accurately captures all aspects of the problem. This type of analysis was not possible before this methodology was developed

    Oceanids C2: An Integrated Command, Control, and Data Infrastructure for the Over-the-Horizon Operation of Marine Autonomous Systems

    Long-range Marine Autonomous Systems (MAS), operating beyond the visual line-of-sight of a human pilot or research ship, are creating unprecedented opportunities for oceanographic data collection. Able to operate for up to months at a time, periodically communicating with a remote pilot via satellite, long-range MAS vehicles significantly reduce the need for an expensive research ship presence within the operating area. Heterogeneous fleets of MAS vehicles, operating simultaneously in an area for an extended period of time, are becoming increasingly popular due to their ability to provide an improved composite picture of the marine environment. However, at present, the expansion of the size and complexity of these multi-vehicle operations is limited by a number of factors: (1) custom control-interfaces require pilots to be trained in the use of each individual vehicle, with limited cross-platform standardization; (2) the data produced by each vehicle are typically in a custom vehicle-specific format, making the automated ingestion of observational data for near-real-time analysis and assimilation into operational ocean models very difficult; (3) the majority of MAS vehicles do not provide machine-to-machine interfaces, limiting the development and usage of common piloting tools, multi-vehicle operating strategies, autonomous control algorithms and automated data delivery. In this paper, we describe a novel piloting and data management system (C2) which provides a unified web-based infrastructure for the operation of long-range MAS vehicles within the UK's National Marine Equipment Pool. The system automates the archiving, standardization and delivery of near-real-time science data and associated metadata from the vehicles to end-users and Global Data Assembly Centers mid-mission. Through the use and promotion of standard data formats and machine interfaces throughout the C2 system, we seek to enable future opportunities to collaborate with both the marine science and robotics communities to maximize the delivery of high-quality oceanographic data for world-leading science

The researches have been performed according to M&S well known recognized standards. The studies performed on interoperable simulation cover all the environments of the Extended Maritime Framework, namely Sea Surface, Underwater, Air, Coast & Land, Space and Cyber Space. The applications cover both the civil and defence domain. The aim is to demonstrate the potential of M&S applications for the Extended Maritime Framework, applied to innovative unmanned vehicles as well as to traditional assets, human personnel included.     Fighter Pilots students undertake an intense 120-day training program. New classes of students enter the training program at regular interval. Students endured rigorous academic, simulator, and aircraft training throughout the program. Squadron schedulers ensure the multiple classes and students are scheduled for the activities. Simulator and aircraft training are scheduled individual for each student. Academic training are taught to the class. Aircraft utilization must also be considered. Aircraft Sortie training are also constrained by daylight hours. Additionally, students are limited to a maximum of three training events in a given day. Squadron schedulers must balance these requirements to ensure students meet their training requirements and successfully graduate. The dynamic training environment requires advanced robust schedules with flexibility to accommodate changes. A Visual Interactive Modeling approach is used to generate schedules. Current schedules are being generated manually with an Excel spreadsheet. Taking advantage of Excel\u27s Visual Basic Programming language, the Excel tool is modified in several ways. Scheduling Dispatch rules are implemented to automatically generate feasible schedules. Graphical User Interfaces are used to create a user-friendly environment. Schedulers guide the schedule building process to produce a robust schedule. An attrition environment is created to simulate attrition probabilities of aircraft sortie training due to operations, maintenance, weather, and other cancellations.
