PREdictive model for DISaster response configuration (PREDIS decision platform)
This thesis was submitted for the award of Doctor of Philosophy and was awarded by Brunel University LondonThe extraordinary conditions of a disaster, require the mobilisation of all available resources, inducing the rush of humanitarian partners into the affected area. This phenomenon called the proliferation of actors, causes serious problems during the disaster response phase including the oversupply, duplicated efforts, lack of planning. The aim of this research is to provide a solution to reduce the partner proliferation problem. To that end the main research question is put forward as “How to reduce the proliferation of partners in a disaster response”? Panel analysis of the historic record of 4,252 natural onset disasters between 1980 to 2013 via regression analysis, MA and AHP gives rise to the formation of a predictive decision-making platform called PREDIS. It is capable of predicting the human impact of the disaster (fatality, injured, homeless) of up to 3% of errors and enables the decision makers to estimate the required needs for each disaster and prioritises them based on the disaster type and socio-economics of the affected country. It further renders it possible to rank and optimise the desired partners based on the decision maker’s preferences. Verification of the PREDIS through a simulation game design using a sample group of decision makers, show that this technique enables the user to decide within one hour after the disaster strike using the widely available data at the time of the disaster. It also enables non-experts to decide almost identically to experts in terms of the similarity of the choices and the speed of the decision.The lack of an extensive database for the potential humanitarian partners from which to choose, is the limitation of this research in addition to the lack of standardised set of minimum requirements for the suitable partners.The model is also as strong as its data feed which is inconsistent in various humanitarian sources
Розробка індивідуально-орієнтованого методу вибору суб’єктів наукової діяльності для реалізації наукових проєктів на основі наукометричного аналізу
The main factors influencing the choice of individual subjects of the scientific activity or potential partners and executors for scientific and educational projects were analyzed. The specific features of choosing project executors of different categories were indicated. The functional responsibilities of project participants in accordance with the project structure were described.
The individually oriented method for choosing subjects of scientific activity as executors of scientific and educational projects was developed, taking into account the productivity of their scientific activities in the past and considering the structure of projects. To determine the merits of the subjects of scientific activity, which are included in the relevant scientific subject spaces, it is necessary to apply the procedure of their productivity assessment. In addition, it is necessary to predict a change in productivity in the future based on retrospective data for this subject. Next, it is required to solve the multi-criteria problem of the choice among the subjects of scientific activity who are quite productive in the opinion of the project manager. The use of the developed method reduces the subjective impact on making a decision regarding the choice of project executors. This is due to the fact that they are chosen by automated calculation of scientometric indicators of subjects, guided only by open sources of information.
The individually oriented method for the selection of subjects of scientific activity was verified on the example of the formation of three applications of research projects. As a result, the average percentage of scientists who meet the requirements of project managers for each scientific subject space was about 46.55 %. The percentage of those involved in the project from those who were selected is about 24.07 %. The probability of cooperation is higher among those who have an average H-index.Проведен анализ основных факторов, влияющих на выбор индивидуальных субъектов научной деятельности или потенциальных партнеров и исполнителей в состав научных и образовательных проектов. Указаны особенности выбора исполнителей проекта разных категорий. Описаны функциональные обязанности участников проектов в соответствии со структурой проектов.
Разработан индивидуально-ориентированный метод выбора субъектов научной деятельности как исполнителей научных и образовательных проектов, учитывая производительность их научной деятельности в прошлом и с учетом структуры проектов. Для определения преимуществ субъектов научной деятельности, которые включаются в соответствующие предметные научные пространства, необходимо применить процедуру оценки их производительности. Кроме того, следует спрогнозировать изменение производительности в будущем на основе ретроспективных данных для данного субъекта. Далее нужно решить многокритериальную задачу выбора среди тех субъектов научной деятельности, которые достаточно продуктивны по мнению менеджера проекта. Использование разработанного метода позволяет уменьшить субъективное влияние на принятие решения о выборе исполнителей проекта. Это связано с тем, что выбор производится путем автоматизированного расчета наукометрических показателей субъектов, руководствуясь только открытыми источниками информации.
Проведена верификация индивидуально-ориентированного метода выбора субъектов научной деятельности на примере формирования трех заявок научно-исследовательских проектов. В итоге средний процент ученых, удовлетворяющих требованиям менеджеров проектов по каждому предметному научному пространству, составил около 46,55 %. Процент привлекаемых к выполнению проекта из числа отобранных составляет около 24.07 %. Вероятность сотрудничества выше среди тех, кто имеет середний H-индекс.Проведено аналіз основних факторів, що впливають на вибір індивідуальних суб’єктів наукової діяльності або потенційних партнерів та виконавців до складу наукових та освітніх проєктів. Вказано особливості вибору виконавців проєкту різних категорій. Описано функціональні обов’язки учасників проєктів відповідно до структури проєктів.
Розроблено індивідуально-орієнтований метод вибору суб’єктів наукової діяльності як виконавців наукових та освітніх проєктів, враховуючи продуктивність їх наукової діяльності в минулому та з урахуванням структури проєктів. Для визначення переваг суб’єктів наукової діяльності, які включаються до відповідних предметних наукових просторів, необхідно застосувати процедуру оцінювання їх продуктивності. Крім того, потрібно спрогнозувати зміну продуктивності в майбутньому на основі ретроспективних даних для даного суб’єкта. Далі потрібно розв’язати багатокритеріальну задачу вибору серед тих суб’єктів наукової діяльності, які є достатньо продуктивними на думку менеджера проєкту. Використання розробленого методу дозволяє зменшити суб’єктивний вплив на прийняття рішення щодо вибору виконавців проєкту. Це пов’язано з тим, що вибір здійснюється шляхом автоматизованого розрахунку наукометричних показників суб’єктів, керуючись тільки відкритими джерелами інформації.

Comprehensive Taxonomies of Nature- and Bio-inspired Optimization: Inspiration versus Algorithmic Behavior, Critical Analysis and Recommendations
In recent years, a great variety of nature- and bio-inspired algorithms has
been reported in the literature. This algorithmic family simulates different
biological processes observed in Nature in order to efficiently address complex
optimization problems. In the last years the number of bio-inspired
optimization approaches in literature has grown considerably, reaching
unprecedented levels that dark the future prospects of this field of research.
This paper addresses this problem by proposing two comprehensive,
principle-based taxonomies that allow researchers to organize existing and
future algorithmic developments into well-defined categories, considering two
different criteria: the source of inspiration and the behavior of each
algorithm. Using these taxonomies we review more than three hundred
publications dealing with nature-inspired and bio-inspired algorithms, and
proposals falling within each of these categories are examined, leading to a
critical summary of design trends and similarities between them, and the
identification of the most similar classical algorithm for each reviewed paper.
From our analysis we conclude that a poor relationship is often found between
the natural inspiration of an algorithm and its behavior. Furthermore,
similarities in terms of behavior between different algorithms are greater than
what is claimed in their public disclosure: specifically, we show that more
than one-third of the reviewed bio-inspired solvers are versions of classical
algorithms. Grounded on the conclusions of our critical analysis, we give
several recommendations and points of improvement for better methodological
practices in this active and growing research field.Comment: 76 pages, 6 figure
Combining SOA and BPM Technologies for Cross-System Process Automation
This paper summarizes the results of an industry case study that introduced a cross-system business process automation solution based on a combination of SOA and BPM standard technologies (i.e., BPMN, BPEL, WSDL). Besides discussing major weaknesses of the existing, custom-built, solution and comparing them against experiences with the developed prototype, the paper presents a course of action for transforming the current solution into the proposed solution. This includes a general approach, consisting of four distinct steps, as well as specific action items that are to be performed for every step.
