    Recommender Thermometer for Measuring the Preparedness for Flood Resilience Management

    A range of various thermometers and similar scales are employed in different human and resilience management activities: Distress Thermometer, Panic Thermometer, Fear Thermometer, fire danger rating, hurricane scales, earthquake scales (Richter Magnitude Scale, Mercalli Scale), Anxiety Thermometer, Help Thermometer, Problem Thermometer, Emotion Thermometer, Depression Thermometer, the Torino scale (assessing asteroid/comet impact prediction), Excessive Heat Watch, etc. Extensive financing of the preparedness for flood resilience management with overheated full-scale resilience management might be compared to someone ill running a fever of 41°C. As the financial crisis hits and resilience management financing cools down it reminds a sick person whose body temperature is too low. The degree indicated by the Recommender Thermometer for Measuring the Preparedness for Flood Resilience Management with a scale between Tmin=34,0° and Tmax=42,0° shows either cool or overheated preparedness for flood resilience management. The formalized presentation of this research shows how changes in the micro, meso and macro environment of resilience management and the extent to which the goals pursued by various interested parties are met cause corresponding changes in the “temperature” of the preparedness for resilience management. Global innovative aspects of the Recommender Thermometer developed by the authors of this paper are, primarily, its capacity to measure the “temperature” of the preparedness for flood resilience management automatically, to compile multiple alternative recommendations (preparedness for floods, including preparing your home for floods, taking precautions against a threat of floods, retrofitting for flood-prone areas, checking your house insurance; preparedness for bushfires, preparedness for cyclones, preparedness for severe storms, preparedness for heat waves, etc.) customised for a specific user, to perform multiple criteria analysis of the recommendations, and to select the ten most rational ones for that user. Across the world, no other system offers these functions yet.     This report explores for the first time the scale of the challenge for 20 cities across the world to reach selected targets set out in the Sustainable Development Goals (SDGs). More than half of the targets included will require a profound acceleration of efforts if they are to be achieved by the majority of selected cities. Targets that are not on course to be met by the majority of cities studied include ending child malnutrition, achieving full and productive female employment, access to adequate housing and access to drinking water and sanitation.The report makes a series of recommendations to increase progress towards the SDGs, including:Central governments and donors should work to strengthen local governments' capacities.Government and city administrations should invest more in ways to monitor progress on the SDGs.Statistical offices' and cities' information systems should improve the data available

    Adaptive multiagent system for seismic emergency management

Since the JADE platform has been recently ported to .NET, we used it to create an adaptive multiagent system where the knowledge base of the agents is managed using the CLIPS language, also called from .NET.     Participatory approach for integrated basin planning with focus on disaster risk reduction : the case of the Limpopo river

    This paper defends the idea that a participatory approach is a suitable method for basin planning integrating both water and land aspects. Assertions made are based on scientific literature review and corroborated by field experience and research carried out in the Limpopo River basin, a transboundary river located in southern Africa which is affected by periodical floods. The paper explains how a basin strategic plan can be drafted and disaster risk reduction strategies derived by combining different types of activities using a bottom-up approach, despite an institutional context which operates through traditional top-down mechanisms. In particular, the "Living with Floods" experience in the lower Limpopo River, in Mozambique, is described as a concrete example of a disaster adaptation measure resulting from a participatory planning exercise. In conclusion, the adopted method and obtained results are discussed and recommendations are formulated for potential replication in similar contexts of the developing world

    Did NEPA Drown New Orleans? The Levees, the Blame Game, and the Hazards of Hindsight

    This Article highlights the. hazards of hindsight analysis of the causes of catastrophic events, focusing on theories of why the New Orleans levees failed during Hurricane Katrina in 2005 and particularly on the theory that the levee failures were caused by a 1977 National Environmental Policy Act (NEPA) lawsuit that resulted in a temporary injunction against the Army Corps of Engineers\u27 hurricane protection project for New Orleans. The Article provides a detailed historical reconstruction of the decision process that eventuated in the New Orleans storm surge protection system, focusing both on the political and legal factors involved and on the standard project hurricane risk assessment model that lay at the heart of the Army Corps of Engineers\u27 decisionmaking process. The Article then offers a detailed analysis. of how and why Hurricane Katrina overcame the New Orleans levee system. As this analysis demonstrates, the argument that the NEPA lawsuit played a meaningful causal role in the Katrina disaster is not persuasive. Parallel lessons are then drawn for forward-looking disaster policy. The same problems of uncertainty and complexity that confound the attempt through hindsight to attribute causal responsibility for a disaster also confound the attempt to predict using foresight the variety of outcomes, including potentially disastrous ones, that may flow from policy choices. Focusing narrowly on any single parameter of complex natural and human systems is likely to dramatically distort environmental, health, and safety decisionmaking, whether the parameter is a standard project hurricane when planning a hurricane protection plan, or the equally mythical lawsuit that sunk New Orleans when attempting to allocate responsibility for the plan\u27s failure some forty years later

    Quantify resilience enhancement of UTS through exploiting connect community and internet of everything emerging technologies

    This work aims at investigating and quantifying the Urban Transport System (UTS) resilience enhancement enabled by the adoption of emerging technology such as Internet of Everything (IoE) and the new trend of the Connected Community (CC). A conceptual extension of Functional Resonance Analysis Method (FRAM) and its formalization have been proposed and used to model UTS complexity. The scope is to identify the system functions and their interdependencies with a particular focus on those that have a relation and impact on people and communities. Network analysis techniques have been applied to the FRAM model to identify and estimate the most critical community-related functions. The notion of Variability Rate (VR) has been defined as the amount of output variability generated by an upstream function that can be tolerated/absorbed by a downstream function, without significantly increasing of its subsequent output variability. A fuzzy based quantification of the VR on expert judgment has been developed when quantitative data are not available. Our approach has been applied to a critical scenario (water bomb/flash flooding) considering two cases: when UTS has CC and IoE implemented or not.
