    MSUO Information Technology and Geographical Information Systems: Common Protocols & Procedures. Report to the Marine Safety Umbrella Operation

    The Marine Safety Umbrella Operation (MSUO) facilitates the cooperation between Interreg funded Marine Safety Projects and maritime stakeholders. The main aim of MSUO is to permit efficient operation of new projects through Project Cooperation Initiatives, these include the review of the common protocols and procedures for Information Technology (IT) and Geographical Information Systems (GIS). This study carried out by CSA Group and the National Centre for Geocomputation (NCG) reviews current spatial information standards in Europe and the data management methodologies associated with different marine safety projects. International best practice was reviewed based on the combined experience of spatial data research at NCG and initiatives in the US, Canada and the UK relating to marine security service information and acquisition and integration of large marine datasets for ocean management purposes. This report identifies the most appropriate international data management practices that could be adopted for future MSUO projects

    An Underwater Science and Resource Database Management System and Proposed Applications to Marine Geographic Information Systems

    The National Undersea Research Program (NURP) is a federally-funded program that provides scientists with modern in situ technology that allows them to conduct research that goes beyond the constraints of traditional oceanographic methodology. NURP is comprised of five regional centers that administer underwater science, and through the principal investigators that are supported generate a vast quantity of diverse data. This data and information bank consists of the following: raw environmental data, logistical data, locational data, information about the scientists, video and still photograph documentation, and publication information. This paper describes the theory behind the implementation of a Database Management System (DBMS) designed to deal with the data requirements of the NURP. A relational database design was chose, and the entities that make up the database were selected from input received from the primary user group of this database - the scientists themselves. The last portion of the paper reviews Geographic Information Systems as a rational extension of DBMS by geographically registering the data summarized above. Several applications of GIS technology in the New England area are reviewed, with focus on the potential for utilization in the marine environment. Two pilot programs that have been initiated within the National Undersea Research Center at the University of Connecticut at Avery Point are discussed with reference to the special advantages that GIS may provide data managers

    A REVIEW OF 3D GIS FOR USE IN CREATING VIRTUAL HISTORIC DUBLIN

    This paper illustrates how BIM integration with GIS is approached as part of the workflow in creating Virtual Historic Dublin. A design for a WEB based interactive 3D model of historic buildings and centres in Dublin City (Virtual Historic Dublin City) paralleling smart city initiates is now under construction and led by the National Monuments at the Office of Public Works in Ireland. The aim is to facilitate the conservation and maintenance of historic infrastructure and fabric and the dissemination of knowledge for education and cultural tourism using an extensive Historic Building Information Model. Remote sensing data is now processed with greater ease to create 3D intelligent models in Historic BIM. While the use of remote sensing, HBIM and game engine platforms are the main applications used at present, 3D GIS has potential to form part of the workflow for developing the Virtual Historic City. 2D GIS is now being replaced by 3D spatial data allowing more complex analysis to be carried out, 3D GIS can define and depict buildings, urban rural centres in relation to their geometry topological, semantic and visualisation properties. The addition of semantic attributes allows complex analysis and 3D spatial queries for modelling city and urban elements. This analysis includes fabric and structural elements of buildings, relief, vegetation, transportation, water bodies, city furniture and land use

    ACEWATER2 Regional database: hydro-climatology data-analysis

    The report presents the architecture of a regional hydro-climatology information system, developed in the framework of the ACEWATER2 project, in order to support effective organization of information. Information includes both freely available large and regional scale data sources, as well as databases compiled by the CoEs (Centers of Excellence) and submitted as part of their scientific undertakings. The information system builds upon and specializes the JRC knowledge sharing platform Aquaknow (https://aquaknow.jrc.ec.europa.eu/), including: • at the system core, a relational database; its schema has been designed to store both detailed metadata and, where relevant (avoiding duplication of information otherwise accessible), data themselves. Metadata include, among others, datasets extended description, spatial extent, temporal frequency, reference Institutions/authors, credits and limitations, web links to access original data and/or any further documentation. Data can be stored as public or private, depending upon confidentialy and sharing policies; • user friendly facilities, supporting the end user in efficiently browsing, querying, uploading and downloading information (metadata and data). System access is limited to accredited audience, via password authentication. Dedicated groups for the three ACEWATER CoE networks (Western, Southern and Central-Eastern Africa) have been setup and scientists invited to register. Currently the system is operational and we submitted databases documented and, depending upon confidentiality and authorization issues, also stored. A general review and classification of freely available information at continenal, regional and local scale of interest to ACEWATER2 project, and particularly to selected study areas (Senegal, Gambia and Niger; Zambezi; Blue Nile and Lake Victoria), have been completed. Metadata and, where relevant, data themselves have been stored to the information system database. Information submitted by the CoE (a continuous ongoing process) is migrated to the database as well, depending upon sharing authorization and/or limitations. The report also documents the ongoing scientific research at JRC on climate variability analysis based on L-Moments statistics. In particular maps of estimated precipitation deficit for different return periods at the river basins of interest are presented and included in the database.JRC.D.2-Water and Marine Resource

    High resolution agriculture land cover using aerial digital photography and GIS : a case study for small island states

    Chapter 7With the advent of site-specific crop management, sustainability and profitability, land farming now requires information and technology-based management system to identify, analyse and manage spatial and temporal resource variability. Th is approach is being made increasingly possible by recent innovation in information technologies such as mobile devices, geographic information systems, positioning technologies (such as Geographical Position system), and Earth Observations. Such innovation now off ers a holistic approach to micro-manage agricultural resources. (Robert et al., 1994). Basic mapping and farm-level record keeping is one of the first precision agriculture practices that must be implemented in a typical productive agriculture operation (Stombaugh et al., 2001). Typical tasks include mapping of variations that occur in largescale field features such as vegetation stress, crop rotation, inventorying, irrigation, soil drainage and erosion, pest control, etc. Th e search for a low cost methodology that takes into account the growth of information technology in data capture and surveying, data processing, database creation and geographic information systems becomes mandatory in order to respond to such needs. Th e study constitutes, for the first time in Malta, the collection of high precision farming statistics that makes use of an inexpensive system for aerial mapping that requires minimal ground truthing. Th e effectiveness of such a method for small areas was later demonstrated by Galdies and Borg (2006) related to coastal and beach management in the Maltese islands. In the current case, digital aerial remote sensing enabled the accurate mapping of agricultural variables, and coupled with ground survey data, resulted in the production of precise, high resolution agricultural crop-cover maps. Additional information can be further derived from this data that can be used for the optimisation of micro agriculture practices.peer-reviewe

    A survey of geographical information systems applications for the Earth Science and Applications Division, Space Sciences Laboratory, Marshall Space Flight Center

    The purpose of this document is to introduce Geographical Information System (GIS) terminology and summarize interviews conducted with scientists in the Earth Science and Applications Division (ESAD). There is a growing need in ESAD for GIS technology. With many different data sources available to the scientists comes the need to be able to process and view these data in an efficient manner. Since most of these data are stored in vastly different formats, specialized software and hardware are needed. Several ESAD scientists have been using a GIS, specifically the Man-computer Interactive Data Access System (MCIDAS). MCIDAS can solve many of the research problems that arise, but there are areas of research that need more powerful tools; one such example is the multispectral image analysis which is described in this document. Given the strong need for GIS in ESAD, we recommend that a requirements analysis and implementation plan be developed using this document as a basis for further investigation

    Efficient storage and retrieval of georeferenced objects in a semantic database for web-based applications

    The use and dissemination of remotely-sensed data is an important resource that can be used for environmental, commercial and educational purposes. Because of this, the use and availability of remotely-sensed data has increased dramatically in recent years. This usefulness, however, is often overshadowed by the difficulty encountered with trying to deal with this type of data. The amount of data available is immense. Storing, searching and retrieving the data of interest is often difficult, time consuming and inefficient. This is particularly true when these types of data need to be rapidly and continually accessed via the Internet, or combined with other types of remotely-sensed data, such as combining Aerial Photography with US Census vector data. This thesis addresses some of these difficulties, a two-fold approach has been taken. First, a database schema which can store various types of remotely-sensed data in one database has been designed for use in a Semantic Object-Oriented Database System (Sem-ODB). This database schema includes in its design a linear addressing scheme for remotely-sensed objects which maps an object’s 2-dimentional (latitude/longitude) location information to a 1-dimensional integrated integer value. The advantages of using this Semantic schema with remotely-sensed data is discussed and the use of this addressing scheme to rapidly search for and retrieve point-based vector data is investigated. In conjunction with this, an algorithm for transforming a remotely-sensed range search into a number of linear segments of objects in the 1-dimensional array is investigated.
