Donât throw rocks from the side-lines: A sociomaterial exploration of organizational blogs as boundary objects
Purpose
Social media such as blogs are being widely used in organizations in order to undertake internal communication and share knowledge, rendering them important boundary objects. A root metaphor of the boundary object domain is the notion of relatively static and inert objects spanning similarly static boundaries. A strong sociomaterial perspective allows the immisciblity of object and boundary to be challenged, since a key tenet of this perspective is the ongoing and mutually-constituted performance of the material and social.
Design/methodology/approach
The aim of our research is to draw upon sociomateriality to explore the operation of social media platforms as intra-organizational boundary objects. Given the novel perspective of this study and its social constructivist ontology, we adopt an exploratory, interpretivist research design. This is operationalized as a case study of the use of an organizational blog by a major UK government department over an extended period. A novel aspect of the study is our use of data released under a Freedom of Information request.
Findings
We present three exemplar instances of how the blog and organizational boundaries were performed in the situated practice of the case study organization. We draw on literature on boundary objects, blogs and sociomateriality in order to provide a theoretical explication of the mutually-constituted performance of the blog and organizational boundaries. We also invoke the notion of âextended chains of intra-actionâ to theorise changes in the wider organization.
Originality/value
Adoption of a sociomaterial lens provides a highly novel perspective of boundary objects and organizational boundaries. The study highlights the indeterminate and dynamic nature of boundary objects and boundaries, with both being in an intra-active state of becoming, challenging conventional conceptions. The study demonstrates that specific material-discursive practices arising from the situated practice of the blog at the respective boundaries were performative, reconfiguring the blog and boundaries and being generative of further changes in the organization
Application of Web 2.0 technologies in e-government: A United Kingdom case study
Electronic government (e-Government) has
endured significant transformation over the last decade and currently, it is making further leaps by incorporating modern technologies such as second generation web (Web 2.0) technologies. However, since the development and use of this kind of technology is still at its early stages in the public sector, research about the use of Web 2.0 in this domain is still highly tentative and lacks theoretical underpinning. This paper reports the preliminary findings of an in-depth case study in the United Kingdom (UK) public sector, which explore the application of Web 2.0 technologies in the local government authority (LGA). The findings elicited from the case study offer an insight into information systems (IS) evaluation criterions and impact factors of Web 2.0 from both a practical setting and an internal organisational perspective. This paper concludes that a combined analysis of the evaluation and impact factors rather than a singular approach would better assist the decision making process that leads to effective application of Web 2.0 technologies. It also highlights the significant impact and perceived effect of adoption of such technologies

Twitter in local government: A study of Greater London authorities
Copyright @ 2011 SIG eGOVMicroblogging services are considered an emerging opportunity for authorities seeking to establish new communication channels with their public. Potential benefits evolve around enhancing transparency and interactivity, as well as sharing information regularly or during emergency events. The purpose of this exploratory study is to advance our empirical understanding of microblogging in local government. In particular, we reflect on online data collected to profile the use of Twitter by 29 Greater London local authorities (LAs). The study shows that London LAs have been accumulating significant experience with Twitter mainly over the past two years. In fact, many of them appear to incorporate conversational characteristics in their Tweets other than simply disseminating information. Furthermore, an analysis of Tweets during the August 2011 riots in England indicates the usefulness of the medium for responsibly informing the public and preventing rumours. Nevertheless, the study also identifies several points of improvement in the way public authorities are building their online networks; for example, in terms of connecting with each other and exploiting even more the conversational characteristics of Twitter

A theoretical model for the application of Web 2.0 in e-Government
Government organisations in many countries have started embracing modern technologies such as second generation web (Web 2.0) in an attempt to maximize on the benefits of these technologies as well as keeping up with the current trend. Nevertheless, the advancement and the adoption of these of technologies is in its initial stages in the public sector. Therefore, the research problem is that the literature surrounding the application of Web 2.0 is still highly tentative and exploratory. In particular, there is a lack of research exploring the application of Web 2.0 technologies in the context of local e-Government. This study aims to address this research problem by presenting a comprehensive decision-making tool to aid the effective application of Web 2.0 technologies amongst local government authorities (LGAs). In doing so, resulting in the development of a theoretical model that is underpinned by information systems evaluation criteria and impact factors of Web 2.0 from an internal organizational perspective. By addressing the research problem, this study will make a significant contribution to the normative literature by providing new insights of Web 2.0 technologies within the public sector. This will be of specific relevance to scholars, policy makers, LGAs and practitioners who are interested in the adoption of Web 2.0 technologies in an e-Government context. Electronic Reverse Auctions: Spawning Procurement Innovation in the Context of Arab Culture
Government e-procurement initiatives have the potential to transform local institutions, but few studies have been published of strategies for implementing specific e-procurement tools, particularly involving procurement by a foreign government adapting to local culture in the Middle East/North Africa (MENA). This case describes procurement at a forward operating base (FOB) in Kuwait in support of operations in Iraq. The government procurers had to deal with a phenomenon unique to the MENA region: wasta. Wasta is a form of social capital that bestows power, influence, and connection to those who possess it, similar to guanxi in China. This study explores the value proposition and limitations of electronic reverse auctions (eRA) with the purpose of sharing best practices and lessons learned for government procurement in a MENA country. The public value framework provides valuable theoretical insights for the implementation of a new government e-procurement tool in a foreign country. In a culture dominated by wasta, the suppliers enjoyed the transparency and merit-based virtues of eRAâs that transferred successfully into the new cultural milieu: potential to increase transparency, competition, efficiency, and taxpayer savings. The practices provided herein are designed specifically to help buyers overcome structural barriers including training, organizational inertia, and a lack of eRA policy and guidance while implementing a new e-procurement tool in a foreign country
Incentives for the adoption of e-government by Greek municipalities
Purpose: The research aims to identify the incentives that play an important role in the evolution of e-government in Greece at local scale and its actual development level. It also investigates the factors and the perceived barriers that affect the development of local egovernment in Greek Municipalities, as well as the benefits they derive from it. Design/Methodology/Approach: The research is based on a survey that was conducted through a questionnaire to all 325 Municipalities of the country and includes data from 109 Municipalities that participated in the quantitative approach. Findings: While e-government is spread at a relatively satisfactory level, it appears that only a few Municipalities are performing well. Results highlight also the two main incentives that motivate Municipalities to adopt e-government: The first is the improvement of the efficiency of information exchange with the external environment and the second is managing internal issues-relationships in conjunction with the existence of prominent IT departments. Amongst the main factors that affect e-government adoption by Local authorities, budgetary constraints stand out, while the lack of personnel specialized in Information Technologies is identified as common obstacle. Practical Implications: Findings suggest that an integrated approach to e-government is needed in order to enable organizations to minimize failures and to overcome barriers and counter risks. The capacity to align e-government applications with the increasing and evolving needs and requirements of the citizens is the key to optimizing the benefits of eGovernment at local scale. Originality/Value: There is no similar empirical research in the context of Greece; hence, it seems important to increase the knowledge about the drivers of e-government adoption, especially in the public sector at the local scale.peer-reviewe
How do older adults communicate with the UK public sector? : Comparing online communication channels

This includes using the internet as both a communication tool and an information source to improve efficiency in their services. However, not all the citizens are making use of these changes, especially the older adults. Therefore, this research-in-progress paper aims to investigate and identify the factors that encourage older adults to continue using a particular communication channel when interacting with the government. In addition, future directions, limitations and conclusions are also provided within this paper. The implication of this study to academia is viewed to be the development of an extended framework that allows an understanding of continuance intention of online communication tools usage. Aggregation and the Role of Trusted Third Parties in SME E-Business Engagement: A Regional Policy Issue
YesIt is against the background of low engagement by SMEs in e-business that this paper seeks to highlight the potential importance of aggregation and of the role of trusted third parties in facilitating higher levels of involvement. The paper is based on an ongoing SME e-business research programme and reports on some recent research on SMEs that were using high complexity e-business applications and explores the extent to which the research findings could address the core concern of low engagement. This qualitative case study based research includes analysis of data collected from 13 community intermediaries, acting as trusted third parties. It concludes that the role of community intermediaries appears to be central to the adoption of critical e-aggregation applications provided by service providers. For policymakers, this important role of critical e-aggregation applications in facilitating e-business engagement by SMEs has emerged as part of this research but there is limited evidence of policy initiatives that reflect this

This paper surveys previous work on voluntary information disclosures in accounting reports of Australian Not-for-Profit organisations (NFPs). This is new research and is a part of a
project to evolve a comprehensive explanation of why Australian NFPs disclose what they do disclose; and to capture and explain patterns of variations between NFPs between what they regard to disclose and the type of information they disclose.
