    Networking societies with electronic based technologies can change social morphology, where key social structures and activities are organized around electronically processed information networks. The application of information and communications technologies (ICT) has been shown to have a positive impact across the emergency or disaster lifecycle. For example, utility of mobile, internet and social network technology, commercial and amateur radio networks, television and video networks and open access technologies for processing data and distributing information can be highlighted. Early warning is the key function during an emergency. Early warning system is an interrelated set of hazard warning, risk assessment, communication and preparedness activities that enable individuals, communities, businesses and others to take timely action to reduce their risks. Third revolution digital technology with semantic features such as standard protocols can facilitate standard data exchange therefore proactive decision making. As a result, people belong to any given hierarchy can access the information simultaneously and make decisions on their own challenging the traditional power relations.     Trust beyond reputation: A computational trust model based on stereotypes

    Models of computational trust support users in taking decisions. They are commonly used to guide users' judgements in online auction sites; or to determine quality of contributions in Web 2.0 sites. However, most existing systems require historical information about the past behavior of the specific agent being judged. In contrast, in real life, to anticipate and to predict a stranger's actions in absence of the knowledge of such behavioral history, we often use our "instinct"- essentially stereotypes developed from our past interactions with other "similar" persons. In this paper, we propose StereoTrust, a computational trust model inspired by stereotypes as used in real-life. A stereotype contains certain features of agents and an expected outcome of the transaction. When facing a stranger, an agent derives its trust by aggregating stereotypes matching the stranger's profile. Since stereotypes are formed locally, recommendations stem from the trustor's own personal experiences and perspective. Historical behavioral information, when available, can be used to refine the analysis. According to our experiments using Epinions.com dataset, StereoTrust compares favorably with existing trust models that use different kinds of information and more complete historical information

    Toward a Library Renaissance

    For centuries, librarians have tried to safeguard information, sometimes in the face of destruction. Think of the great Library of Alexandria, the burning of which symbolizes the irretrievable loss of knowledge. Think also of Umberto Eco\u27s novel, The Name of the Rose, and the (fictitious) 14th-century story about the search for a lost volume of Aristotle that no one is allowed to read—but yet must be preserved—because it might reveal that Jesus could and did laugh, contrary to the death-obsessed zeitgeist of the time. Fast-forward to the age of the internet, when some fear libraries are again being destroyed and many ask: Who wants libraries when you have Google? This is not an easy question to address but one need not yield to pessimism. This paper argues that identifiable trends direct to a promising future: in light of these, one should be able to circumscribe plausible scenarios. Approaches to strategic planning that count on ownership should make a big difference and point to desirable skills for librarians. If they also invest in resilience and give unequivocal attention to branding, libraries can enjoy a renaissance

    Localized Learning and Social Capital The Geography Effect in Technological and Institutional Dynamics

    Providing a concise working definition of social capital, this conceptual paper analyses why social capital is important for learning and economic development, why it has a regional dimension, and how it is created. It argues that with the rise of the Knowledge Economy, social capital is becoming valuable because it organizes markets, lowering business firms’ costs of coordinating and allowing them to flexibly connect and reconnect. Thus, it serves as a social framework for localized learning in both breadth and depth. The paper suggests that a range of social phenomena such as altruism, trust, participation, and inclusion, are created when a matrix of various social relations is combined with particular normative and cognitive social institutions that facilitate cooperation and reciprocity. Such a matrix of social relations, plus facilitating institutions, is what the paper defines as “social capital”. The paper further suggests that social capital is formed at the regional (rather than national or international) level, because it is at this level we find the densest matrices of social relations.     The paper focuses on the consequences of web-based business-to-business transactions in medium and large old economy companies in particular and discusses the implications for HRM and HR professionals. Medium and large old economy companies can be involved in transactions within the new economy in different ways. First of all the paper gives an overview of the striking characteristics that distinguish web-based transactions from more traditional transactions. The paper continues with an overview of the different ways in which old economy companies are attempting to integrate elements of web-based organizing into their current business and the implications of it for human resources management.
