    Challenges in the delivery of e-government through kiosks

    Kiosks are increasingly being heralded as a technology through which governments, government departments and local authorities or municipalities can engage with citizens. In particular, they have attractions in their potential to bridge the digital divide. There is some evidence to suggest that the citizen uptake of kiosks and indeed other channels for e-government, such as web sites, is slow, although studies on the use of kiosks for health information provision offer some interesting perspectives on user behaviour with kiosk technology. This article argues that the delivery of e-government through kiosks presents a number of strategic challenges, which will need to be negotiated over the next few years in order that kiosk applications are successful in enhancing accessibility to and engagement with e-government. The article suggests that this involves consideration of: the applications to be delivered through a kiosk; one stop shop service and knowledge architectures; mechanisms for citizen identification; and, the integration of kiosks within the total interface between public bodies and their communities. The article concludes by outlining development and research agendas in each of these areas.</p

    The Prospects of M-Voting Implementation in Nigeria

    Since independence, an average of 50% of registered voters participates in voting [1]. Similarly, an increasing rate of apathy was observed between the electorate and the elect, which was not unconnected with lack of transparency, accountability, and probity on the part of government [2]. Thus the electorate did not see the need to subject itself to any stress. Consequently, government is very committed to implementing the forth coming elections through e-voting. This paper proposes the prospects of m-voting implementation in Nigeria through the use of mobile phones, PDAs, etc. with guaranteed security, secrecy, and convenience in a democratization process. It also reviews the level of adoption of GSM in Nigeria, the implication of voting through the GSM, and finally introducing m-voting innovation in the voting process to increase voters’ access and participation rate in election

    The development of new technologies will enable decentralization and freedom of communication for large numbers of people, by overcoming the barriers that once rendered direct participation of society unfeasible. The continued development of information and communication technologies (ICT) makes it possible for people to participate in political life. Today, the use of e-tools is becoming a way of adapting democracy to the needs of contemporary states and strengthening civil society. The aim of this paper is to answer questions about the essence of ICT and forms of civic engagement through electronic forms of participation. The author seeks answers to the following questions: How does ICT influence political processes?     From skepticism to mutual support: towards a structural change in the relations between participatory budgeting and the information and communication technologies?

    Until three years ago, ICT Technologies represented a main “subordinate clause” within the “grammar” of Participatory Budgeting (PB), the tool made famous by the experience of Porto Alegre and today expanded to more than 1400 cities across the planet. In fact, PB – born to enhance deliberation and exchanges among citizens and local institutions – has long looked at ICTS as a sort of “pollution factor” which could be useful to foster transparency and to support the spreading of information but could also lead to a lowering in quality of public discussion, turning its “instantaneity” into “immediatism,” and its “time-saving accessibility” into “reductionism” and laziness in facing the complexity of public decision-making through citizens’ participation. At the same time, ICTs often regarded Participatory Budgeting as a tool that was too-complex and too-charged with ideology to cooperate with. But in the last three years, the barriers which prevented ICTs and Participatory Budgeting to establish a constructive dialogue started to shrink thanks to several experiences which demonstrated that technologies can help overcome some “cognitive injustices” if not just used as a means to “make simpler” the organization of participatory processes and to bring “larger numbers” of intervenients to the process. In fact, ICTs could be valorized as a space adding “diversity” to the processes and increasing outreach capacity. Paradoxically, the experiences helping to overcome the mutual skepticism between ICTs and PB did not come from the centre of the Global North, but were implemented in peripheral or semiperipheral countries (Democratic Republic of Congo, Brazil, Dominican Republic and Portugal in Europe), sometimes in cities where the “digital divide” is still high (at least in terms of Internet connections) and a significant part of the population lives in informal settlements and/or areas with low indicators of “connection.” Somehow, these experiences were able to demystify the “scary monolithicism” of ICTs, showing that some instruments (like mobile phones, and especially the use of SMS text messaging) could grant a higher degree of connectivity, diffusion and accountability, while other dimensions (which could risk jeopardizing social inclusion) could be minimized through creativity. The paper tries to depict a possible panorama of collaboration for the near future, starting from descriptions of some of the above mentioned “turning-point” experiences – both in the Global North as well as in the Global South

    Elections and their aftermath are matters left to the states by the U.S. Constitution. But the Supreme Court has made clear that the right to vote is federally protected, and fiercely so. When an election failure takes place and deprives citizens of their votes, challengers must resort to state law remedies. Many states have procedural requirements for election challenges that are stringent to the point of being prohibitive. This Note argues that the due process concerns raised by these burdensome state procedures are amplified by their voting rights context. Where a voter must take to the courts to vindicate her right to vote, she should not be further deprived by an unfair process. Federal courts hearing cases about unfair election-challenge procedures have been reluctant to interfere and are thus overly deferential to the states. This Note offers a new approach for “electoral due process” claims—an approach that is properly preservative of voters’ substantive rights and their rights to a fair hearing

    Living in a rapidly changing society, where information travels with great speed and its upgrade is essential, we decided to approach certain aspects of e-democracy, as a dynamic way of citizen participation, using new Information and Communications Technologies. The theme chosen for this research, Electronic governance, premise for implementation of electronic democracy, is a part of Electronic Administration field and identifies the meanings of implementing e-government and e-democracy, the necessity and effects of putting them into practice and the conditions to be fulfilled for the development of electronic services and fostering citizen participation in their use. E-governance as well as edemocracy have a clear contribution in making social progress, thanks to capitalize the most important irreversible resource, the time for achievement of the main administrative operations. The overall objective of the research aims to establish the relationship between governance and electronic democracy. From this perspective, this paper will contain: analyzing the importance of both e-governance and e-democracy, risks and benefits for each one, clarifying the need and implications underlying the implementation of electronic systems and explain the conditions to be met by citizens in order to benefit from these services. To achieve the objectives set, will be dominant the analyzing method of the social phenomena in their evolution.     E-voting discourses in the UK and the Netherlands

    A qualitative case study of the e-voting discourses in the UK and the Netherlands was performed based on the theory of strategic niche management. In both countries, eight e-voting experts were interviewed on their expectations, risk estimations, cooperation and learning experiences. The results show that differences in these variables can partly explain the variations in the embedding of e-voting in the two countries, from a qualitative point of view

    Information technology: gateway to direct democracy in China and the world

    The world watches as China moves towards greater democracy. The question in everyone's minds, including Chinese themselves, is “what model will China arrive at, at the journey's end?” There are many lessons to be learnt from other countries, some positive (Tanzania) and some negative (Laos). The United States has no doubts about the “goodness” of its own model but their unthinking belief in the superiority of their model should not be accepted at face value. The Chinese government and people will understandably be considering various different models very carefully, so that they can choose the best possible model for their country, and their own context. In this paper we will consider why current Western models of constitution should be viewed with caution by China as it attempts to move towards an improved socialist democracy. The paper considers the electronic voting system used in the US presidential elections, and draws attention to the opportunities for vote rigging that this type of electronic voting facilitates. It also looks at models of democracy used in the ancient world, and compares these with modern systems. Finally, it presents a secure and anonymous mechanism for electronic voting on issues of concern to the population. We conclude by sounding a note of caution about the dangers of plebiscites being used as rubber stamps by dictators if there are inadequate controls over who puts issues to the vote
