    Economically sustainable public security and emergency network exploiting a broadband communications satellite

    The research contributes to work in Rapid Deployment of a National Public Security and Emergency Communications Network using Communication Satellite Broadband. Although studies in Public Security Communication networks have examined the use of communications satellite as an integral part of the Communication Infrastructure, there has not been an in-depth design analysis of an optimized regional broadband-based communication satellite in relation to the envisaged service coverage area, with little or no terrestrial last-mile telecommunications infrastructure for delivery of satellite solutions, applications and services. As such, the research provides a case study of a Nigerian Public Safety Security Communications Pilot project deployed in regions of the African continent with inadequate terrestrial last mile infrastructure and thus requiring a robust regional Communications Satellite complemented with variants of terrestrial wireless technologies to bridge the digital hiatus as a short and medium term measure apart from other strategic needs. The research not only addresses the pivotal role of a secured integrated communications Public safety network for security agencies and emergency service organizations with its potential to foster efficient information symmetry amongst their operations including during emergency and crisis management in a timely manner but demonstrates a working model of how analogue spectrum meant for Push-to-Talk (PTT) services can be re-farmed and digitalized as a “dedicated” broadband-based public communications system. The network’s sustainability can be secured by using excess capacity for the strategic commercial telecommunication needs of the state and its citizens. Utilization of scarce spectrum has been deployed for Nigeria’s Cashless policy pilot project for financial and digital inclusion. This effectively drives the universal access goals, without exclusivity, in a continent, which still remains the least wired in the world

    3G migration in Pakistan

    The telecommunication industry in Pakistan has come a long way since the country\u27s independence in 1947. The initial era could be fairly termed as the PTCL (Pakistan Telecommunication Company Limited) monopoly, for it was the sole provider of all telecommunication services across the country. It was not until four decades later that the region embarked into the new world of wireless communication, hence ending the decades old PTCL monopoly. By the end of the late 1990\u27s, government support and international investment in the region opened new doors to innovation and better quality, low cost, healthy competition. Wireless licenses for the private sector in the telecommunication industry triggered a promising chain of events that resulted in a drastic change in the telecommunication infrastructure and service profile. The newly introduced wireless (GSM) technology received enormous support from all stakeholders (consumers, regulatory body, and market) and caused a vital boost in Pakistan\u27s economy. Numerous tangential elements had triggered this vital move in the history of telecommunications in Pakistan. Entrepreneurs intended to test the idea of global joint ventures in the East and hence the idea of international business became a reality. The technology had proven to be a great success in the West, while Pakistan\u27s telecom consumer had lived under the shadow of PTCL dominance for decades and needed more flexibility. At last the world was moving from wired to wireless! Analysts termed this move as the beginning of a new era. The investors, telecommunication businesses, and Pakistani treasury prospered. It was a win-win situation for all involved. The learning curve was steep for both operators and consumers but certainly improved over time. In essence, the principle of deploying the right technology in the right market at the right time led to this remarkable success. The industry today stands on the brink of a similar crossroads via transition from second generation to something beyond. With the partial success of 3G in Europe and the USA, the government has announced the release of three 3G licenses by mid 2009. This decision is not yet fully supported by all but still initiated parallel efforts by the operators and the vendors to integrate this next move into their existing infrastructure

    An analysis of regulatory frameworks for wireless communications, societal concerns and risk: the case of radio frequency (RF) allocation and licensing.

    This thesis analyses how and why culture and geography influence the allocation and licensing of the radio frequency (RF) spectrum in different nations. Based on a broad study of 235 countries, an inter-disciplinary approach is used to explore regulatory frameworks and attitudes toward risk. In addition, detailed case studies of the UK, France, the US and Ecuador provide deeper insights into the main contrasting regulatory styles. Three alternative sociological theories are used to analyse and explain the results for both the in-depth and broad brush studies. The Cultural Theory of Mary Douglas and co-workers is first used to categorise countries in terms of perceptual filters. The empirical findings indicate some countries to be apparently exceptional in their behaviour. The theory of Bounded Rationality is used to investigate and explain these apparent irrationalities. Finally, Rational Field Theory shows how beliefs and values guide administrations in their RF regulation. A number of key factors are found to dominate and patterns emerge. The European RF harmonisation is unique. Following European unification, wireless regulation is divided into two major camps (the EU and the US), which differ in their risk concerns, approach to top-down mandated standards, allocation of RF spectrum to licence-exempt bands and type approval process. The adoption of cellular and TV standards around the world reflects geopolitical and colonial influence. The language of a country is a significant indicator of its analogue TV standard. Interestingly, the longitude of a country to a fair extent defines RF allocation: Africa and West Asia follow Europe, whereas the Americas approximate the US. RF regulation and risk tolerability differ between tropical and non-tropical climates. The collectivised/centralised versus the individualised/market-based rationalities result in different regulatory frameworks and contrasting societal and risk concerns. The success of the top-down European GSM and the bottom-up Wi-Fi standards reveal how the central- planning and market-based approaches have thrived. Attitudes to RF human hazards and spurious emissions levels reveal that the US, Canada and Japan are more tolerant of these risks than Europe. Australia, Canada, New Zealand, UK and USA encourage technological innovation. A practical benefit of this study is that it will give regulators more freedom to choose a rational RF licensing protocol, by better understanding the possibly self-imposed boundaries of cultural and geographical factors which are currently shaping allocation. Academically, there is utility in undertaking a cultural and geographic analysis of a topic that is mostly the domain of engineering, economic and legal analysts

    Secure interoperation of wireless technologies

    Tremendous emphasis has been placed on wireless technologies recently and it is expected that mobile communications will become an even bigger key driver for growth and innovation in the near future. The purpose of this paper is to study the securing, development, integration and implementation of an always on, always available, and accessible from anywhere secure wireless communication environment. Our analysis of the different wireless technologies reveals that a number of obstacles have to be managed before truly transparent wireless public data consumer offering is available. Our concern revolves around the technical development and implementation efforts of integrated wireless technologies enveloped with management processes of change and evolution. Wireless technologies have influenced our daily lives and will undoubtedly continue to play a significant role in the future. This dissertation focuses on the interoperation of wireless technologies, exploring, evaluating and presenting representations of secure, fully integrated wireless environments. The purpose is to find a cost effective, open, viable, sustainable consumer orientated high data speed offering which not only adheres to basic security requirements but surpasses it. By bringing the network to the subscriber we generate an “always-on” and “always-available” solution for data requirements fulfilling an ever increasing human demand for access to resources anywhere, anytime. A background literature of various wireless technologies, techniques and value added services is provided. An approach for the securing of critical content over wireless links in chapter seven provides a basis for access by position concepts presented in chapter eight. This secure approach to location-aware mobile access control is an essential security enhancement in the integration and interoperation models illustrated in chapter nine.     Design and performance evaluation of Wireless Multi-Protocol Label Switching (WMPLS)

    Scope and Method of Study: The research presented in this document focuses on the design of a new protocol for high-speed wireless data communications. The primary goal of this new design is to overcome the limitations of its predecessors, while minimizing the needed resources and maximizing throughput and efficiency in its operations. Another important goal of the study is to provide a homogeneous protocol for wired and wireless networks in order to provide complete interoperability for overlay models and other protocols that can be designed on the basis of this work. The performance evaluation part of this document shows the areas in which improvement has been achieved over previous protocol implementations, and it also shows the areas in which further research is needed in order to improve the performance at least to the levels set by previous protocols.Findings and Conclusions: This study shows that a native wireless design and implementation of the Multi-Protocol Label Switching (MPLS) protocol provides improvements in the field of wireless data communications, providing a homogeneous platform for voice and data communication networks. The research is open for further improvements and modifications for services not contemplated in this document, and continuous developments should be conducted in order to obtain a working prototype of this proposal
