Regional integrated infrastructure scoping study
The purpose of the study is to consider how the Region should take infrastructure forward in an integrated way at a strategic level and to help scope further work to inform the RSS 2009 Update. It is envisaged that this scoping study is the first part of a major work stream for the Assembly to enable infrastructure to influence future locational decisions and develop a better understanding of the impact of higher levels of growth on the Region’s infrastructure
The Logic of Joint Ability in Two-Player Tacit Games
Logics of joint strategic ability have recently received attention, with arguably the most influential being those in a family that includes Coalition Logic (CL) and Alternating-time Temporal Logic (ATL). Notably, both CL and ATL bypass the epistemic issues that underpin Schelling-type coordination problems, by apparently relying on the meta-level assumption of (perfectly reliable) communication between cooperating rational agents. Yet such epistemic issues arise naturally in settings relevant to ATL and CL: these logics are standardly interpreted on structures where agents move simultaneously, opening the possibility that an agent cannot foresee the concurrent choices of other agents. In this paper we introduce a variant of CL we call Two-Player Strategic Coordination Logic (SCL2). The key novelty of this framework is an operator for capturing coalitional ability when the cooperating agents cannot share strategic information. We identify significant differences in the expressive power and validities of SCL2 and CL2, and present a sound and complete axiomatization for SCL2. We briefly address conceptual challenges when shifting attention to games with more than two players and stronger notions of rationality

After reviewing the literature on separation in its various guises and describing the circumstances that culminated in the creation of Openreach in the UK, the paper focuses on the implementation of the undertakings. It is shown that difficulties have been encountered in the implementation of the undertakings, and that while the relationship between BT and other service providers may have improved, tensions remain

being a static problem-solving exercise and requires integration with learning. This article discusses the role
of learning in simulation design and analysis motivated by the needs of industrial problems and describes
how selected tools of statistical learning can be utilized for this purpose

Functional separation developments outside the UK are then described and doubts raised as to whether the Openreach model is appropriate for other markets
UAS Service Supplier Specification
Within the Unmanned Aircraft Systems (UAS) Traffic Management (UTM) system, the UAS Service Supplier (USS) is a key component. The USS serves several functions. At a high level, those include the following: Bridging communication between UAS Operators and Flight Information Management System (FIMS) Supporting planning of UAS operations Assisting strategic deconfliction of the UTM airspace Providing information support to UAS Operators during operations Helping UAS Operators meet their formal requirements This document provides the minimum set of requirements for a USS. In order to be recognized as a USS within UTM, successful demonstration of satisfying the requirements described herein will be a prerequisite. To ensure various desired qualities (security, fairness, availability, efficiency, maintainability, etc.), this specification relies on references to existing public specifications whenever possible
