    Employment and Working Conditions of Selected Types of Platform Work

    Platform work is a form of employment that uses an online platform to match the supply of and demand for paid labour. In Europe, platform work is still small in scale but is rapidly developing. The types of work offered through platforms are ever-increasing, as are the challenges for existing regulatory frameworks. This report explores the working and employment conditions of three of the most common types of platform work in Europe. For each of these types, Eurofound assesses the physical and social environment, autonomy, employment status and access to social protection, and earnings and taxation based on interviews with platform workers. A comparative analysis of the regulatory frameworks applying to platform work in 18 EU Member States accompanies this review. This looks into workers’ employment status, the formal relationships between clients, workers and platforms, and the organisation and representation of workers and platforms

    Data-Driven Operational and Safety Analysis of Emerging Shared Electric Scooter Systems

    The rapid rise of shared electric scooter (E-Scooter) systems offers many urban areas a new micro-mobility solution. The portable and flexible characteristics have made E-Scooters a competitive mode for short-distance trips. Compared to other modes such as bikes, E-Scooters allow riders to freely ride on different facilities such as streets, sidewalks, and bike lanes. However, sharing lanes with vehicles and other users tends to cause safety issues for riding E-Scooters. Conventional methods are often not applicable for analyzing such safety issues because well-archived historical crash records are not commonly available for emerging E-Scooters. Perceiving the growth of such a micro-mobility mode, this study aimed to investigate E-Scooter operations and safety by collecting, processing, and mining various unconventional data sources. First, origin-destination (OD) data were collected for E-Scooters to analyze how E-Scooters have been used in urban areas. The key factors that drive users to choose E-Scooters over other options (i.e., shared bikes and taxis) were identified. Concerning user safety tied to the growing usage, we further assessed E-Scooter user guidelines in urban areas in the U.S. Scoring models have been developed for evaluating the adopted guidelines. It was found that the areas with E-Scooter systems have notable disparities in terms of the safety factors considered in the guidelines. Built upon the usage and policy analyses, this study also creatively collected news reports as an alternative data source for E-Scooter safety analysis. Three-year news reports were collected for E-Scooter-involved crashes in the U.S. The identified reports are typical crash events with great media impact. Many detailed variables such as location, time, riders’ information, and crash type were mined. This offers a lens to highlight the macro-level crash issues confronted with E-Scooters. Besides the macro-level safety analysis, we also conducted micro-level analysis of E-Scooter riding risk. An all-in-one mobile sensing system has been developed using the Raspberry Pi platform with multiple sensors including GPS, LiDAR, and motion trackers. Naturalistic riding data such as vibration, speed, and location were collected simultaneously when riding E-Scooters. Such mobile sensing technologies have been shown as an innovative way to help gather valuable data for quantifying riding risk. A demonstration on expanding the mobile sensing technologies was conducted to analyze the impact of wheel size and riding infrastructure on E-Scooter riding experience. The quantitative analysis framework proposed in this study can be further extended for evaluating the quality of road infrastructure, which will be helpful for understanding the readiness of infrastructure for supporting the safe use of micro-mobility systems. To sum up, this study contributes to the literature in several distinct ways. First, it has developed mode choice models for revealing the use of E-Scooters among other existing competitive modes for connecting urban metro systems. Second, it has systematically assessed existing E-Scooter user guidelines in the U.S. Moreover, it demonstrated the use of surrogate data sources (e.g., news reports) to assist safety studies in cases where there is no available crash data. Last but not least, it developed the mobile sensing system and evaluation framework for enabling naturalistic riding data collection and risk assessment, which helps evaluate riding behavior and infrastructure performance for supporting micro-mobility systems

    How and Where Should I Ride This Thing? “Rules Of The Road” for Personal Transportation Devices

    In recent years, “Personal Transportation Devices” (PTDs) have exploded onto streets and sidewalks. These small devices transport individual persons at slow speeds and are either human-powered or motorized. Examples include electric (kick) scooters, skateboards, e-skateboards, roller blades, and Segways. One key to successfully integrating PTDs into community streets will be the implementation of consistent and suitable regulations over user behavior: “rules of the road” for PTD riders. To help local officials identify appropriate rules for rider behavior, this report documents and analyzes existing PTD regulations across 176 jurisdictions and then presents recommendations for a set of state-level “rules of the road” designed to balance safety and freedom of movement for all road users, including PTD riders.To identify the current state of PTD rules of the road, we documented and analyzed the existing regulations at three levels of government: all 50 states and 5 U.S. territories, 101 cities, and 20 college campuses. This review found that PTD users operate in a murky regulatory environment, with rules often poorly defined, contradictory, or altogether absent.Results of this analysis, a literature review, and interviews with 21 stakeholders, were used to craft a model state-level regulatory code that aims to introduce consistent and well-grounded regulation of PTDs. The general philosophy underpinning the model legislation is that PTD rules should protect public safety, permit PTD use as a convenient travel option, be easy to understand and remember, allow for new devices without new regulations, and be based on facts about PTD use and users. Working from these principles, core recommended elements of the recommended PTD regulations are as follows: states should set comprehensive regulations for PTD riders (with local gov-ernments given flexibility to limit certain uses when necessitated by local conditions); PTDs should be regulated as a class, not device-by-device; and PTD users should be permitted to ride on both streets and sidewalks, subject to rules that protect safety and free movement for all travelers

    The future of the urban street in the united states: visions of alternative mobilities in the twenty-first century

    This dissertation is concerned with the present and future of urban streets in the United States. The goal is to document and analyze current visions, policies, and strategies related to the form and use of American urban streets. The dissertation examines current mobility trends and offers a framework for organizing visions of the future of urban streets, evaluating them through three lenses: safety, comfort, and delight: assessing physical conditions in accordance with livability standards toward sustainable development. At the same time, it demonstrates the way 12 scenarios (NACTO Blueprint for Autonomous Urbanism, Sidewalk Labs: Quayside Project, Public Square by FXCollaborative, AIANY Future Street, The National Complete Street Coalition, Vision Zero, Smart Columbus, Waymo by Alphabet, The Hyperloop, Tesla “Autopilot,” Ford City of Tomorrow, SOM City of Tomorrow) have intentionally or unintentionally influenced contemporary use of American urban streets. Ultimately, the study shows that while sustainable alternative mobilities continue to emerge, the dominance of the automobility system has led to a stagnation of sustainable urban street development in the United States

    The Impact of Cargo Bikes on the Travel Patterns of Women

    There are a number of issues preventing the rollout of cargo bikes as a transportation mode in the United States. One concern that has been raised is whether cargo bikes can function as a gender equitable transportation solution in the United States, given documented gender gaps in national bike riding statistics and ongoing inequities in childcare in 2-parent heterosexual households. The research is aimed at reviewing the practicality, enjoyment, and outcome of cargo bike use as a gender equitable transportation solution. This research contributes to new knowledge in gender equitable transportation in 2 ways — a) gender-focused analysis of survey data regarding cargo bikes use; b) extended open-ended interviews with mothers with cargo bikes. Qualitative and quantitative data from surveys and interviews explore the influence of cargo bikes on transportation patterns and follow how behavior, attitude, spatial context, and perception varies between riders. Specific attention is given to the use of cargo bikes by women with children, as this demographic represents a minority group in the bicycle community and a group who could benefit most from the capabilities of a cargo bike design. Research shows, mothers spend more hours a day around their children and take part in more child-related activities. Therefore, the comfort and feasibility of the cargo bike for women with children becomes the topic of exploration to determine whether this mode type is a functional substitution for trips usually made by an automobile. Through the collection of a nation-wide survey of cargo bike riders and in-person interviews with mothers in San Luis Obispo, CA who currently use a cargo bike to transport their children and goods, the research assesses the travel patterns of women and the emotional and physical benefits cargo bikes can provide to this specific demographic. Results show that benefits of cargo bike use include boding opportunities with children and a more enjoyable commute, while barriers to use include ill-performing bicycle infrastructure and time allocation for trips made by the cargo bike, in comparison to the automobile. Mode substitution behavior from the automobile to the cargo bike is geographically and culturally specific, but as results from both parts of the study show, women are receptive to cargo bike use and demonstrate a powerful demographic that has the potential to influence the travel patterns of current and future commuters to shift away from automobile dependency
