    When mobility is not a choice Problematising asylum seekers’ secondary movements and their criminalisation in the EU. CEPS Paper in Liberty and Security in Europe No. 2019-11, December 2019

    The notion of ‘secondary movements’ is commonly used to describe the mobility of third country nationals for the purpose of seeking international protection in an EU member state other than the one of first irregular entry according to the EU Dublin Regulation. Secondary movements are often identified as a major insecurity factor undermining the sustainability of the Schengen regime and the functioning of the EU Dublin system. Consequently, EU policies have focused on their ‘criminalisation’, as testified by the range of sanctions included in the 2016 CEAS reform package, and on a ‘policing’ approach, which has materialised in the expanded access to data stored in the EURODAC database by police authorities, and its future interconnection with other EU databases under the 2019 EU Interoperability Regulations. This Paper shows that the EU notion of secondary movements is flawed and must be reconsidered in any upcoming reform of the CEAS. The concept overlooks the fact that asylum seekers’ mobility may be non-voluntary and thus cannot be understood as a matter of ‘free choice’ or in terms of ‘preferences’ about the member state of destination.     This report considers “how advances in big data are likely to transform the context and methodology of monitoring educational systems within a long-term perspective (10-30 years) and impact the evidence based policy development in the sector”, big data are “large amounts of different types of data produced with high velocity from a high number of various types of sources.” Five independent experts were commissioned by Ecorys, responding to themes of: students' privacy, educational equity and efficiency, student tracking, assessment and skills. The experts were asked to consider the “macro perspective on governance on educational systems at all levels from primary, secondary education and tertiary – the latter covering all aspects of tertiary from further, to higher, and to VET”, prioritising primary and secondary levels of education

    The delivery of cross-border digital public services largely depends on the ability of public administrations and businesses to transfer data across borders. Therefore, access to trusted, interoperable, and secure data-exchange solutions is essential for delivering cross-border services but is also crucial for establishing the Single Digital Gateway (SDG) and building a functioning European Digital Single Market (DSM). Numerous projects, alliances, and partnerships have been implemented to explore and develop different solutions that would support the creation of an interoperable future for Europe. Thus far, a clear understanding of cross-border data exchange initiatives is lacking, especially regarding roles, specifications, interdependencies, and technological differences between initiatives. This study report aims to start mapping European cross-border data-exchange solutions and initiatives, analyse the status of adoption, and investigate different aspects of these initiatives pertaining to legal, commercial, and technical specifications. Also, the report discusses the future outlook of European cross-border digital public services. Findings from this study could provide valuable insights for policymakers, solution owners, and service providers as it informs them about the interoperability, extensibility, and sustainability of European cross-border data exchange initiatives and project

    Knowledge society arguments revisited in the semantic technologies era

    In the light of high profile governmental and international efforts to realise the knowledge society, I review the arguments made for and against it from a technology standpoint. I focus on advanced knowledge technologies with applications on a large scale and in open- ended environments like the World Wide Web and its ambitious extension, the Semantic Web. I argue for a greater role of social networks in a knowledge society and I explore the recent developments in mechanised trust, knowledge certification, and speculate on their blending with traditional societal institutions. These form the basis of a sketched roadmap for enabling technologies for a knowledge society

    Portugal: Leapfrogging Digital Transformation

    This report is structured as follow: Section 1 presents details about Portugal enabling or inhibiting its digital transformation. Section 2 analyzes the main motivations for the digital transformation strategy; Section 3 summarizes its main challenges, while Section 4 presents the main components of the strategy. Section 5 analyzes the governance model, and Section 6, the legal and regulatory framework. Section 7 discusses critical enablers for the digital transformation of government services. Section 8 introduces 16 key initiatives of the strategy. Section 9 summarizes the lessons learnt, followed by an assessment of the strategy’s impact in Section 10. Section 11 synthesizes lessons for Latin American countries.
