    Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    The dissertation examines the issues related to the human resource management in emergency situations and introduces the measures helping to solve these issues. The prime aim is to analyse complexly a human resource management, built environment resilience management life cycle and its stages for the purpose of creating an effective Human Resource Management in Emergency Situations Model and Intelligent System. This would help in accelerating resilience in every stage, managing personal stress and reducing disaster-related losses. The dissertation consists of an Introduction, three Chapters, the Conclusions, References, List of Author’s Publications and nine Appendices. The introduction discusses the research problem and the research relevance, outlines the research object, states the research aim and objectives, overviews the research methodology and the original contribution of the research, presents the practical value of the research results, and lists the defended propositions. The introduction concludes with an overview of the author’s publications and conference presentations on the topic of this dissertation. Chapter 1 introduces best practice in the field of disaster and resilience management in the built environment. It also analyses disaster and resilience management life cycle ant its stages, reviews different intelligent decision support systems, and investigates researches on application of physiological parameters and their dependence on stress. The chapter ends with conclusions and the explicit objectives of the dissertation. Chapter 2 of the dissertation introduces the conceptual model of human resource management in emergency situations. To implement multiple criteria analysis of the research object the methods of multiple criteria analysis and mahematics are proposed. They should be integrated with intelligent technologies. In Chapter 3 the model developed by the author and the methods of multiple criteria analysis are adopted by developing the Intelligent Decision Support System for a Human Resource Management in Emergency Situations consisting of four subsystems: Physiological Advisory Subsystem to Analyse a User’s Post-Disaster Stress Management; Text Analytics Subsystem; Recommender Thermometer for Measuring the Preparedness for Resilience and Subsystem of Integrated Virtual and Intelligent Technologies. The main statements of the thesis were published in eleven scientific articles: two in journals listed in the Thomson Reuters ISI Web of Science, one in a peer-reviewed scientific journal, four in peer-reviewed conference proceedings referenced in the Thomson Reuters ISI database, and three in peer-reviewed conference proceedings in Lithuania. Five presentations were given on the topic of the dissertation at conferences in Lithuania and other countries

    Contributions to artificial intelligence: the IIIA perspective

    La intel·ligència artificial (IA) és un camp científic i tecnològic relativament nou dedicat a l'estudi de la intel·ligència mitjançant l'ús d'ordinadors com a eines per produir comportament intel·ligent. Inicialment, l'objectiu era essencialment científic: assolir una millor comprensió de la intel·ligència humana. Aquest objectiu ha estat, i encara és, el dels investigadors en ciència cognitiva. Dissortadament, aquest fascinant però ambiciós objectiu és encara molt lluny de ser assolit i ni tan sols podem dir que ens hi haguem acostat significativament. Afortunadament, però, la IA també persegueix un objectiu més aplicat: construir sistemes que ens resultin útils encara que la intel·ligència artificial de què estiguin dotats no tingui res a veure amb la intel·ligència humana i, per tant, aquests sistemes no ens proporcionarien necessàriament informació útil sobre la naturalesa de la intel·ligència humana. Aquest objectiu, que s'emmarca més aviat dins de l'àmbit de l'enginyeria, és actualment el que predomina entre els investigadors en IA i ja ha donat resultats impresionants, tan teòrics com aplicats, en moltíssims dominis d'aplicació. A més, avui dia, els productes i les aplicacions al voltant de la IA representen un mercat anual de desenes de milers de milions de dòlars. Aquest article resumeix les principals contribucions a la IA fetes pels investigadors de l'Institut d'Investigació en Intel·ligència Artificial del Consell Superior d'Investigacions Científiques durant els darrers cinc anys.Artificial intelligence is a relatively new scientific and technological field which studies the nature of intelligence by using computers to produce intelligent behaviour. Initially, the main goal was a purely scientific one, understanding human intelligence, and this remains the aim of cognitive scientists. Unfortunately, such an ambitious and fascinating goal is not only far from being achieved but has yet to be satisfactorily approached. Fortunately, however, artificial intelligence also has an engineering goal: building systems that are useful to people even if the intelligence of such systems has no relation whatsoever with human intelligence, and therefore being able to build them does not necessarily provide any insight into the nature of human intelligence. This engineering goal has become the predominant one among artificial intelligence researchers and has produced impressive results, ranging from knowledge-based systems to autonomous robots, that have been applied to many different domains. Furthermore, artificial intelligence products and services today represent an annual market of tens of billions of dollars worldwide.     Exploiting the knowledge engineering paradigms for designing smart learning systems

    Knowledge engineering (KE) is a subarea of artificial intelligence (AI). Recently, KE paradigms have become more widespread within the fields of smart education and learning. Developing of Smart learning Systems (SLS) is very difficult from the technological perspective and a challenging task. In this paper, three KE paradigms, namely: case-based reasoning, data mining, and intelligent agents are discussed. This article demonstrates how SLS can take advantage of the innovative KE paradigms. Therefore, the paper addresses the pros of such smart computing approaches for the industry of SLS. Moreover, we concentrate our discussion on the challenges faced by knowledge engineers and software developers in developing and deploying efficient and robust SLS. Overall, this study introduces the reader the KE techniques, approaches and algorithms currently in use and the open research issues in designing the smart learning systems.Инженерия знаний (ИЗ) – это подобласть искусственного интеллекта (ИИ). В последнее время парадигмы ИЗ и умных вычислений получают все более широкое распространение в сфере умного образования и обучения. Разработка систем умного обучения (СУО) является очень трудной с технологической точки зрения и сложной задачей. В данной статье мы изучили три парадигмы ИЗ, а именно рассуждения на основе прецедентов, интеллектуальный анализ данных и интеллектуальные агенты. Наше исследование указывает на то, что такие парадигмы могут эффективно использоваться для СУОІнженерія знань (ІЗ) – це пiдобласть штучного інтелекту (ШІ). Останнім часом парадигми ШІ та розумних обчислень отримують все більш широке поширення в сферi розумної освіти i навчання. Розробка систем розумного навчання (СРН) є дуже важким з технологічної точки зору і складним завданням. У даній статті ми вивчили три парадигми ШІ, а саме міркування на основі прецедентів, інтелектуальний аналіз даних та інтелектуальні агенти. The knowledge based consists of a rule-based expert system for the competence management and subsequent performance assessment.
