    NSI directed to continue SPAN's functions

    During a series of network management retreats in June and July 1990, representatives from NASA Headquarters Codes O and S agreed on networking roles and responsibilities for their respective organizations. The representatives decided that NASA Science Internet (NSI) will assume management of both the Space Physics Analysis Network (SPAN) and the NASA Science Network (NSN). SPAN is now known as the NSI/DECnet, and NSN is now known as the NSI/IP. Some management functions will be distributed between Ames Research Center (ARC) and Goddard Space Flight Center (GSFC). NSI at ARC has the lead role for requirements generation and networking engineering. Advanced Applications and the Network Information Center is being developed at GSFC. GSFC will lead the NSI User Services, but NSI at Ames will continue to provide the User Services during the transition. The transition will be made as transparent as possible for the users. DECnet service will continue, but is now directly managed by NSI at Ames. NSI will continue to work closely with routing center managers at other NASA centers, and has formed a transition team to address the change in management. An NSI/DECnet working group had also been formed as a separate engineering group within NSI to plan the transition to Phase 5, DECnet's approach to Open System Integration (OSI). Transition is not expected for a year or more due to delays in produce releases. Plans to upgrade speeds in tail circuits and the backbone are underway. The proposed baseline service for new connections is up to 56 Kbps; 9.6 Kbps lines will gradually be upgraded as requirements dictate. NSI is in the process of consolidating protocol traffic, tail circuits, and the backbone. Currently NSI's backbone is fractional T1; NSI will go to full T1 service as soon as it is feasible

    Objective: to perform the cross-cultural adaptation of the Readiness for Hospital Discharge Scale - (RHDS) Adult Form for use in Brazil. Method: a methodological study was conducted in 2015, in Brazil’s federal capital, following the eight stages scientifically established. Results: analysis proved the maintenance of semantic, idiomatic, cultural, and conceptual equivalences and kept both the face and content validity of the original version. The judging committee and the pre-test participants declared they understood the RHDS items and answer scale. Conclusion: the instrument is culturally adapted for Brazil and can be used as one of the stages for planning hospital discharge.     Challenges and opportunities to develop a smart city: A case study of Gold Coast, Australia

    With the rapid growth of information and communication technologies, there is a growing interest in developing smart cities with a focus on the knowledge economy, use of sensors and mobile technologies to plan and manage cities. The proponents argue that these emerging technologies have potential application in efficiently managing the environment and infrastructure, promoting economic development and actively engaging the public, thus contributing to building safe, healthy, sustainable and resilient cities. However, are there other important elements in addition to technologies which can contribute to the creation of smart cities? What are some of the challenges and opportunities for developing a smart city? This paper aims to answer these questions by developing a conceptual framework for smart cities. The framework is then applied to the city of Gold Coast to identify challenges and opportunities for developing the city into a ‘smart city’. Gold Coast is a popular tourist city of about 600,000 populations in South East Queensland, Australia, at the southern end of the 240km long coastal conurbation that is centred by Brisbane. Recently, IBM has nominated Gold Coast as one of the three cities in Australia for its Smarter Cities Challenge Grant. The grant will provide the Gold Coast City Council with the opportunity to collaborate with a group of experts from IBM to develop strategies for enhancing its ICT arrangements for disaster response capabilities. Gold Coast, meanwhile, has potential to diversify its economy from being centred on tourism to a knowledge economy with focus on its educational institutions, investments in cultural precincts and high quality lifestyle amenities. These provide a unique opportunity for building Gold Coast as an important smart city in the region. As part of the research methodology, the paper will review relevant policies of the council. Finally, lessons will be drawn from the case study for other cities which seek to establish themselves as smart cities

    Legitimacy and Expertise in Global Internet Governance

    Over the course of the past decade or so, attention among Internet policymakers and scholars has shifted gradually from substantive design principles to the structure of Internet governance. The Internet Corporation for Assigning Names and Numbers in particular now faces a new skepticism about its legitimacy to administer the essential Internet Assigned Numbers Authority function. ICANN has responded to these doubts by proposing a series of major governance reforms that would bring nation-states more into the organization\u27s decisionmaking. After all, transnational governance institutions in other substantive areas privilege nation-states as a matter of course. This Symposium Essay shows that these changes reflect a new era in which ICANN and other Internet policymakers no longer view the Internet as uniquely immune from the geopolitics of the physical world

    On a Generic Security Game Model

    To protect the systems exposed to the Internet against attacks, a security system with the capability to engage with the attacker is needed. There have been attempts to model the engagement/interactions between users, both benign and malicious, and network administrators as games. Building on such works, we present a game model which is generic enough to capture various modes of such interactions. The model facilitates stochastic games with imperfect information. The information is imperfect due to erroneous sensors leading to incorrect perception of the current state by the players. To model this error in perception distributed over other multiple states, we use Euclidean distances between the outputs of the sensors. We build a 5-state game to represent the interaction of the administrator with the user. The states correspond to 1) the user being out of the system in the Internet, and after logging in to the system; 2) having low privileges; 3) having high privileges; 4) when he successfully attacks and 5) gets trapped in a honeypot by the administrator. Each state has its own action set. We present the game with a distinct perceived action set corresponding to each distinct information set of these states. The model facilitates stochastic games with imperfect information. The imperfect information is due to erroneous sensors leading to incorrect perception of the current state by the players. To model this error in perception distributed over the states, we use Euclidean distances between outputs of the sensors. A numerical simulation of an example game is presented to show the evaluation of rewards to the players and the preferred strategies. We also present the conditions for formulating the strategies when dealing with more than one attacker and making collaborations.Comment: 31 page

    Marketing management occupies an increasingly important position in the business world, as well as in the sphere of electronic commerce. Some participants, however, underestimate the importance of this marketing support, which may be one of the major causes of the failure and inability of some companies operating on the Internet to grow. The aim of this paper is to develop an effective marketing management process model, which can significantly contribute to the increased competitiveness of companies operating on the Internet. The validity of this model is then applied on a Czech e-shop, which has long been one of the leaders of the Czech Internet market. To achieve the objective of this paper the current situation will be analysed, and synthesis of the findings from research literature as well as modelling using the methods of abstraction and specification will be performed. This article is focused on Czech Internet market. Results of the survey (case study) will be used for further research in the field of e-business

    The future of Internet governance: should the U.S. relinquish Its authority over ICANN?

    How ICANN and the Internet domain name system are ultimately governed may set an important precedent in future policy debates over how the Internet should be governed, and what role governments and intergovernmental organizations should play. Overview Currently, the U.S. government retains limited authority over the Internet’s domain name system, primarily through the Internet Assigned Numbers Authority (IANA) functions contract between the National Telecommunications and Information Administration (NTIA) and the Internet Corporation for Assigned Names and Numbers (ICANN). By virtue of the IANA functions contract, the NTIA exerts a legacy authority and stewardship over ICANN, and arguably has more influence over ICANN and the domain name system (DNS) than other national governments. On March 14, 2014, NTIA announced the intention to transition its stewardship role and procedural authority over key Internet domain name functions to the global Internet multistakeholder community. To accomplish this transition, NTIA has asked ICANN to convene interested global Internet stakeholders to develop a transition proposal. NTIA has stated that it will not accept any transition proposal that would replace the NTIA role with a government-led or an intergovernmental organization solution. Currently, Internet stakeholders are engaged in a series of working groups to develop a transition proposal. Their goal is to submit a final proposal to NTIA by summer 2015. NTIA must approve the proposal in order for it to relinquish its authority over the IANA functions contract. While the IANA functions contract expires on September 30, 2015, NTIA has the flexibility to extend the contract for any period through September 2019. Concerns have risen in Congress over the proposed transition. Critics worry that relinquishing U.S. authority over Internet domain names may offer opportunities for either hostile foreign governments or intergovernmental organizations, such as the United Nations, to gain undue influence over the Internet. On the other hand, supporters argue that this transition completes the necessary evolution of Internet domain name governance towards the private sector, and will ultimately support and strengthen the multistakeholder model of Internet governance. Legislation has been introduced in the 113th and 114th Congresses which would prevent, delay, or impose conditions or additional scrutiny on the transition. In the 113th Congress, a provision in the Consolidated and Further Continuing Appropriations Act, 2015 (P.L. 113-235) provides that during FY2015, NTIA may not use any appropriated funds to relinquish its responsibility with respect to Internet domain name system functions. In the 114th Congress, H.R. 805 (the DOTCOM Act of 2015) would prohibit NTIA from relinquishing its authority over the Internet domain name system until the Government Accountability Office (GAO) submits a report to Congress examining the implications of the proposed transfer. The proposed transition could have a significant impact on the future of Internet governance. National governments are recognizing an increasing stake in ICANN and DNS policy decisions, especially in cases where Internet DNS policy intersects with national laws and interests related to issues such as intellectual property, cybersecurity, privacy, and Internet freedom. How ICANN and the Internet domain name system are ultimately governed may set an important precedent in future policy debates—both domestically and internationally—over how the Internet should be governed, and what role governments and intergovernmental organizations should play

    The Transition Town Network: a review of current evolutions and renaissance

    The Transition Network started as a movement with Transition Totnes (Devon, UK) in late 2005, with Rob Hopkins as its founder. To date it has grown to encompass 313 official Transition Network initiatives spread across the world from the UK (with roughly 50% of all initiatives) to the USA, Canada, Italy, Japan, Germany, Ireland, New Zealand, Chile, the Netherlands, Brazil and so on (Transition Network, 2010a). For any social movement, this could most certainly be described as something of a success and warrants a closer examination. Indeed, the aim of this profile is to explore the movement's aims and modus operandi, the problematics it has faced and how it is now evolving. The profile draws on my auto-ethnographic encounters with the movement in Transition Nottingham and at the recent Transition Network Conference 2010, whilst also being grounded in the material made publically available on the Transition Network and Transition Culture websites (see Transition Network, 2010b and Transition Culture, 2010a)
