    Geometrical and functional criteria as a methodological approach to implement a new cycle path in an existing Urban Road Network: A Case study in Rome

    Most road accidents occur in urban areas and notably at urban intersections, where cyclists and motorcyclists are the most vulnerable. In the last few years, cycling mobility has been growing; therefore, bike infrastructures should be designed to encourage this type of mobility and reduce motorized and/or private transport. The paper presents a study to implement a new cycle path in the existing cycle and road network in Rome, Italy. The geometric design of the new path complies with Italian standards regarding the technical characteristics of bicycle paths, while the Highway Capacity Manual has been considered for the traffic analysis. In particular, a before-after approach has been adopted to examine and compare the traffic flow at more complex and congested intersections where the cycle path will pass. Trams, buses, cars, bikes and pedestrians were the traffic components considered in each analysis. The software package PTV VISSIM 8 allowed the simulations of traffic flows at traffic-light intersections; an original linear process has been proposed to model dynamic intelligent traffic controls, which are not admitted by the software used. The traffic analysis allowed the identification of the best option for each of the five examined intersections. Particularly, the maximum queue length value and the total number of passed vehicles have been considered in order to optimize the transport planning process. The results of this study highlight the importance of providing engineered solutions when a cycle path is implemented in a complex road network, in order to avoid negative impacts on the citizens and maximize the expected advantages

    Policy Areas Impinging on Elderly Transportation Mobility: An Explanation with Ontario, Canada as Example

    As countries face the challenges posed by rising numbers of older persons, the need to reassess their respective policies to address transport needs in aging societies is increasingly recognized in relation to health and sustainability goals. This paper proposes the examination of six interrelated policy areas affecting elderly mobility in a country or administrative region. A general survey of policy developments in each of these areas could improve current strategies and existing processes in the planning and implementation of mobility services that will be responsive to both elderly and the general population now and in the future. These include: 1) general transport policy framework; 2) travel mode preference; 3) alternative transport infrastructure stock and investments; 4) housing-land-use-transportation linkage; 5) research and technology applications that improve travel mode and environment; and 6) institutional and legal reforms. These policy areas are discussed and given concrete elucidation in the case of Ontario, Canada.     Intelligent Transportation Systems Strategic Plan (Phase I Report)

    This interim report on an Intelligent Transportation Systems Strategic (ITS) Plan has been developed as documentation of the process of offering a vision for ITS and recommending an outline for organizational structure, infrastructure, and long-term planning for ITS in Kentucky. This plan provides an overview of the broad scope of ITS and relationships between various Intelligent Vehicle Highway Systems (IVHS) functional areas and ITS user service areas. Three of the functional areas of ITS have been addressed in this interim report with sections devoted to mission, vision, goals, and potential technology applications. Within each of the three areas, recommendations have been made for applications and technologies for deployment. A more formalized business plan for will be developed to recommend specific projects for implementation. Those three functional areas are 1) Advanced Rural Transportation Systems (ARTS), 2) Advanced Traveler Information Systems (ATIS), and 3) Commercial Vehicle Operations (CVO). A survey of other states was conducted to determine the status of the development of ITS strategic plans. Information received from the 11 states that had completed strategic plans was used to determine the overall approach taken in development of the plans and to evaluate the essential contents of the reports for application in Kentucky. Kentucky\u27s ITS Strategic Plan evolved from an early decision by representatives of the Kentucky Transportation Cabinet (KyTC) to formalize the procedure by requesting the Kentucky Transportation Center to prepare a work plan outlining the proposed tasks. Following several introductory meetings of the Study Advisory Committee, additional focus group meetings were held with various transportation representatives to identify ITS issues of importance. Results from these meetings were compiled and used as input to the planning process for development of the Strategic Plan components of ARTS and ATIS. The development of a strategic plan for Commercial Vehicle Operations originated from a different procedure than did the other functional areas of ITS. As part of well-developed commercial vehicle activities through the ITS-related programs of Advantage I-75 and CVISN, Kentucky has become a national leader in this area and has developed a strategic plan of advanced technology applications to commercial vehicles. The strategic plan for Commercial Vehicle Operations was developed out of the convergence of several parallel processes in Kentucky. Empower Kentucky work teams had met over a two-year period to develop improved and more efficient processes for CVO in Kentucky. Their conclusions and recommendations encouraged the further activities of the Kentucky ITS/CVO working group that first convened in the summer of 1996. In an effort to conceptually organize the various ITS/CVO activities in Kentucky, and as a commitment to the CVISN Mainstreaming plan, an inclusive visioning exercise was held in early 1997. Out of this exercise emerged the six critical vision elements that guided the CVO strategic plan. The remaining functional areas to be included in the ITS Strategic Plan will be addressed in the second phase of this study. Those areas are Advanced Traffic Management Systems (ATMS), Advanced Vehicle Control Systems (AVCS), and Advanced Public Transportation Systems (APTS).     The Implementation of Smart Mobility for Smart Cities: A Case Study in Qatar

    This paper contributes to building a systematic view of the mobility characteristics of smart cities by reviewing the lessons learned from the best practices implemented around the world. The main features of smart cities, such as smart homes, smart infrastructure, smart operations, smart services, smart utilities, smart energy, smart governance, smart lifestyle, smart business, and smart mobility in North America, Asia, and Europe are briefly reviewed. The study predominantly focuses on smart mobility features and their implications in newly built smart cities. As a case study, the modern city of Lusail located in the north of Doha, Qatar is considered. The provision of car park management and guidance, real-time traffic signal control, traffic information system, active-modes arrangement in promenade and busy urban avenues, LRT, buses, taxis, and water taxis information system, and multimodal journey planning facilities in the Lusail smart city is discussed in this study. Consequently, the implications of smart mobility features on adopting Intelligent Transportation Systems (ITS) will be studied. The study demonstrates that the implementation of Information and Communication Technologies (ICT) when supported by Intelligent Transportation Systems (ITS), could result in making the most efficient use of existing transportation infrastructure and consequently improve the safety and security, mobility, and the environment in urban areas.     Towards a Smart World: Hazard Levels for Monitoring of Autonomous Vehicles’ Swarms

    This work explores the creation of quantifiable indices to monitor the safe operations and movement of families of autonomous vehicles (AV) in restricted highway-like environments. Specifically, this work will explore the creation of ad-hoc rules for monitoring lateral and longitudinal movement of multiple AVs based on behavior that mimics swarm and flock movement (or particle swarm motion). This exploratory work is sponsored by the Emerging Leader Seed grant program of the Mineta Transportation Institute and aims at investigating feasibility of adaptation of particle swarm motion to control families of autonomous vehicles. Specifically, it explores how particle swarm approaches can be augmented by setting safety thresholds and fail-safe mechanisms to avoid collisions in off-nominal situations. This concept leverages the integration of the notion of hazard and danger levels (i.e., measures of the “closeness” to a given accident scenario, typically used in robotics) with the concept of safety distance and separation/collision avoidance for ground vehicles. A draft of implementation of four hazard level functions indicates that safety thresholds can be set up to autonomously trigger lateral and longitudinal motion control based on three main rules respectively based on speed, heading, and braking distance to steer the vehicle and maintain separation/avoid collisions in families of autonomous vehicles. The concepts here presented can be used to set up a high-level framework for developing artificial intelligence algorithms that can serve as back-up to standard machine learning approaches for control and steering of autonomous vehicles. Although there are no constraints on the concept’s implementation, it is expected that this work would be most relevant for highly-automated Level 4 and Level 5 vehicles, capable of communicating with each other and in the presence of a monitoring ground control center for the operations of the swarm

    AUTOMATED VEHICLES: A GUIDE FOR PLANNERS AND POLICYMAKERS

    Automated vehicles are those which are capable of sensing their environments in order to perform at least some aspects of the safety-critical control (like steering, throttling, or braking) without direct human input. As a guide for planners and policymakers, the objective of this thesis is to develop a strong foundation for anticipating the potential impacts resulting from advancements in vehicle automation. To establish the foundation, this thesis uses a robust qualitative methodology, coupling a review of literature on the potential advantages and disadvantages of vehicle automation and lessons from past innovations in transportation, with recent trends of the Millennial Generation, carsharing services, and a series of interviews with thought-leaders in automation, planning, policymaking, transportation, and aviation. Five significant findings emerged from this thesis: (1) the impacts of vehicle automation differ depending on one’s visions of what automation means, how it is implemented, what the automation does, and where it operates; (2) current limitations of vehicle automation to perform all aspects of the dynamic driving task in all driving conditions make it difficult to move from level-4 to level-5 automation; (3) level-5 automation is required to have any effect on carsharing, mobility, and quality of life; (4) assuming effective planning and policymaking techniques, housing preferences, urban growth, and increases in total VMT will likely not be significantly impacted by vehicle automation; (5) human drivers may never be allowed to disengage their attention from a partially-automated vehicle, specifically in applications where drivers are expected to reengage their attention in safety-critical situations. From the perspective of understanding the bigger picture, this thesis developed a proposed future scenario of vehicle automation in the next five to ten years that is used to suggest guiding principles for policymakers, and key recommendations for planners, engineers, and researchers

    Connections 2040 Plan for Greater Philadelphia is the Long-Range Plan for the Greater Philadelphia region. It assesses regional trends and forecasts and sets forth a vision for the future. The Plan is organized around four core principle to achieve the vision: Manage Growth and Protect the Environment, Create Livable Communities, Build the Economy, and Establish a Modern Multimodal Transportation System. The Plan includes goals and strategies under each of the four core principles. It also identifies a set of investments in the region's transportation system that are needed to preserve and maintain the existing system, as well as other critical improvements that make the system operate more efficiently and expand capacity. Due to declining funding revenues, only a portion of these investments can be afforded.
