    Disruption management in passenger railway transportation.

    This paper deals with disruption management in passengerrailway transportation. In the disruption management process, manyactors belonging to different organizations play a role. In this paperwe therefore describe the process itself and the roles of thedifferent actors.Furthermore, we discuss the three main subproblems in railwaydisruption management: timetable adjustment, and rolling stock andcrew re-scheduling. Next to a general description of these problems,we give an overview of the existing literature and we present somedetails of the specific situations at DSB S-tog and NS. These arethe railway operators in the suburban area of Copenhagen, Denmark,and on the main railway lines in the Netherlands, respectively.Since not much research has been carried out yet on OperationsResearch models for disruption management in the railway context,models and techniques that have been developed for related problemsin the airline world are discussed as well.Finally, we address the integration of the re-scheduling processesof the timetable, and the resources rolling stock and crew.

    Railway Crew Rescheduling with Retiming

    Railway operations are disrupted frequently, e.g. the Dutch railway network experiences about three large disruptions per day on average. In such a disrupted situation railway operators need to quickly adjust their resource schedules. Nowadays, the timetable, the rolling stock and the crew schedule are recovered in a sequential way. In this paper, we model and solve the crew rescheduling problem with retiming. This problem extends the crew rescheduling problem by the possibility to delay the departure of some trains. In this way we partly integrate timetable adjustment and crew rescheduling. The algorithm is based on column generation techniques combined with Lagrangian heuristics. In order to prevent a large increase in computational time, retiming is allowed only for a limited number of trains where it seems very promising. Computational experiments with real-life disruption data show that, compared to the classical approach, it is possible to find better solutions by using crew rescheduling with retiming.

    Crew Rostering for the High Speed Train

    At the time of writing we entered the final stage of implementing the crew rostering system Harmony CDR to facilitate the planning of catering crews on board of the Thalys, the High Speed Train connecting Paris, Cologne, Brussels, Amsterdam, and Geneva. Harmony CDR optimally supports the creation of crew rosters in two ways. Firstly, Harmony CDR contains a powerful algorithm to automatically generate a set of rosters, which is especially developed for this specific situation. As the user has some control over the objectives of the algorithm, several scenarios can be studied before a set of rosters is adopted. An important feature of the automatic roster generator is that it respects requirements, directives, and requests stemming from legal, union, and/or company regulations and/or from individual crew. Secondly, Harmony CDR provides user-interface data manipulation at various levels of detail. The user interface enables the planner to easily obtain many different views on the planning data and to manipulate the planning manually. So again, the planner gets optimal support from the system while he or she is still in control. Also, violating a requirement, directive, or request is detected and displayed, but can be accepted by the planner.     Multi-objective model for optimizing railway infrastructure asset renewal

    Trabalho inspirado num problema real da empresa Infraestruturas de Portugal, EP.A multi-objective model for managing railway infrastructure asset renewal is presented. The model aims to optimize three objectives, while respecting operational constraints: levelling investment throughout multiple years, minimizing total cost and minimizing work start postponements. Its output is an optimized intervention schedule. The model is based on a case study from a Portuguese infrastructure management company, which specified the objectives and constraints, and reflects management practice on railway infrastructure. The results show that investment levelling greatly influences the other objectives and that total cost fluctuations may range from insignificant to important, depending on the condition of the infrastructure.     Insights in the cost of continuous broadband Internet on trains for multi-service deployments by multiple actors with resource sharing

    The economic viability of broadband Internet services on trains has always been proved difficult, mainly due to a high investment cost and low willingness to pay by train passengers, but also due to unused opportunities such as non-passenger services (e.g. train performance monitoring, crew services) and optimization of the resources consumed to offer Internet services. Evaluating opportunities to improve the return on investment is therefore essential towards profitability of the business case. By efficiently sharing resources amongst services, costs can be pooled over several services in order to reduce the investment cost per service. Current techno-economic evaluation models are hard to apply to cost allocation in a multi-service deployment with multiple actors and resource sharing. We therefore propose a new evaluation model and apply it to a deployment of Internet services on trains. We start with a detailed analysis of the technical architecture required to provide Internet access on trains. For each component, we investigate the impact by the different services on resource consumption. The proposed techno-economic evaluation model is then applied in order to calculate the total cost and allocate the used and unused resources to the appropriate services. In a final step, we calculate the business case for each stakeholder involved in the offering of these services. This paper details the proposed model and reports on our findings for a multi-service deployment by multiple actors. Results show important benefits for the case that considers the application of resource sharing in a multi-service, multi-actor scenario and the proposed model produces insights in the contributors to the cost per service and the unused amount of a resource. In addition, ex-ante insights in the cost flows per involved actor are obtained and the model can easily be extended to include revenue flows to evaluate the profitability per actor. As a consequence, the proposed model should be considered to support and stimulate upcoming multi-actor investment decisions for Internet-based multi-service offerings on-board trains with resource sharing

    The crew-scheduling module in the GIST system

    The public transportation is gaining importance every year basically due the population growth, environmental policies and, route and street congestion. Too able an efficient management of all the resources related to public transportation, several techniques from different areas are being applied and several projects in Transportation Planning Systems, in different countries, are being developed. In this work, we present the GIST Planning Transportation Systems, a Portuguese project involving two universities and six public transportation companies. We describe in detail one of the most relevant modules of this project, the crew-scheduling module. The crew-scheduling module is based on the application of meta-heuristics, in particular GRASP, tabu search and genetic algorithm to solve the bus-driver-scheduling problem.     Algorithmic Support for Railway Disruption Management

    Disruptions of a railway system are responsible for longer travel times and much discomfort for the passengers. Since disruptions are inevitable, the railway system should be prepared to deal with them effectively. This paper explains that, in case of a disruption, rescheduling the timetable, the rolling stock circulation, and the crew duties is so complex that solving them manually is too time consuming in a time critical situation where every minute counts. Therefore, algorithmic support is badly needed. To that end, we describe models and algorithms for real-time rolling stock rescheduling and real-time crew rescheduling that are currently being developed and that are to be used as the kernel of decision support tools for disruption management. Furthermore, this paper argues that a stronger passenger orientation, facilitated by powerful algorithmic support, will allow to mitigate the adverse effects of the disruptions for the passengers. The latter will contribute to an increased service quality provided by the railway system. This will be instrumental in increasing the market share of the public transport system in the mobility market.

    The matching relaxation for a class of generalized set partitioning problems

    This paper introduces a discrete relaxation for the class of combinatorial optimization problems which can be described by a set partitioning formulation under packing constraints. We present two combinatorial relaxations based on computing maximum weighted matchings in suitable graphs. Besides providing dual bounds, the relaxations are also used on a variable reduction technique and a matheuristic. We show how that general method can be tailored to sample applications, and also perform a successful computational evaluation with benchmark instances of a problem in maritime logistics.Comment: 33 pages.     The new Dutch timetable: The OR revolution

    In December 2006, Netherlands Railways introduced a completely new timetable. Its objective was to facilitate the growth of passenger and freight transport on a highly utilized railway network, and improve the robustness of the timetable resulting in less train delays in the operation. Further adjusting the existing timetable constructed in 1970 was not option anymore, because further growth would then require significant investments in the rail infrastructure. Constructing a railway timetable from scratch for about 5,500 daily trains was a complex problem. To support this process, we generated several timetables using sophisticated operations research techniques, and finally selected and implemented one of these timetables. Furthermore, because rolling-stock and crew costs are principal components of the cost of a passenger railway operator, we used innovative operations research tools to devise efficient schedules for these two resources. The new resource schedules and the increased number of passengers resulted in an additional annual profit of 40 million euros (60million)ofwhichabout10millioneuroswerecreatedbyadditionalrevenues.Weexpectthistoincreaseto70millioneuros(60 million) of which about 10 million euros were created by additional revenues. We expect this to increase to 70 million euros (105 million) annually in the coming years. However, the benefits of the new timetable for the Dutch society as a whole are much greater: more trains are transporting more passengers on the same railway infrastructure, and these trains are arriving and departing on schedule more than they ever have in the past. In addition, the rail transport system will be able to handle future transportation demand growth and thus allow cities to remain accessible. Therefore, people can switch from car transport to rail transport, which will reduce the emission of greenhouse gases.
