    Engendering the Anthropocene in Oceania: Fatalism, Resilience, Resistance

    The concept of the Anthropocene confounds Eurocentric distinctions of natural and human history, as Dipesh Chakrabarty observes. But who are ‘we’ in the Anthropocene, how do notions of our shared humanity contend with the cascading global inequalities of place, race, class and gender. Oceania is often said to have contributed the least and suffered the most from climate change. Pacific women, and especially those living on low lying atolls, have been portrayed as the most vulnerable to the disastrous consequences of climate change. This focuses on sea level rise and the toxic mixing, the elemental confusion of salt and fresh water caused by atmospheric changes and global warming. While not negating the gravity of present and future scenarios, how can we move beyond the pervasive fatalism of foreign framings and seemingly opposed clichéd evocations of ‘resilience’? The moniker of the Pacific Climate Warriors 350.org ‘We are not drowning, we are fighting’ evokes a contrary trope of resistance and resonates with Oceanic activism in politics and the creative arts.[i] Tracing such a genealogy of resistance might start with a greater respect for Indigenous knowledges and embodied practices in contemporary understandings of ‘climate cultures’ in Oceania which do not routinely distinguish between natural and human history.[ii

    This Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) has been jointly coordinated by Working Groups I (WGI) and II (WGII) of the Intergovernmental Panel on Climate Change (IPCC). The report focuses on the relationship between climate change and extreme weather and climate events, the impacts of such events, and the strategies to manage the associated risks. The IPCC was jointly established in 1988 by the World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP), in particular to assess in a comprehensive, objective, and transparent manner all the relevant scientific, technical, and socioeconomic information to contribute in understanding the scientific basis of risk of human-induced climate change, the potential impacts, and the adaptation and mitigation options. Beginning in 1990, the IPCC has produced a series of Assessment Reports, Special Reports, Technical Papers, methodologies, and other key documents which have since become the standard references for policymakers and scientists.This Special Report, in particular, contributes to frame the challenge of dealing with extreme weather and climate events as an issue in decisionmaking under uncertainty, analyzing response in the context of risk management. The report consists of nine chapters, covering risk management; observed and projected changes in extreme weather and climate events; exposure and vulnerability to as well as losses resulting from such events; adaptation options from the local to the international scale; the role of sustainable development in modulating risks; and insights from specific case studies

    This report argues that the downstream implications of climate change are forcing Defence to become involved in mitigation and response tasks. Defence’s workload here will increase, so we need a new approach. Heavy Weather makes a number of recommendations including: Defence should work with the Department of the Prime Minister and Cabinet and the Department of Climate Change and Energy Efficiency to establish an interagency working group on climate change and security. It would focus on addressing climate event scenarios for Australia and the Asia–Pacific  to manage the risks those scenarios pose to national resilience and regional stability.  Defence should appoint an adviser to the Chief of the Defence Force on climate issues to develop a Responding to Climate Change Plan that details how Defence will manage the effects of climate change on its operations and infrastructure. Defence should audit its environmental data to determine its relevance for climate scientists and systematically make that data publicly available. It should set up an energy audit team to see where energy efficiencies can be achieved in Defence. Australia should work with like-minded countries in the ‘Five Eyes’ community to share best practice and thinking on how military organisations should best respond to extreme weather events.   The recommendations aren’t about Defence having a ‘green’ view of the world: they’re about the ADF being well placed to deal with the potential disruptive forces of climate change

    In this chapter, case studies are used as examples of how to gain a better understanding of the risks posed by extreme weather and climate-related events while identifying lessons and best practices from past responses to such occurrences. Using the information in Chapters 1 to 8, it was possible to focus on particular examples to reflect the needs of the whole Special Report. The chosen case studies are illustrative of an important range of disaster risk reduction, disaster risk management, and climate change adaptation issues. They are grouped to examine representative types of extreme events, vulnerable regions, and methodological approaches

    Human activity is increasingly becoming a factor contributing to 'disasters' that occur worldwide. As evident in the Asian Tsunami of 2004, the high levels of loss of life and livelihood, and damage to property were largely due to the population density and human development of the physical landscape of the stricken region. The magnitude of natural hazards coupled with the high population density and low levels of development can have disastrous or catastrophic impacts on a nation as a whole, especially in small island states. Furthermore, the lack of governance structures, legislative compliance, and regulatory land use and planning coupled with the perception of risk of the general public, can all contribute to the magnitude of disasters. The flood plains of Navua, a small rural town outside of Fiji's capital and prone to all types of flooding, are explored to determine the extent to which human activities impact on the magnitude of flooding and flood damage. Human activities such as land degradation, deforestation of catchment areas, increased population density along the Navua riverbanks inadequate land use planning, zoning, and control of flood plain development; and inadequate drainage, and management of discharges are examined when determining the factors that have contributed to the increased incidence of flooding of the past 100 years until 2004. The evolution of different governmental approaches to hazard and risk management in Fiji is also explored. It is observed that while considerable progress has been made to address the factors causing high risk, there is still an emphasis on hazard mitigation rather than risk reduction. A model framework for flood risk management is referred to, where the elements at risk are the land-use characteristics of the Navua Catchment. As such, part of the treatment of risks is seen as requiring adequate risk management standards that fit into the broader 'all-hazards management' approach adopted by the Pacific Island Nations including Fiji
