    An Innovative Framework Supporting SME Networks for Complex Product Manufacturing

    Abstract. Current market dynamics require European SME's to focus on complex products manufacturing and to build non-hierarchical business networks, to assure competitiveness and sustainability. Such trend demands appropriate methods for network formation and management, including reference collaboration processes and supporting ICT tools. This paper presents a framework to support SME's in the creation and management of nonhierarchical networks designed and developed within the European RTD project Net-Challenge. This framework includes methodologies, processes and ICT decision support tools aiming at the efficient creation and management of these networks assuring quick response times and competitive and differentiated offerings

    Innovation Policies for Small and Medium Size Enterprises in Asia: An Innovation Systems Perspective

    The point of departure for this chapter is that in developing countries SMEs2 are responsible for the largest part of employment and a significant share of added value. And that innovation policy supporting the particularities of SMEs has been widely ignored (occasionally SMEs have even been discriminated). This chapter aims at shedding soe light on the immensely complicated issue of innovation policy for SMEs in developing countries, or more specifically Asian SMEs. The chapter applies the so-called regional innovation systems approach. In this paper, we analyze four clusters of SMEs that have been especially successful in entering the global market; special attention is paid to the so-called soft infrastructure, the industry specific needs for cluster (e.g. interaction) and RIS dynamics/polices (e.g. needs for devolution; industry specific needs for building knowledge creating institutions).The chapter is structured as follows. After introducing stylized facts on SMEs innovative performance attention is turned to the theoretical framework. Taking into account the localized nature of SMEs economic activity, our level of analysis is the regional system of innovation (RIS). We provide a general introduction, contextualize this to Asian situation, and introduce the industry differences (inspired by Pietrobelli and Rabelotti’s typology). Then we turn to the empirical section where special attention is paid to the four cases.     The Role of Technology Support Centres in stimulating Entrepreneurship and Innovation in SME Clusters

    The Innovative Product Development Centre (IPDC) was established at the University of Wolverhampton in the West Midlands region of the UK with a mission “to help small and medium sized companies improve their business, secure jobs and contribute to the economic regeneration of the West Midlands Region”. Since 2000, the IPDC has helped several hundred enterprises to develop their businesses through innovation and new product development. Demand for help is high, which reflects a healthy desire by the SMEs to innovate. The assistance given is time limited, but its impact on the business is extremely varied. This paper will discuss the role that a university based product development and technology centre can play in supporting a regional agenda for developing entrepreneurship and innovation in SMEs. Using case studies drawn from the experiences of working with SMEs from the West Midlands region, the paper will consider key issues such as: • Entrepreneurial leadership in SMEs • Formalised approaches for managing NPD • Technology support for innovation • Product innovation • Business networks and entrepreneurial clusters The paper will conclude that university based centres like IPDC can play a vital role in regional development programmes by helping minimise the risks for entrepreneurs to develop new products or adopt new process technologies. Importantly, investments in such centres by regional development agencies can be pivotal for stimulating access to new technology for the exploitation of entrepreneurial clusters and creating attractive inward investment opportunities

    This is the seventh edition of the series 'Entrepreneurship in the Netherlands'. The series started in 1997 and is a joint publication of the Netherlands Ministry of Economic Affairs and EIM Business & Policy Research. This edition deals with international cooperation of SMEs. The first Chapter by EIM describes characteristics of international cooperation: why, how and with what type of effects? Thereafter staff members of the Ministry sketch the aims and the ambition of policy instruments in the field. As practical illustrations three enterprises haven been portrayed. In addition to authors from EIM and the Ministry of Economic Affairs, three staff members working on internationalisation and entrepreneurship at the Nottingham University Business school in UK, reflect on the issues covered in this publication by presenting and commenting on ten myths that surround the internationalisation of smaller private firms.

    Increasing innovative activity in the UK? Where now for government support for innovation and technology transfer?

    In this Briefing Note, we present new evidence on the UK’s innovative performance and provide a summary of government business support programmes aimed at fostering innovative activity and technology transfer. Following recent reviews of policy in this area, there remain a number of such schemes in operation. We discuss the rationales for each, including the extent to which they overlap, and suggest some ways in which evidence on take-up and on effectiveness might be used to guide any future policy changes in this area

    Networking Innovation in the European Car Industry : Does the Open Innovation Model Fit?

    The automobile industry is has entered an innovation race. Uncertain technological trends, long development cycles, highly capital intensive product development, saturated markets, and environmental and safety regulations have subjected the sector to major transformations. The technological and organizational innovations related to these transformations necessitate research that can enhance our understanding of the characteristics of the new systems and extrapolate the implications for companies as well as for the wider economy. Is the industry ready to change and accelerate the pace of its innovation and adaptability? Have the traditional supply chains transformed into supply networks and regional automobile ecosystems? The study investigates the applicability of the Open Innovation concept to a mature capital-intensive asset-based industry, which is preparing for a radical technological discontinuity - the European automobile industry - through interviewing purposely selected knowledgeable respondents across seven European countries. The findings contribute to the understanding of the OI concept by identifying key obstacles to the wider adoption of the OI model, and signalling the importance of intermediaries and large incumbents for driving network development and OI practices as well as the need of new competencies to be developed by all players.Peer reviewe
