    A Survey on Economic-driven Evaluations of Information Technology

    The economic-driven evaluation of information technology (IT) has become an important instrument in the management of IT projects. Numerous approaches have been developed to quantify the costs of an IT investment and its assumed profit, to evaluate its impact on business process performance, and to analyze the role of IT regarding the achievement of enterprise objectives. This paper discusses approaches for evaluating IT from an economic-driven perspective. Our comparison is based on a framework distinguishing between classification criteria and evaluation criteria. The former allow for the categorization of evaluation approaches based on their similarities and differences. The latter, by contrast, represent attributes that allow to evaluate the discussed approaches. Finally, we give an example of a typical economic-driven IT evaluation

    Authority, politicization, and alternative justifications: endogenous legitimation dynamics in global economic governance

    Recent mobilization against core tenets of the liberal international order suggests that international institutions lack sufficient societal legitimacy. We argue that these contestations are part of a legitimation dynamic that is endogenous to the political authority of international institutions. We specify a mechanism in which international authority increases the likelihood for the public politicization of international institutions. This undermines legitimacy in the short run, but also allows broadening the justificatory basis of global governance: Politicization allows civil society organizations (CSOs) to transmit alternative legitimation standards to global elite discourses. We trace this sequence for four key institutions of global economic governance – the IMF, the World Bank, the WTO, and the NAFTA – combining data on authority and protest counts with markers for CSOs and legitimation narratives in more than 120,000 articles in international elite newspapers during 1992–2012. The uncovered patterns are consistent with a perspective that understands legitimation dynamics as an endogenous feature of international authority, but they also show that alternative legitimation narratives did not lastingly resonate in the global discourse thus far. This may explain current backlashes and calls for active re-legitimation efforts on part of international institutions themselves

    The LIOn's share: How the Liberal International Order Contributes to its Own Legitimacy Crisis. Harvard CES Open Forum Series2019-2020

    The liberal international order (LIO) is experiencing a legitimacy crisis in its Western heartland. What causes this crisis? Existing approaches focus on the LIO’s unequal allocation of wealth and values that produces losers and thus breeds dissatisfaction. Yet, why this dissatisfaction translates into a delegitimation of the order rather than a contestation over policies remains unaccounted for. Complementing the cultural and economic backlash hypotheses, this paper advances an institutionalist explanationfor the current crisis of the LIO, which accounts for the growing resistance to the LIO with a political backlash hypothesis. Our argument is that the institutional characteristics of the LIO’s political order trigger self-undermining processes by inciting opposition that cannot be politically accommodated and is thus bound to turn into polity contestation. In particular, we hold that IOs’ predominantly technocratic legitimation rationale on the one hand, and their increasing political authority with distributional effects on the other, create a democracy gap. It implies that avenues to absorb opposition through input channels are largely missing and thus incite the erosion of the LIO’s general acceptance. We illustrate the plausibility of this argument with evidence from the European Union (EU) as well as the international regimes on trade and human rights

    Measuring Thematic Fit with Distributional Feature Overlap

    In this paper, we introduce a new distributional method for modeling predicate-argument thematic fit judgments. We use a syntax-based DSM to build a prototypical representation of verb-specific roles: for every verb, we extract the most salient second order contexts for each of its roles (i.e. the most salient dimensions of typical role fillers), and then we compute thematic fit as a weighted overlap between the top features of candidate fillers and role prototypes. Our experiments show that our method consistently outperforms a baseline re-implementing a state-of-the-art system, and achieves better or comparable results to those reported in the literature for the other unsupervised systems.     Workforce participation: developing a theoretical framework for longitudinal research

    This paper describes and evaluates an action research project on workforce participation at Viewpoint Research Community Interest Company (CIC). By setting out the research protocols devised by Viewpoint to stimulate and study co-operative management, it is possible to abstract a theoretical framework that emerged from a pilot case study. The paper contributes to theory by highlighting not only the potential of action research to catalyse interest in co operative management but also how to engage theoretically with the paradox of a workforce voting to limit its own participation in ownership, governance and management. In this study, the authors interpreted that participants did not automatically equate participatory management with workplace democracy leading to a theoretical perspective that “democratic management is the propensity and capacity of management systems to respond to members’ desires regarding the scope, depth, level and quality of participation in management”. The paper concludes by evaluating the efficacy of Viewpoint’s action research methodology as a strategy for deepening knowledge on workforce participation in co-operatives and employee-owned businesses
