    Monitoring Challenges and Approaches for P2P File-Sharing Systems

    Since the release of Napster in 1999, P2P file-sharing has enjoyed a dramatic rise in popularity. A 2000 study by Plonka on the University of Wisconsin campus network found that file-sharing accounted for a comparable volume of traffic to HTTP, while a 2002 study by Saroiu et al. on the University of Washington campus network found that file-sharing accounted for more than treble the volume of Web traffic observed, thus affirming the significance of P2P in the context of Internet traffic. Empirical studies of P2P traffic are essential for supporting the design of next-generation P2P systems, informing the provisioning of network infrastructure and underpinning the policing of P2P systems. The latter is of particular significance as P2P file-sharing systems have been implicated in supporting criminal behaviour including copyright infringement and the distribution of illegal pornograph

    Agent-based simulation of open source evolution

    We present an agent-based simulation model developed to study how size, complexity and effort relate to each other in the development of open source software (OSS). In the model, many developer agents generate, extend, and re-factor code modules independently and in parallel. This accords with empirical observations of OSS development. To our knowledge, this is the first model of OSS evolution that includes the complexity of software modules as a limiting factor in productivity, the fitness of the software to its requirements, and the motivation of developers. Validation of the model was done by comparing the simulated results against four measures of software evolution (system size, proportion of highly complex modules, level of complexity control work, and distribution of changes) for four large OSS systems. The simulated results resembled the observed data, except for system size: three of the OSS systems showed alternating patterns of super-linear and sub-linear growth, while the simulations produced only super-linear growth. However, the fidelity of the model for the other measures suggests that developer motivation and the limiting effect of complexity on productivity have a significant effect on the development of OSS systems and should be considered in any model of OSS development

    Citizen Participation in Rulemaking: Past, Present, and Future

    Administrative law scholars and governmental reformers argue that advances in information technology will greatly expand public participation in regulatory policymaking. They claim that e-rulemaking, or the application of new technology to administrative rulemaking, promises to transform a previously insulated process into one in which ordinary citizens regularly provide input. With the federal government having implemented several e-rulemaking initiatives in recent years, we can now begin to assess whether such a transformation is in the works-or even on the horizon. This paper compares empirical observations on citizen participation in the past, before e-rulemaking, with more recent data on citizen participation after the introduction of various types of technological innovations. Contrary to prevailing predictions, empirical research shows that e-rulemaking makes little difference: citizen input remains typically sparse, notwithstanding the relative ease with which individuals can now learn about and comment on regulatory proposals. These findings indicate that the more significant barriers to citizen participation are cognitive and motivational. Even with e-rulemaking, it takes a high level of technical sophistication to understand and comment on regulatory proceedings. Moreover, even though information technology lowers the absolute cost of submitting comments to regulatory agencies, it also dramatically decreases the costs of a wide variety of entertainment and commercial activities that are much more appealing to most citizens. Given persistent opportunity costs and other barriers to citizen participation, even future e-rulemaking efforts appear unlikely to lead to a participatory revolution, but instead can be expected generally to deliver much the same level of citizen involvement in the regulatory process

    Growing Pains in the Administrative State: The Patent Office’s Troubled Quest for Managerial Control

    In the last ten years, the workload of the Patent and Trademark Office ( PTO ) has increased dramatically. Complaints about the PTO\u27s ability to manage its workload have increased in tandem. Interestingly, although Congress has explicitly given the PTO rulemaking authority over the processing of patent applications, and withheld from it authority over substantive patent law, the PTO has arguably enjoyed more success in influencing substantive law than in executing direct efforts to manage its workload. This Article explores the multiple, mutually reinforcing reasons for this anomaly. It argues that although there are good reasons to be frustrated with the PTO\u27s past performance, the anomaly should not persist. To the contrary, incremental reform that gave the new PTO administration greater control over its procedures and its budgetary outlook would move us a long way toward a more efficient system of patent examination

    Who Do European Parties Represent? How Western European Parties Represent the Policy Preferences of Opinion Leaders

    Several recent studies explore how American politicians represent the policy views of subconstituencies within the electorate. We extend this perspective to 12 West European democracies over the period 1973- 2002 to examine how mainstream parties responded to electoral subconstituencies. We find that parties were highly responsive to the views of opinion leaders, i.e., citizens who regularly engaged in political discussions and persuasion; by contrast we find no evidence that other types of voters substantively influenced parties policy programmes. We also identify significant time lags in mainstream parties responses to opinion leaders policy beliefs. Our findings have interesting implications for subconstituency representation, for understanding parties internal policymaking processes, and for spatial modeling. © 2009 Copyright Southern Political Science Association

    git2net - Mining Time-Stamped Co-Editing Networks from Large git Repositories

    Data from software repositories have become an important foundation for the empirical study of software engineering processes. A recurring theme in the repository mining literature is the inference of developer networks capturing e.g. collaboration, coordination, or communication from the commit history of projects. Most of the studied networks are based on the co-authorship of software artefacts defined at the level of files, modules, or packages. While this approach has led to insights into the social aspects of software development, it neglects detailed information on code changes and code ownership, e.g. which exact lines of code have been authored by which developers, that is contained in the commit log of software projects. Addressing this issue, we introduce git2net, a scalable python software that facilitates the extraction of fine-grained co-editing networks in large git repositories. It uses text mining techniques to analyse the detailed history of textual modifications within files. This information allows us to construct directed, weighted, and time-stamped networks, where a link signifies that one developer has edited a block of source code originally written by another developer. Our tool is applied in case studies of an Open Source and a commercial software project. We argue that it opens up a massive new source of high-resolution data on human collaboration patterns.Comment: MSR 2019, 12 pages, 10 figure
