e-Government awareness among the techno-disadvantaged in the United States
This exploratory research focuses on awareness among techno-disadvantaged citizens in the United States. Specifically, we address whether awareness is associated with visitation and whether there are differences between those who are aware and those who are not aware. Following up on on a theory-based community initiative designed to improve computer literacy and access to information and communication technologies (ICT) for members of an underserved public housing community, a survey was undertaken. The results indicate that awareness is associated with visitation. Differences in demographic characterisitics, perceived ease of use (PEOU), and perceived access barriers between those who are aware of e-government websites, and those who are not, were found. While nearly half of the respondents are neither aware of nor have visited e-government websites, a slight majority is partaking of e-government services. We identify directions for future research and conclude by emphasizing the value of a theory-based community initiative to improve computer literacy, provide access to ICT, and advance e-government inclusion
Specialized Information Systems for the Digitally Disadvantaged
A number of specialized information systems for the digitally disadvantaged (SISD) have been developed to offset the limitations of people less able to participate in the information society. However, contributions from social identity theory and social markedness theory indicate that SISD can activate a stigmatized identity and thus be perceived unfavorably by their target audience. We identify two mechanisms by which functional limitations affect a digitally disadvantaged personâs adoption decision: (1) adoption decision as shaped through technology perceptions (i.e., perceived usefulness, perceived ease of use, and perceived access barriers), and (2) adoption decision as shaped through marked status awareness (i.e., stigma consciousness). We test our contextualized research model on digitally disadvantaged users with physical and/or sensory disabilities. Results of our mediation analysis show that the individuals who have the most to gain from SISD use (i.e., those with greater perceived functional limitations) are doubly disadvantaged: as a group, they find it more challenging to use SISD and are also more sensitive to the fear of being marked as disadvantaged or vulnerable

Digital inclusion - the vision, the challenges and the way forward
This paper considers the vision and aspiration of digital inclusion, and then examines the current reality. It looks beyond the rhetoric to provide an analysis of the status quo, a consideration of some facilitators and challenges to progress and some suggestions for moving forward with renewed energy and commitment. The far-reaching benefits of digital inclusion and the crucial role it plays in enabling full participation in our digital society are considered. At the heart of the vision of universal digital inclusion is the deceptively simple goal to ensure that everyone is able to access and experience the wide-ranging benefits and transformational opportunities and impacts it offers. The reality is a long way from the vision: inequality of access still exists despite many national campaigns and initiatives to reduce it. The benefits and beneficiaries of a digital society are not just the individual but all stakeholders in the wider society. Research evidence has shown that the critical success factors for successful digital participation are (i) appropriate design and (ii) readily available and on-going ICT (Information and Communication Technology) support in the community. Challenges and proven solutions are presented. The proposition of community hubs in local venues to provide user-centred ICT support and learning for older and disabled people is presented. While the challenges to achieve digital inclusion are very considerable, the knowledge of how to achieve it and the technologies which enable it already exist. Harnessing of political will is necessary to make digital inclusion a reality rather than a vision. With the cooperation and commitment of all stakeholders actualisation of the vision of a digitally inclusive society, while challenging, can be achieved and will yield opportunities and rewards that eclipse the cost of implementation
Digital learning resources and ubiquitous technologies in education
This research explores the educators' attitudes and perceptions about their utilisation of digital learning technologies. The methodology integrates measures from âthe pace of technological innovativenessâ and the âtechnology acceptance modelâ to understand the rationale for further ICT investment in compulsory education. A quantitative study was carried out amongst two hundred forty-one educators in Malta. It has investigated the costs and benefits of using digital learning resources in schools from the educatorâs perspective. Principal component analysis has indicated that the educators were committed to using digital technologies. In addition, a step-wise regression analysis has shown that the younger teachers were increasingly engaging in digital learning resources. Following this studyâs empirical findings educational stakeholders are better informed about how innovative technologies can support our students. In conclusion, this paper puts forward key implications and recommendations for regulatory authorities and policy makers for better curricula and educational outcomes.peer-reviewe

Research Aims
The experience of social housing communities in countries like the United Kingdom suggests that while access to digital infrastructure and equipment is important, access alone does not equate to digital inclusion.
The aim of this research was two-fold, namely to:
Understand the impact of access to and use of the internet, within a community of potentially vulnerable consumers; and,
Determine the strategies that may assist people living in public housing communities to become more digitally aware and enable them to take advantage of online services such as health, government, news, shopping and methods of online communication.
The research also sought to determine what benefits may flow from information technology skills to perceptions of social connectedness, self-efficacy, resilience, health and well-being.
Given that people with low levels of computer literacy typically face greater risk of cognitive overload in attempting to learn new technologies, the principles and guidelines from Cognitive Load Theory were applied to training materials and activities to minimise cognitive load and thereby facilitate learning.
The research was designed with a view to providing important insights into the factors affecting technology adoption for older and disadvantaged people, as well as providing training and interface guidelines and a potential model for other public housing communities to become more digitally aware

Understanding digital eco-innovation in municipalities: An institutional perspective
Municipalities consume over 67% of global energy and are responsible for over 70% of greenhouse gas emissions (GHG). The Intergovernmental Panel on Climate Change warns that rapid adjustments need to happen at a global level, or the effects of climate change will be irreversible. The contribution of municipalities is therefore vital if GHG emissions are to be reduced. Our research is timely in its exploration of the ways in which municipalities institutionalise environmental sustainability practices in and through Green digital artefacts. Using mechanism-based institutional theory as a lens, the paper presents the findings of three contrasting case studies of large municipalities in the United Kingdom in their respective programmes to leverage the direct, enabling and systemic effects of Green ICT in order to reduce GHG emission and achieve their eco-sustainability goals. The case sites are also regarded as exemplars for further research and practice on digital eco-innovation. The mechanism-based explanations illustrate how a social web of conditions and factors influence eco-sustainability outcomes. We conclude that the digital technology-enabled grassroots-based initiatives offer the best hope to begin the transition to sustainable climate change within municipalities. Leaving No One Behind in a Digital World
Emerging Issues ReportIn an increasingly digital world, relatively privileged people are able to use their access to mobile and internet technologies to access clear digital dividends including remote access to health and education information, financial inclusion and digital pathways to economic and political empowerment. However, already disadvantaged people have less access, agency and ability to reap these digital dividends, and are being left further and further behind. One third of the worldâs population do not own a mobile phone, and 50% of the global population have no internet. A series of digital divides is adding new digital dimensions to poverty in the twentieth century. This is not a binary divide: new classes of technology access and connectivity experience are leading to a range of different digital inclusions and exclusions. These digital dimensions of poverty often reflect, reproduce and amplify gender, racial and caste/class divides. As the relatively privileged upgrade to the latest generation of smartphones and connectivity speeds, and as ever more aspects of social, economic, and political life move online, the digitally disadvantaged experience widening inequalities. Development professionals require new diagnostic tools to analyse the digital access and everyday technology practices of those being left behind in their area of work. New research is necessary to understand the development implications in this dynamic space, including the impact of artificial intelligence (AI) on governance and work automation on employment and growth

An Evidence-Based Approach To Digital Inclusion for Health
This report is the first deliverable of the ?Digital Inclusion and Social Knowledge Media for Health: Frameworks and Roadmaps? project. It discusses the concept of social and digital exclusion and suggests that a focus on the digital mediation of social processes may provide more purchase for public service providers. This focus leads to the consideration of the way in which digital services might support a range of health-related factors which are both directly and indirectly linked to specific health outcomes. The report discusses some examples in the light of a consideration of the specific (and spatial) health needs and priorities of Solihull Care Trust. The report concludes with suggestions for directions for future research and development
