    PIWeCS: enhancing human/machine agency in an interactive composition system

    This paper focuses on the infrastructure and aesthetic approach used in PIWeCS: a Public Space Interactive Web-based Composition System. The concern was to increase the sense of dialogue between human and machine agency in an interactive work by adapting Paine's (2002) notion of a conversational model of interaction as a ‘complex system’. The machine implementation of PIWeCS is achieved through integrating intelligent agent programming with MAX/MSP. Human input is through a web infrastructure. The conversation is initiated and continued by participants through arrangements and composition based on short performed samples of traditional New Zealand Maori instruments. The system allows the extension of a composition through the electroacoustic manipulation of the source material

    This article proposes an agent-oriented methodology called MAS-CommonKADS and develops a case study. This methodology extends the knowledge engineering methodology CommonKADSwith techniquesfrom objectoriented and protocol engineering methodologies. The methodology consists of the development of seven models: Agent Model, that describes the characteristics of each agent; Task Model, that describes the tasks that the agents carry out; Expertise Model, that describes the knowledge needed by the agents to achieve their goals; Organisation Model, that describes the structural relationships between agents (software agents and/or human agents); Coordination Model, that describes the dynamic relationships between software agents; Communication Model, that describes the dynamic relationships between human agents and their respective personal assistant software agents; and Design Model, that refines the previous models and determines the most suitable agent architecture for each agent, and the requirements of the agent network

    On the coast of Java, Semarang City faces a multitude of climate-related problems including sea-level rise, flash and tidal floods, subsidence and coastal erosion. Using four case-study villages, this working paper explores how households are coping with the impacts of climate change. How do they decide whether to protect, adapt or relocate their property to areas less affected, and what are the costs? Understanding household risk assessments and decision-making processes should effectively tailor government policies to reduce vulnerability and support local adaptation strategies.     Institutional Challenges to Romania’a Regional Policy in the Perspective of Accession to the European Union

    Starting with 1998, when the process of Romania’s accession to the EU was officially launched, the legal and institutional framework for regional development policy has been created, followed by the elaboration of the National Development Plan. As the programming document that builds up Romania’s access to the structural-type funds in the pre-accession period and to the structural and cohesion ones after accession to the EU, the NDP responds to both ‘internal necessities’ and ‘external requirements’, revealing the philosophy of the EU support via pre-accession instruments, which has a twofold significance: on the one hand the financial aid is viewed as a way of reducing economic and social disparities between the candidate and the EU member countries; on the other hand, working with pre-accession instruments, creating the institutional framework for measures implementation, action monitoring and impact evaluation allow the candidate countries’ authorities to get used to European Commission’s procedures and, thus, to be prepared for the administration of the much higher amounted financial funds after accession to the EU. Though, in the case of Romania the institutional framework for regional development policy has suffered a lot of changes since 1998, with negative consequences on the absorption capacity of EU funds, serving as a good example for explaining why so many times Romania has been severely criticised by EU for institutional instability and delays in institutional reform. This paper proposes an analysis of Romania’s regional development policy in the perspective of accession to the European Union, with a particular emphasis on the institutional transformations and future challenges, especially those referring to the post-accession period. The author’s contribution to a recent study on Romania’s capacity to absorb the EU funds (developed under the auspices of the European Institute of Romania) will be presented, offering an evaluation of the components that characterise the administrative capacity of absorption in programming field.

    This report on food insecurity in urban Lesotho is the latest in a series on Southern African cities issued by AFSUN. Like the previous reports, it focuses on one city (Maseru) and on poor neighbourhoods and households in that city. More than 60% of poor households surveyed in Maseru were severely food insecure. While food price increases worsen food insecurity for poor households, it is poverty that weakens the resilience of society to absorb these increases. This report argues that Maseru residents face specific and interrelated challenges with respect to food and nutrition insecurity. These are poverty; limited local livelihood opportunities; and dependence on food imports. Among AFSUN’s recommendations are improved infrastructure as a fundamental precondition for meaningful development; the creation of livelihood opportunities within the food system; social safety nets designed in ways that promote economic growth and equity; and free movement of labour between Lesotho and South Africa, which would dramatically improve the incomes of many poor households. The Government of Lesotho and the Maseru Municipality and District can direct both aid and investment into an integrated food security strategy that prioritizes urban infrastructure, livelihoods, welfare and mobility. This takes political will, but the development and implementation of such a food security strategy is well within the reach of the country’s leaders

    The Role of Central Banks in Sustaining Economic Recovery and in Achieving Financial Stability

    Whenever a financial crisis occurs, threatening a possible financial meltdown, central banks have to be at the forefront in combating, neutralizing the crisis and restoring financial stability and economic growth. In this regards, the present sub-prime crisis which originated from the US highlights a few key issues for the Southeast Asian Central banks (SEACEN). This paper reviews the policy responses to the crisis which include exit policy strategies from stimulus monetary packages. To strengthen the soundness of the financial system, going forward, the paper also highlights counter-cyclical and macro-prudential regulations that central banks may want to actively look into.
