    empathi: An ontology for Emergency Managing and Planning about Hazard Crisis

    In the domain of emergency management during hazard crises, having sufficient situational awareness information is critical. It requires capturing and integrating information from sources such as satellite images, local sensors and social media content generated by local people. A bold obstacle to capturing, representing and integrating such heterogeneous and diverse information is lack of a proper ontology which properly conceptualizes this domain, aggregates and unifies datasets. Thus, in this paper, we introduce empathi ontology which conceptualizes the core concepts concerning with the domain of emergency managing and planning of hazard crises. Although empathi has a coarse-grained view, it considers the necessary concepts and relations being essential in this domain. This ontology is available at https://w3id.org/empathi/

    The Role of Ontologies in Disaster Recovery Planning

    Disasters have the potential to cripple a country and those countries that are particularly susceptible to disasters must have adequate disaster recovery plans in place to ensure that the country can return to normalcy as soon as possible after the disaster. These plans will involve a number of autonomous entities that need to be able to communicate and coordinate their activities effectively. This paper describes how ontologies can be used to support this effective communication and coordination between entities and how they can help to ensure that the disaster recovery plan (DRP) is effective. The applicability of ontologies to DRPs will be demonstrated using a case study of an electric utility company in Jamaica, a country in the hurricane region

    This article gives a brief introduction about Knowledge Management (KM), its need, definition, components, KM assets, challenges and processes of KM initiative at any organisation. It also provides a narration on how the KM initiative has been adopted at ICICI OneSource, to support the achievement of its Business Process Outsourcing objectives. Both knowledge sharing as well as reuse need to be encouraged and recognized at the individual employee level as well as the company level. This is best done by measuring and rewarding knowledgeperformance. Sustained strategic commitment and a corporate culture that is conducive to knowledge-performance are vital for success in Knowledge Management.     Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    The Environmental Disasters Data Management (EDDM) project seeks to foster communication between collectors, managers, and users of data within the scientific research community, industry, NGOs, and government agencies, with a goal to identify and establish best practices for orderly collection, storage, and retrieval. The Coastal Response Research Center (CRRC) is assisting NOAA’s Office of Response and Restoration (ORR) with this effort. The objectives of the EDDM project are to: Engage the community of data users, data managers, and data collectors to foster a culture of applying consistent terms and concepts, data flow, and quality assurance and control; Provide oversight in the establishment and integration of foundational, baseline data collected prior to an environmental event, based on user requirements; Provide best‐practice guidance for data and metadata management; Suggest infrastructure design elements to facilitate quick and efficient search, discovery, and retrieval of data; Define the characteristics of a “gold standard” data management plan for appropriate data sampling, formatting, reliability, and retrievability; and Deliver workshop conclusions to end users in order to promote the use of the protocols, practices, or recommendations identified by participants

    Urban gaming simulation for enhancing disaster resilience: a social learning tool for modern disaster risk management

    An emergence of the disaster resilience concept broadens the idea of urban risk management and, at the same time, enhances a theoretical aspect in a way in which we can develop our cities without making it more vulnerable to natural disasters. Nevertheless, this theoretical plausibility is hardly translated into a practical implication for urban planning, as the concept of resilience remain limited to some scholars’ debate. One of substantial factors that limit the understanding of people about disaster risk an resilience is a lack of risk awareness and risk preparedness, which can be solved by restructuring social learning process that enable a process of mutual learning between experts and the public. This study, therefore, focuses on providing insights into the difficulties of disaster risk communication we face, and how gaming simulation can be taken as a communication technique in enhancing social learning, which is regarded as a fundamental step of disaster risk management prior the mitigation process takes place. The study argues that the gaming simulation can facilitate planners in acquiring risk information from the community, conceiving the multitude of complex urban physical and socio-economic components, and conceptualizing innovative solutions to cope with disaster risks mutually with the public

Disaster scenarios in high-rise buildings such as the Address Downtown, Dubai or Grenfell Tower, London have showed ones again the importance of data information availability for emergency management in buildings. 3D visualization of indoor routing services using extensive and high quality geographic data sources is essential for spatial analysis in emergency responses. In order to facilitate emergency response simulations, a combination of geometrical, graphical and semantic information is essential. Successful and efficient emergency evacuation responses is facilitated by the availability of both digital static and dynamic information of the incident site. However, interruptions may be encountered with the availability of dynamic data, where static data developed using indoor navigation ontologies serve as an alternative to inform the first responders. Thus, it is necessary to obtain a firm, interactive and quasi-realistic virtual simulation of the building environments. Voxelized CityGML models imported into voxel based hazard simulation systems fits well into the simulation algorithm requirements (Groger et al., 2008; Moreno et.al, 2010). Therefore, the research investigates an alternative platform for generating CityGML spatial analysis models. LoD4 models are developed using Computer Aided Design (Auto CAD) 2D files, crowdsourced geo-data (OpenStreetMap) and open source tools. A combination of software packages is utilized for 3D reconstruction of building interiors. This process is achieved through a Java application developed by researchers at Heidelberg University. Conclusions drawn from the research validate the 3D CityGML model generation process as an international standard to effectively enhance the outcome of emergency evacuation simulations of high rise buildings

    Modeling emergency management data by UML as an extension of geographic data sharing model: AST approach

    Applying GIS functionality provides a powerful decision support in various application areas and the basis to integrate policies directed to citizens, business, and governments. The focus is changing toward integrating these functions to find optimal solutions to complex problems. As an integral part of this approach, geographic data sharing model for Turkey were developed as a new approach that enables using the data corporately and effectively. General features of this model are object-oriented model, based on ISO/TC211 standards and INSPIRE Data Specifications, describing nationwide unique object identifiers, and defining a mechanism to manage object changes through time. The model is fully described with Unified Modeling Language (UML) class diagram. This can be a starting point for geographic data providers in Turkey to create sector models like Emergency Management that has importance because of the increasing number of natural and man-made disasters. In emergency management, this sector model can provide the most appropriate data to many "Actors" that behave as emergency response organizations such as fire and medical departments. Actors work in "Sectors" such as fire department and urban security. Each sector is responsible for "Activities" such as traffic control, fighting dire, emission, and so on. "Tasks" such as registering incident, fire response, and evacuating area are performed by actors and part of activity. These tasks produce information for emergency response and require information based on the base data model. By this way, geographic data models of emergency response are designed and discussed with "Actor-Sector-Activity-Task" classes as an extension of the base model with some cases from Turkey
