    An Approach to Transform Public Administration into SOA-based Organizations

    Nowadays, Service-Oriented Architectures (SOA) is widely spread in private organizations. However, when transferring this knowledge to Public Administration, it is realized that it has not been transformed in terms of its legal nature into organizations capable to operate under the SOA paradigm. This fact prevents public administration bodies from offering the efficient services they have been provided by different boards of governments. A high-level framework to perform this transformation is proposed. Taking it as starting point, an instance of a SOA Target Meta-Model can be obtained by means of an iterative and incremental process based on the analysis of imperatives and focused on the particular business context of each local public administration. This paper briefly presents a practical experience consisting in applying this process to a Spanish regional public administration.Junta de Andalucía TIC-578

    In order to stay effective and competitive, companies have to be able to adapt themselves to permanent market requirements, to improve constantly their business process, to act as flexible and proactive economic agents. To achieve these goals, the IT systems within the organization have to be standardized and integrated, in order to provide fast and reliable data access to users both inside and outside the company. A proper system architecture for integrating company’s IT assets is a service oriented one. A service-oriented architecture (SOA) is an IT architectural style that allows integration of the company’s business as linked, repeatable tasks called services. A subject closely related to SOA is Business Process Management (BPM), an approach that aims to improve business processes. The paper also presents some aspects of this topic, as well as the relationship between SOA and BPM.     The technologies supporting future business must be intuitive from a user standpoint, flexible from design standpoint and highly productive. As an answer to many requirements, analysts recommend the inclusion of SOA and ESB in the IT management strategies, since these tend to become mainstream, overcoming their abstract vision status in the last decade. In this paper, we provide a study regarding the attitude of companies from north-western Romania with respect to this transition and the SOA&ESB models.     Aligning a Service Provisioning Model of a Service-Oriented System with the ITIL v.3 Life Cycle

    Bringing together the ICT and the business layer of a service-oriented system (SoS) remains a great challenge. Few papers tackle the management of SoS from the business and organizational point of view. One solution is to use the well-known ITIL v.3 framework. The latter enables to transform the organization into a service-oriented organizational which focuses on the value provided to the service customers. In this paper, we align the steps of the service provisioning model with the ITIL v.3 processes. The alignment proposed should help organizations and IT teams to integrate their ICT layer, represented by the SoS, and their business layer, represented by ITIL v.3.     Knowledge based economy –technological perspective: implications and solutions for agility improvement and innovation achievement in higher education

    Nowadays, the universities, as driving forces of innovative economy and as components of modern society, based on knowledge and collaboration, face a number of challenges and difficulties. In order to overcome them and to create/ensure the bases of eScience education and research activities, universities have to change culturally, strategically, and operationally. The paper highlights the need for ICT (Information and Communications Technology) use and its implications for higher education. In addition, the study places the theoretical aspects into a specific context, combining technologies through interfunctionality in order to ensure academic education agility and innovation. This involves the use of knowledge, process management, service oriented architectures, and Cloud solutions, exemplifying on the Academy of Economic Studies, Bucharest case. The integrated approach is extended using the SharePoint 2010 platform to improve academic management and achieve harmonization of teaching and research and development content and methods with European Union standards. The platform has been implemented and tested within two AES departments and the Master’s Degree Studies in Computer Economics. The results have encouraged the integration of the proposed solution within the institution.
