    An Analysis of the Notion of Need for the Representation of Public Services

    Many Public Administrations structure their services around the notion of users’ need. However, there is a gap between private, subjectively perceived needs (self-attributed) and needs that are attributed by PA to citizens (heteroattributed). Because of the gap, citizens’ needs are often only partially satisfied by PAs services. This gap is in part due to the fact that the meaning of the word “need” is ambiguous and full of antinomic nuances. The purpose of this paper is to formulate a definition of “need” suitable for citizens’ needs management with respect to PA’s services offering, and to provide an accurate ontological analysis of the notion of “need” and the network of concepts that relate to it

    Cultural representations of mental illness in contemporary Japan

    This paper presents the results of a research project aimed at studying the cultural representations of mental illness and related interventions models in contemporary Japan, and providing the basis for a comparison between Japanese and Italian mental health cultures. The research methodology is based on interviews with scholars and professionals from multiple disciplinary areas and fields of practice, in order to analyze the interactions between medical, social sciences’ and humanities’ discourse on mental illness. The results highlight the significance of home custody within the modernization of the country, between Edo and Meiji periods; the cultural frameworks of contemporary psychiatry’s action; what anti-psychiatry and the ‘critical’ reflection on mental illness represented within the academic debate; the new demands and potentialities connected to the spread of psychology within the mental health sector; remarkably new experiences of social integration with the contribution of arts

    Social Citizenship and Institution Building: EU-Enlargement and the Restructuring of Welfare States in East Central Europe, CES Germany & Europe Working Paper no. 01.2, April 2001

    With the EU-enlargement process well underway, this paper focuses on social citizenship as a conceptual frame for analyzing the restructuring of social institutions in applicant countries in East Central Europe. So far, comparative welfare state analysis has concentrated mainly on the developed economies of the OECD-countries; there is little systematic analytical work on the transitions in post-communist Europe. Theoretically, this paper builds on comparative welfare state analysis as well as on new institutionalism. The initial hypothesis is built on the assumption that emerging patterns of social support and social security diverge from the typology described in the comparative welfare state literature inasmuch as the transformation of postcommunist societies is distinctly different from the building of welfare states in Europe. The paper argues that institutionbuilding is shaped by and embedded in the process of European integration and part of governance in the EU. Anticipating full membership in the European Union, the applicant countries have to adapt to the rules and regulations of the EU, including the "social acquis." Therefore, framing becomes an important feature of institutional changes. The paper seeks to identify distinct patterns and problems of the institutionalization of social citizenship

    Delivering a Public Service? The BBC Asian Network and British Asian audiences.

    This thesis examines how minority ethnic producers employed by the BBC Asian Network, the BBC’s only ethnic specific digital radio station, construct a distinctive audience for the broadcaster. The study looks at the challenges, barriers and conflicts that have emerged as a consequence of BBC strategic attempts to make the radio station relevant for younger British Asian listeners. This research sets out to fill a gap regarding the experiences of ethnic staff working within a public service remit. This type of study is necessary because evidence suggests the number of Black, Asian and minority ethnic staff working in the media remain small and this impacts the views articulated in the media. The study combines a production studies approach with a grounded theory framework for the analysis of thirty in-depth interviews with editors, producers and presenters working at the BBC Asian Network. Three different audience strategies are examined from the perspective of staff working at the station: 2006 young strategy, 2009 friend of the family and 2016, young digital native. What is also exposed through the in-depth interviews is the existence of an internal divide between two groups of minority ethic staff; the older traditional British Asian staff members who are concerned about the dilution of ‘Asian’ identity, and the younger group, comprised of third or fourth generation British Asians, who are likely to be integrated and better placed to promote a broad vision of British Asian identity. The interviews illustrate that a rigid gatekeeping system limits the dissemination of original journalism about the British Asian communities because the wider BBC ignores or marginalises the expertise and stories pitched by minority ethnic journalists working at the BBC Asian Network. Therefore, this thesis evaluates how the BBC as a public service broadcaster, articulates and manages issues pertaining to race and ethnicity within the organisation. The study is significant and timely, because the BBC as a public service broadcaster, is under increased pressure since the Charter Renewal in 2016, to demonstrate that it is taking diversity seriously, and meet its own self-imposed diversity initiatives; in terms of the recruitment of staff from minority backgrounds, both on-air and behind the scenes, and improve the representation of minority groups in content. This study explores the BBC’s endeavours to attract minority listeners through music, news and programme content on the contemporary BBC Asian Network. The study focuses upon a period of time between 2006 and 2018

    In October 2010 an amendment to the Employment Relations Act 2000 was passed under urgency. This amendment redefined the employment status of workers in the film industry. This article addresses the constitutional implications of this process, contrasting the stated need for urgency in relation to the need to necessary to preserve jobs on the „Hobbit‟ film production, with the costs in terms of removing the opportunity for consultation with the workers affected, altering their employment status and their capacity to negotiate their remuneration and conditions of work

    Place branding and the representation of people at work: Exploring issues of tourism imagery and migrant labour in the Republic of Ireland

    This paper addresses destination brand image in tourism marketing and assesses the contribution of tourism ' s workforce to such image and branding, considering the role that employees play in visitors ' interpretation of their experience of destination and place. The focus of this paper, therefore, is on the role of people in the image of place and the potential for contradiction in imagery as the people who inhabit and work within a place change over time. At the same time, both those who promote a destination and those consuming the place as visitors may well have expectations that are fixed in imagery that does not accord with that held within the wider community. The location of this paper is Ireland where the traditional promotion of the tourism brand has given a core role to images of people and the friendliness of the hospitality of Irish people, represented by largely homogeneous images. Recent growth in the ' Celtic tiger ' economy has induced unprecedented and large-scale migration from countries across the globe to Ireland, particularly into the tourism sector. This paper raises questions with regard to the branding of Ireland as a tourist destination in the light of major changes within the demography and ethnicity of its tourism workforce
