    The Development of Information and Communication Technology Standards in China: A Historical Analysis

    China\u27s recent success stories in ICT standardization initiatives are among many remarkable examples to illustrate the country\u27s evolution as an innovation powerhouse. While China\u27s standardization activities experienced significant failure rate in the begging, there is growing recognition that the country may have a higher chance of success in more recent IT standards. In this paper, we provide a historical analysis of China\u27s standardization activities. We identify and analyze several disruptive events related to standardization initiatives such as milestones, catastrophes and legal/administrative happenings (Hannigan, 1995)

This year's edition was held from December 2 to 3, 2021 in the city of Sangolquí, Ecuador, taking place online.     У овој дисертацији разматране су објективне мере процене квалитета слике и видеа са потпуним и делимичним референцирањем на изворни сигнал. За потребе евалуације квалитета развијене су поуздане, рачунски ефикасне мере, засноване на очувању информација о градијенту. Мере су тестиране на великом броју тест слика и видео секвенци, различитих типова и степена деградације. Поред јавно доступних база слика и видео секвенци, за потребе истраживања формиране су и нове базе видео секвенци са преко 300 релевантних тест узорака. Поређењем доступних субјективних и објективних скорова квалитета показано је да је објективна евалуација квалитета веома сложен проблем, али га је могуће решити и доћи до високих перформанси коришћењем предложених мера процене квалитета слике и видеа.U ovoj disertaciji razmatrane su objektivne mere procene kvaliteta slike i videa sa potpunim i delimičnim referenciranjem na izvorni signal. Za potrebe evaluacije kvaliteta razvijene su pouzdane, računski efikasne mere, zasnovane na očuvanju informacija o gradijentu. Mere su testirane na velikom broju test slika i video sekvenci, različitih tipova i stepena degradacije. Pored javno dostupnih baza slika i video sekvenci, za potrebe istraživanja formirane su i nove baze video sekvenci sa preko 300 relevantnih test uzoraka. Poređenjem dostupnih subjektivnih i objektivnih skorova kvaliteta pokazano je da je objektivna evaluacija kvaliteta veoma složen problem, ali ga je moguće rešiti i doći do visokih performansi korišćenjem predloženih mera procene kvaliteta slike i videa.This thesis presents an investigation into objective image and video quality assessment with full and reduced reference on original (source) signal. For quality evaluation purposes, reliable, computational efficient, gradient-based measures are developed. Proposed measures are tested on different image and video datasets, with various types of distorsions and degradation levels. Along with publicly available image and video quality datasets, new video quality datasets are maded, with more than 300 relevant test samples. Through comparison between available subjective and objective quality scores it has been shown that objective quality evaluation is highly complex problem, but it is possible to resolve it and acchieve high performance using proposed quality measures

    Las Jornadas de Ingeniería Telemática (JITEL), organizadas por la Asociación de Telemática (ATEL), constituyen un foro propicio de reunión, debate y divulgación para los grupos que imparten docencia e investigan en temas relacionados con las redes y los servicios telemáticos. Con la organización de este evento se pretende fomentar, por un lado el intercambio de experiencias y resultados, además de la comunicación y cooperación entre los grupos de investigación que trabajan en temas relacionados con la telemática. En paralelo a las tradicionales sesiones que caracterizan los congresos científicos, se desea potenciar actividades más abiertas, que estimulen el intercambio de ideas entre los investigadores experimentados y los noveles, así como la creación de vínculos y puntos de encuentro entre los diferentes grupos o equipos de investigación.     Controlling Beam Complexity in Intensity Modulated Radiation Therapy.

    External beam intensity modulated radiation therapy (IMRT) is a technique in which the spatial intensity of radiation from each beam direction can be modulated to provide superior conformality of dose to a tumor volume while sparing important normal tissues. A fundamental and potentially limiting feature of IMRT is the highly complex fields that can be created through inverse plan optimization. Highly modulated treatments are a large departure from conventional radiotherapy methods, are difficult to deliver accurately and efficiently, and can result in an undesirable increase in leakage dose being delivered to the patient. Longer deliveries may also increase the chance for patient motion during treatment and could potentially reduce the probability of controlling some tumors. The large intensity fluctuations observed in IMRT beams are often a result of the degeneracy of the optimization problem, and the types of optimization method and cost function used. This work demonstrates that beam complexity is a result of these two issues, and is dependent on the placement of dose evaluation points in the target and normal tissues. This research shows that (i) optimizing surfaces instead of discrete beamlet intensities to represent the beam can reduce the degrees of freedom in IMRT and results in much smoother beams at the expense of a slight increase in normal tissues, (ii) maximum beamlet intensity restrictions are useful for improved delivery efficiency, but may restrict the optimizer at low limits, and (iii) modulation penalties can be incorporated into the cost function to promote plan smoothness without sacrificing plan quality. Penalizing the overall plan modulation is an effective way to reduce modulation, but it falsely penalizes the desirable beam modulation as well as the undesirable modulation. To address this problem, diffusion principles are used to develop a spatially adaptive smoothing method that only penalizes the unnecessary beam modulation and can be used without degrading plan quality. This method is customizable to a variety of treatment scenarios. The clinical impact of reducing beam complexity is significant, as it can result in an improvement in delivery accuracy and efficiency, quicker optimization times, and increased robustness to point sampling and geometric uncertainty.Ph.D.Nuclear Engineering & Radiological SciencesUniversity of Michigan, Horace H.
