    Exogenous Targeting Instruments with Heterogeneous Agents

    This paper investigates the ability of ambient pollution instruments to induce a group of heterogeneous agents to choose a target outcome. Six controlled laboratory sessions were conducted with heterogeneous agents facing ambient pollution instruments with lump sum or proportional fines and bonuses. Sessions are compared with a study of these exogenous targeting instruments and homogenous agents using complete information and certainty [25]. The data show that contracts can indeed be developed that induce heterogeneous groups to choose the target outcome; however, substantial inefficiency and inequality were observed.

    Mechanism design theory is used to examine the case of a cost-minimizing regulator who uses input-reduction subsidies to meet an exogenously imposed ambient standard for nonpoint source pollution. A general result claimed for a welfare-maximizing equilibrium. Numerical results suggest the ability to directly target contracts reduces costs significantly for the regulator.     CONTRACTING FOR NONPOINT-SOURCE POLLUTION ABATEMENT

    This study presents an incentive scheme to control agricultural nonpoint-source pollution. The analysis is based on a principal-agent framework with two parties: farmers and a regulating authority. Our incentive scheme proposes collective penalties as a way to control pollution. Unlike previous analyses of incentive schemes to control agricultural pollution, we suggest nonindividual contracts between farmers and a regulating authority, where farmers can trade pollution abatement efforts. Findings show that the information requirement of a regulatory agency can be substantially reduced if contracts can be made nonindividual.Environmental Economics and Policy,

    We consider P(1,1,1,2)\mathbb{P}(1,1,1,2) bundles over P1\mathbb{P}^1 and construct hypersurfaces of these bundles which form a degree 2 del Pezzo fibration over P1\mathbb{P}^1 as a Mori fibre space. We classify all such hypersurfaces whose type \III or \IV Sarkisov links pass to a different Mori fibre space. A similar result for cubic surface fibrations over P2\mathbb{P}^2 is also presented.Comment: 34 page
