    Offshoring effectiveness: Measurement and improvement with optimization approach.

    This study takes a refreshing look at IT outsourcing from a vendor\u27s perspective and discusses best practices required to effectively manage offshore business needs and offshoring effectiveness. We have conducted a detailed investigation to learn why outsourcing ventures fail, how to effectively measure up to service provider capability, and how to deliver strategic value to the end customer. Extant literature does not talk about the vendor\u27s issues and problems in outsourcing, and our investigation emphasized the vendor\u27s perspective on offshoring strategy and offshore resource effectiveness as the two important differentiators in a make-or-buy decision. Measurement metrics for each of the two items were devised to estimate their effect on offshoring effectiveness. We spoke to some of the top 10 IT vendors in India, collected offshoring data from both clients and vendors, and used the data to validate our decision framework. The framework helps us to investigate current industry practices in IT outsourcing, identify issues and problems beyond the obvious advantages of outsourcing, and propose measures to assess offshoring effectiveness. The investigation gave us an opportunity to record the best IT practices as well as suggest possible improvements in the service or product delivery cycle to enhance customer experience

    This Article argues that governments should abandon the treaty concept of permanent establishment and adopt international tax reforms that restore the primacy of market country taxation of multi-national business profits promoted by domestic tax laws. Part I explores several emerging e-commerce issues that demonstrate the tension of introducing traditional tax norms to a digital environment. Part II reviews historical and recent developments in the international taxation of business profits and looks at the underlying trends and sentiments for reform of the existing system of global taxation of business income. Part III canvasses several prominent international tax reform alternatives proposed by governments, multilateral organizations and tax commentators around the world. Finally, Part IV proposes the adoption of tax rules and norms that allow each nation unfettered jurisdiction over business income, including e-commerce profits, derived from transactions completed within that country\u27s borders

    Study of advanced fuel system concepts for commercial aircraft and engines

    The impact on a commercial transport aircraft of using fuels which have relaxed property limits relative to current commercial jet fuel was assessed. The methodology of the study is outlined, fuel properties are discussed, and the effect of the relaxation of fuel properties analyzed. Advanced fuel system component designs that permit the satisfactory use of fuel with the candidate relaxed properties in the subject aircraft are described. The two fuel properties considered in detail are freezing point and thermal stability. Three candidate fuel system concepts were selected and evaluated in terms of performance, cost, weight, safety, and maintainability. A fuel system that incorporates insulation and electrical heating elements on fuel tank lower surfaces was found to be most cost effective for the long term
