    Agile and Pro-Active Public Administration as a Collaborative Networked Organization

    In highly competitive, globalized economies and societies of always-on-line people intensively using the Internet and mobile phones, public administrations have to adapt to new challenges. Enterprises and citizens expect public administrations to be agile and pro-active to foster development. A way to achieve agility and pro-activity is application of a model of Collaborative Network Organizations in its two forms: Virtual Organizations (VO) and Virtual Organization Breeding Environments (VOBE). In the paper, advantages are shown of public administration playing a role of a Virtual Organization customer on the one hand, and a Virtual Organization member on the other hand. It is also shown how public administration playing a role of a Virtual Organization Breeding Environment may improve its agility and promote advanced technologies and management methods among local organizations. It is argued in the paper that public administration should provide a Virtual Organization Breeding Environment as a part of public services.Comment: 6 pages, 2 figure

    Redesigning work organizations and technologies: experiences from European projects

    Currently distributed business process (re) design (resulting in components of business networks) basically relies on technical criteria. And that are the main purposes of most research projects supported by EC. Through the process of building a European Research Area, this means a strong influence in the national research programmes. However it is generally accepted that it should also take into account social criteria and aspects such as the quality of working life, or participation in decision processes. Those were some of the objectives of projects in de 80s decade, and framed some of the main concepts and scientific approaches to work organisation. The democratic participation of network and organisations members in the design process is a critical success factor. This is not accepted by everyone, but is based in sufficient case studies. Nevertheless, in order to achieve an optimization that can satisfying the requirements of agility of a network of enterprises, more complex design methods must be developed. Thus, the support to the collaborative design of distributed work in a network of enterprises, through a concurrent approaching business processes, work organisation and task content is a key factor to achieve such purposes.     ARCHITECTING STRUCTURAL FLEXIBILITY IN DESIGN PROCESSES – A CASE STUDY OF PUBLIC SECTOR DIGITAL INNOVATION

    Public sector organizations (PSO) are under pressure to undertake digital innovation in order to meet the challenges of a higher demand for service quality despite tighter budgetary restrictions. Effective digital innovation presupposes the flexible and appealing collaboration of heterogeneous actors possessing distinct knowledge loosely coupled in a complex service ecosystem. However, many PSOs lack access to employees possessing the specialized knowledge needed to execute digital innovation design processes and may thus need to seek external collaborations. This paper reports a case study of a PSO pilot project attempting to facilitate an inclusive design process for digital innovation. The study examines how teams comprising public sector professionals and private sector developers come to be involved and awarded agency during a digital innovation design process in the public sector. Findings indicate a need to architect conditions that allow for flexible provisional participation in the design process, thereby allowing novel collaborations to emerge, facilitating access to innovation intermediation and the integration of knowledge resources required for successful digital innovation.     Managing the “Fuzzy front end” of open digital service innovation in the public sector: A methodology

    There are many obstacles to effective open innovation in the public sector context, especially at the “fuzzy front end” (FFE), where the need or opportunity is known but serious resources have not yet been committed to possible solutions. In this paper, we report on a theoretically inspired and practically tested methodology for FFE public sector digital innovation. The methodology was purpose-built for the context and has been progressively refined using reflection-on-practice, but broadly consists of a hybrid of private sector open innovation practices, and agile software development processes. We outline the background, context, principles, stages and artefacts. Then we evaluate the method in terms of barriers and opportunities to FFE public sector innovation. We note that establishing the necessary context: a nurturing environment; cross-agency commitments in cash and in kind; and boundary spanning appointments, is as important to success as is the detailed execution of the method

A substantial redesign of its value chains aimed at reducing costs, providing more efficient and flexible services and enabling new products and revenue streams is imminent. But there seems to be no clear migration path nor goal which can cast light on the question where the finance industry and its various players will be and should be in a decade from now. The mission of the E-Finance Lab is the development and application of research methodologies in the financial industry that promote and assess how business strategies and structures are shared and supported by strategies and structures of information systems. Important challenges include the design of smart production infrastructures, the development and evaluation of advantageous sourcing strategies and smart selling concepts to enable new revenue streams for financial service providers in the future.     Over the past decades information system developers and knowledge engineers in ICT projects in wealthy regions of the world have come to realize that technical work can only be successful when situated in a broader organizational context. However, for low-resource environments (or example rural Africa), where contextual embedding is even more demanding given the complexity of these environments, practical, context-oriented methodologies how to "do" information systems engineering are still lacking. This book gives a basic but thorough insight how to develop information systems and services for people in low resource environments, from a socio-technical, information systems engineering perspective, presenting field-validated methods that cover the complete lifecycle of information systems engineering, with emphasis on context analysis, needs assessment, use case and requirements analysis and (business) sustainability analysis. Since technical development does not go without critical reflection, this book also investigates which (tacit) assumptions affect the way technologies are implemented in poor, low-resource environments.     Algorithms for advance bandwidth reservation in media production networks

    Media production generally requires many geographically distributed actors (e.g., production houses, broadcasters, advertisers) to exchange huge amounts of raw video and audio data. Traditional distribution techniques, such as dedicated point-to-point optical links, are highly inefficient in terms of installation time and cost. To improve efficiency, shared media production networks that connect all involved actors over a large geographical area, are currently being deployed. The traffic in such networks is often predictable, as the timing and bandwidth requirements of data transfers are generally known hours or even days in advance. As such, the use of advance bandwidth reservation (AR) can greatly increase resource utilization and cost efficiency. In this paper, we propose an Integer Linear Programming formulation of the bandwidth scheduling problem, which takes into account the specific characteristics of media production networks, is presented. Two novel optimization algorithms based on this model are thoroughly evaluated and compared by means of in-depth simulation results
