Feeling the squeeze? Tabbies or tigers: the case of social enterprises contracting in the fields of recycling and work integration
Current UK policy is encouraging the identification, emergence, transmutation or invention of third sector organisations that will have a social enterprise orientation with a particular focus on them as vehicles for the delivery of public services (Audit Commission 2005). This can be seen as part of the new governance agenda (Taylor, Wilkinson and Craig 2001, Kendal 2003, Stoker 2004) the form of which is still emergent. One view of governance refers to a 'hollowing out' of state powers (Rhodes, 1997) and a shift from state control to co-ordination using mechanisms such as networks and partnerships to bring together the public, private and third sector as well as community actors and citizens in reforming services. Local Authority white paper (2006) promised further decentralisation moving functions downwards to special purpose bodies and outwards to agencies and communities. The new Local Government White Paper emphasises the role of community engagement, partnership arrangements and devolved budgets with voluntary organisations at the local level (NCVO 2006: 2-3). Such processes are aimed both at both private and third sector providers.
In this new distributed system of governance partnership and collaboration plays an important role in the implementation of social goods although these processes are never unproblematic (Huxham & Vangen 2000; Taylor Taylor, Wilkinson and Craig 2001). Nevertheless the contracting out processes continue to gather speed: with recycling and waste, care, leisure services, work advice, health services, prison and probation at various stages in the continuum of change.
Against this background the role and form of social enterprise organisations appears at times to be assumed to be 'heterogeneous' and 'good' with all organisations tending towards similar development trajectories with uniform support needs. What is often not distinguished so clearly are the differing types of social enterprise; the different sub-sectors of the economy they are operating in; the variety of markets and funding regimes they are involved in; the different partnership regimes they are embedded within; and their different cultures and connection to local communities. All of these factors have implications for what types of organisations (large/small social enterprise; local/national organisations, and even social enterprise or private organisation) are favoured in the contracting processes and how such processes may affect their wider mission and ethos. Social enterprises are sometimes treated by policy makers, and at times by leaders, practitioners and researchers within the sector as if they were one thing. Crudely we might say they are treated as if they are all cats when in reality some are tigers and some are tabbys â with every breed in between. Nevertheless, despite the heterogeneity of the social enterprise scene we are seeing evidence of a convergence of form in contracting processes which, we argue, tends to favour the tigers and squeeze the tabbys.
This paper reports on recent empirical research and analysis in 2 sub fields of social enterprise activity: (a) the delivery of waste and recycling services (Slater 2006) and (b) the delivery of work integration and advice activities for the disadvantaged (Aiken 2006, 2007)

The Potential of Critical E-Applications for Engaging SMEs in E Business: A Provider Perspective
YesAgainst a background of the low engagement of SMEs in e-business this paper investigates the emergence of, and potential for, critical e-applications defined as `an e-business application, promoted by a trusted third party, which engages a significant number of SMEs by addressing an important shared business concern within an aggregation.Âż By a review of secondary data and empirical investigation with service providers and other intermediaries the research shows that such applications can facilitate the e-business engagement of SMEs. There are three key findings, namely: the emergence of aggregation specific e-business applications; the emergence of collaboratively based `one to manyÂż business models; and the importance of trusted third parties in the adoption of higher complexity e-business applications by SMEs. Significantly this work takes a deliberately provider perspective and complements the already considerable literature on SME IT adoption from a user and network perspective. In terms of future research the importance of a better conceptual understanding of the impact of complexity on the adoption of IT by SMEs is highlighted
Informants in Organizational Marketing Research
Organizational research frequently involves seeking judgmental data from multiple informants within organizations. Researchers are often faced with determining how many informants to survey, who those informants should be and (if more than one) how best to aggregate responses when disagreement exists between those responses. Using both recall and forecasting data from a laboratory study involving the MARKSTRAT simulation, we show that when there are multiple respondents who disagree, responses aggregated using confidence-based or competence-based weights outperform those with data-based weights, which in turn provide significant gains in estimation accuracy over simply averaging respondent reports. We then illustrate how these results can be used to determine the best number of respondents for a market research task as well as to provide an effective screening mechanism when seeking a single, best informant.screening;marketing research;aggregation;organizational research;survey research
Turning Contention into Collaboration: Engaging Power, Trust, and Learning in Collaborative Networks
Given the complexity and multiplicity of goals in natural resource governance, it is not surprising that policy debates are often characterized by contention and competition. Yet at times adversaries join together to collaborate to find creative solutions not easily achieved in polarizing forums. We employed qualitative interviews and a quantitative network analysis to investigate a collaborative network that formed to develop a resolution to a challenging natural resource management problem, the conservation of vernal pools. We found that power had become distributed among members, trust had formed across core interests, and social learning had resulted in shared understanding and joint solutions. Furthermore, institutions such as who and when new members joined, norms of inclusion and openness, and the use of small working groups helped create the observed patterns of power, trust, and learning
Secure and Trustable Electronic Medical Records Sharing using Blockchain
Electronic medical records (EMRs) are critical, highly sensitive private
information in healthcare, and need to be frequently shared among peers.
Blockchain provides a shared, immutable and transparent history of all the
transactions to build applications with trust, accountability and transparency.
This provides a unique opportunity to develop a secure and trustable EMR data
management and sharing system using blockchain. In this paper, we present our
perspectives on blockchain based healthcare data management, in particular, for
EMR data sharing between healthcare providers and for research studies. We
propose a framework on managing and sharing EMR data for cancer patient care.
In collaboration with Stony Brook University Hospital, we implemented our
framework in a prototype that ensures privacy, security, availability, and
fine-grained access control over EMR data. The proposed work can significantly
reduce the turnaround time for EMR sharing, improve decision making for medical

Considering Human Aspects on Strategies for Designing and Managing Distributed Human Computation
A human computation system can be viewed as a distributed system in which the
processors are humans, called workers. Such systems harness the cognitive power
of a group of workers connected to the Internet to execute relatively simple
tasks, whose solutions, once grouped, solve a problem that systems equipped
with only machines could not solve satisfactorily. Examples of such systems are
Amazon Mechanical Turk and the Zooniverse platform. A human computation
application comprises a group of tasks, each of them can be performed by one
worker. Tasks might have dependencies among each other. In this study, we
propose a theoretical framework to analyze such type of application from a
distributed systems point of view. Our framework is established on three
dimensions that represent different perspectives in which human computation
applications can be approached: quality-of-service requirements, design and
management strategies, and human aspects. By using this framework, we review
human computation in the perspective of programmers seeking to improve the
design of human computation applications and managers seeking to increase the
effectiveness of human computation infrastructures in running such
applications. In doing so, besides integrating and organizing what has been
done in this direction, we also put into perspective the fact that the human
aspects of the workers in such systems introduce new challenges in terms of,
for example, task assignment, dependency management, and fault prevention and
tolerance. We discuss how they are related to distributed systems and other

Aggregation and the Role of Trusted Third Parties in SME E-Business Engagement: A Regional Policy Issue
YesIt is against the background of low engagement by SMEs in e-business that this paper seeks to highlight the potential importance of aggregation and of the role of trusted third parties in facilitating higher levels of involvement. The paper is based on an ongoing SME e-business research programme and reports on some recent research on SMEs that were using high complexity e-business applications and explores the extent to which the research findings could address the core concern of low engagement. This qualitative case study based research includes analysis of data collected from 13 community intermediaries, acting as trusted third parties. It concludes that the role of community intermediaries appears to be central to the adoption of critical e-aggregation applications provided by service providers. For policymakers, this important role of critical e-aggregation applications in facilitating e-business engagement by SMEs has emerged as part of this research but there is limited evidence of policy initiatives that reflect this

This report evaluates the interoperability prospects of the BlogForever platform. Therefore, existing interoperability models are reviewed, a Delphi study to identify crucial aspects for the interoperability of web archives and digital libraries is conducted, technical interoperability standards and protocols are reviewed regarding their relevance for BlogForever, a simple approach to consider interoperability in specific usage scenarios is proposed, and a tangible approach to develop a succession plan that would allow a reliable transfer of content from the current digital archive to other digital repositories is presented
