    The NASA/Baltimore Applications Project (BAP). Computer aided dispatch and communications system for the Baltimore Fire Department: A case study of urban technology application

    An engineer and a computer expert from Goddard Space Flight Center were assigned to provide technical assistance in the design and installation of a computer assisted system for dispatching and communicating with fire department personnel and equipment in Baltimore City. Primary contributions were in decision making and management processes. The project is analyzed from four perspectives: (1) fire service; (2) technology transfer; (3) public administration; and (5) innovation. The city benefitted substantially from the approach and competence of the NASA personnel. Given the proper conditions, there are distinct advantages in having a nearby Federal laboratory provide assistance to a city on a continuing basis, as is done in the Baltimore Applications Project

This permission does not cover any third party copyrighted material which may appear in the work requested.In order to investigate how the use of robots may impact everyday tasks, 12 participants interacted with a University of Hertfordshire Sunflower robot over a period of 8 weeks in the university’s Robot House.. Participants performed two constrained tasks, one physical and one cognitive , 4 times over this period. Participant responses were recorded using a variety of measures including the System Usability Scale and the NASA Task Load Index . The use of the robot had an impact on the experienced workload of the participants differently for the two tasks, and this effect changed over time. In the physical task, there was evidence of adaptation to the robot’s behaviour. For the cognitive task, the use of the robot was experienced as more frustrating in the later weeks.Peer reviewedFinal Published versio

    Cognitive modeling of social behaviors

    To understand both individual cognition and collective activity, perhaps the greatest opportunity today is to integrate the cognitive modeling approach (which stresses how beliefs are formed and drive behavior) with social studies (which stress how relationships and informal practices drive behavior). The crucial insight is that norms are conceptualized in the individual mind as ways of carrying out activities. This requires for the psychologist a shift from only modeling goals and tasks —why people do what they do—to modeling behavioral patterns—what people do—as they are engaged in purposeful activities. Instead of a model that exclusively deduces actions from goals, behaviors are also, if not primarily, driven by broader patterns of chronological and located activities (akin to scripts). To illustrate these ideas, this article presents an extract from a Brahms simulation of the Flashline Mars Arctic Research Station (FMARS), in which a crew of six people are living and working for a week, physically simulating a Mars surface mission. The example focuses on the simulation of a planning meeting, showing how physiological constraints (e.g., hunger, fatigue), facilities (e.g., the habitat’s layout) and group decision making interact. Methods are described for constructing such a model of practice, from video and first-hand observation, and how this modeling approach changes how one relates goals, knowledge, and cognitive architecture. The resulting simulation model is a powerful complement to task analysis and knowledge-based simulations of reasoning, with many practical applications for work system design, operations management, and training

    Advances in the proposed electromagnetic zero-point field theory of inertia

    A NASA-funded research effort has been underway at the Lockheed Martin Advanced Technology Center in Palo Alto and at California State University in Long Beach to develop and test a recently published theory that Newton's equation of motion can be derived from Maxwell's equations of electrodynamics as applied to the zero-point field (ZPF) of the quantum vacuum. In this ZPF-inertia theory, mass is postulated to be not an intrinsic property of matter but rather a kind of electromagnetic drag force that proves to be acceleration dependent by virtue of the spectral characteristics of the ZPF. The theory proposes that interactions between the ZPF and matter take place at the level of quarks and electrons, hence would account for the mass of a composite neutral particle such as the neutron. An effort to generalize the exploratory study of Haisch, Rueda and Puthoff (1994) into a proper relativistic formulation has been successful. Moreover the principle of equivalence implies that in this view gravitation would also be electromagnetic in origin along the lines proposed by Sakharov (1968). With regard to exotic propulsion we can definitively rule out one speculatively hypothesized mechanism: matter possessing negative inertial mass, a concept originated by Bondi (1957) is shown to be logically impossible. On the other hand, the linked ZPF-inertia and ZPF-gravity concepts open the conceptual possibility of manipulation of inertia and gravitation, since both are postulated to be electromagnetic phenomena. It is hoped that this will someday translate into actual technological potential. A key question is whether the proposed ZPF-matter interactions generating the phenomenon of mass might involve one or more resonances.     Fire suppression in human-crew spacecraft

    Fire extinguishment agents range from water and foam in early-design spacecraft (Halon 1301 in the present Shuttle) to carbon dioxide proposed for the Space Station Freedom. The major challenge to spacecraft fire extinguishment design and operations is from the micro-gravity environment, which minimizes natural convection and profoundly influences combustion and extinguishing agent effectiveness, dispersal, and post-fire cleanup. Discussed here are extinguishment in microgravity, fire-suppression problems anticipated in future spacecraft, and research needs and opportunities

    Technology Prizes for Climate Change Mitigation

    We analyze whether technology inducement prizes could be a useful complement to standard research grants and contracts in developing climate change mitigation technologies. We find that there are important conceptual advantages to using inducement prizes in certain circumstances. These conceptual inferences are borne out by an examination of the track record of prizes inducing research into public goods, including relevant energy technologies. However, we also find that the prizes’ successes are contingent on their proper design.     The 1990 progress report and future plans

    This document describes the progress and plans of the Artificial Intelligence Research Branch (RIA) at ARC in 1990. Activities span a range from basic scientific research to engineering development and to fielded NASA applications, particularly those applications that are enabled by basic research carried out at RIA. Work is conducted in-house and through collaborative partners in academia and industry. Our major focus is on a limited number of research themes with a dual commitment to technical excellence and proven applicability to NASA short, medium, and long-term problems. RIA acts as the Agency's lead organization for research aspects of artificial intelligence, working closely with a second research laboratory at JPL and AI applications groups at all NASA centers
