    Managing technological transitions: prospects, places, publics and policy

    Transition management (TM) approaches have generated considerable interest in academic and policy circles in recent years (Kemp and Loorbach, 2005; Rotmans and Kemp, 2003). In terms of a loose definition, a ‘transition can be defined as a gradual, continuous process of structural change within a society or culture’ (Rotmans et al, 2001, p.2). The development of TM, much of which has occurred within the context of the Netherlands, may be seen as a response to the complexities, uncertainties and problems which confront many western societies, in organising ‘sustainably’ various aspects of energy, agricultural, water, transport and health systems of production and consumption. Problems such as pollution, congestion, the vulnerability of energy or water supplies and so on are seen as systemic and entwined or embedded in a series of social, economic, political, cultural and technological relationships. The systemic nature of many of these problems highlights the involvement - in the functioning of a particular system and any subsequent transition - of multiple actors or ‘stakeholders’ across different local, national and international scales of activity. With this in mind, such problems become difficult to ‘solve’ and ‘solutions’ are seen to require systemic innovation rather than individual or episodic responses. The point being that ‘these problems are system inherent and… the solution lies in creating different systems or transforming existing ones’ (Kemp and Loorbach, 2005, p.125). In this paper we critically engage with and build upon transitions approaches to address their ‘applicability’ in the context of the UK. In doing this the paper addresses the prospective potential of transitions approaches, but also their relative neglect of places and publics. Through developing an argument which addresses the strengths and ‘gaps’ of transitions approaches we also analyse the resonances and dissonances between three themes – cities and regions, public participation and national hydrogen strategy – in the transitions literature and the UK policy context

    Reptation and contour-length fluctuations in melts of linear polymers

    We present an analytical theory of stress relaxation in monodisperse linear polymer melts that contains contributions from both reptation and contour-length fluctuations, modeled as in our previous work on arm retraction in star polymers. Our approach resolves two long-standing problems with reptation theory: it predicts a zero-shear viscosity eta scaling as eta similar to N-3.4 over a broad range in chain length N before reaching an asymptotic N3 dependence, and a power law omega(-alpha) in the dynamic loss modulus G "(omega) with 0 < alpha < 1/4 depending on chain length, in agreement with experiment

    An evaluation of sustainability in large British companies

    This article undertakes an assessment of the sustainability efforts of some of the largest companies that are listed on the FTSE 100 (a share index composed of the 100 largest companies that are listed on the London Stock Exchange according to market capitalisation). It provides empirical insights into how large listed British companies are addressing sustainability and their efforts in terms of incorporating sustainability factors into their business operations. The study was based on an extended content analysis of each company’s annual and sustainability reports. Our findings demonstrate that companies are trying to integrate sustainability in their business strategies even though there are variations in their efforts. There are indications that the majority of the companies have been able to embed sustainability in their strategy and operations and are now attempting to establish goals for further improvement. We found strong evidence of willingness to engage with relevant stakeholders to evaluate which sustainability issues are of importance to the particular companies and then to communicate to those relevant stakeholders the measures that have been taken to integrate sustainability in their business strategies. However, our findings also revealed areas where there is a need for further improvement such as compliance with international standards for sustainability reporting and establishment of better frameworks to enhance their sustainability efforts

    Ethical rooms for maneuver and theirprospects vis á vis the current ethical food policies in Europe

    In this paper I want to show that consumer concerns can be implemented in food chains by organizing ethical discussions of conflicting values that include them as participators. First, it is argued that there are several types of consumer concerns about food and agriculture that are multi-interpretable and often contradict each other or are at least difficult to reconcile without considerable loss. Second, these consumer concerns are inherently dynamic because they respond to difficult and complex societal and technological situations and developments. For example, because of the rising concern with global warming, carbon dioxide absorption of crops is now attracting public attention, which means that new requirements are being proposed for the environmentally friendly production of crops. Third, there are different types of consumers, and their choices between conflicting values differ accordingly. Consumers use different weighing models and various types of information in making their food choices. Changing food chains more in accordance with consumer concerns should at least take into account the multi-interpretable, dynamic, and pluralist features of consumer concerns, for example, in traceability schemes. In discussing usual approaches such as codes, stakeholder analysis, and assurance schemes, I conclude that these traditional approaches can be helpful. However, in cases of dynamic, pluralistic, and uncertain developments, maintaining some pre-existing evaluating scheme or some clear cut normative hierarchy, such as codes or assurance schemes, can be disastrous in undermining new ethical desirable initiatives. Instead of considering ethical standards and targets as fixed, which is done with codes and schemes, it is more fruitful to emphasize the structure of the processes in which ethical weighing of relevant consumer concerns get shaped. The concept of ¿Ethical Room for Maneuver¿ (ERM) is constructed to specify the ethical desirable conditions under which identification and weighing of paramount values and their dilemmas can be processed. The main aims of the ERM are making room in all the links of the food chain for regulating and implementing the relevant consumer concerns by (1) balancing and negotiating, (2) supporting information systems that are relevant and communicative for various consumer groups and (3) organizing consumer involvement in the links of the food chain. The social and political context of agriculture and food production, particularly in Europe, gives ample opportunity for implementing several types of Ethical Rooms for Maneuver. Finally, I discuss several types of Ethical Rooms for Manoeuvre in the food chains that can be communicated by means of specific traceability schemes to less involved stakeholders with the potential consequence that the stakeholders will be motivated to be more involve

    Processing Metonymy: a Domain-Model Heuristic Graph Traversal Approach

    We address here the treatment of metonymic expressions from a knowledge representation perspective, that is, in the context of a text understanding system which aims to build a conceptual representation from texts according to a domain model expressed in a knowledge representation formalism. We focus in this paper on the part of the semantic analyser which deals with semantic composition. We explain how we use the domain model to handle metonymy dynamically, and more generally, to underlie semantic composition, using the knowledge descriptions attached to each concept of our ontology as a kind of concept-level, multiple-role qualia structure. We rely for this on a heuristic path search algorithm that exploits the graphic aspects of the conceptual graphs formalism.     Addressing the shortcomings of three recent bayesian methods for detecting interspecific recombination in DNA sequence alignments

    We address a potential shortcoming of three probabilistic models for detecting interspecific recombination in DNA sequence alignments: the multiple change-point model (MCP) of Suchard et al. (2003), the dual multiple change-point model (DMCP) of Minin et al. (2005), and the phylogenetic factorial hidden Markov model (PFHMM) of Husmeier (2005). These models are based on the Bayesian paradigm, which requires the solution of an integral over the space of branch lengths. To render this integration analytically tractable, all three models make the same assumption that the vectors of branch lengths of the phylogenetic tree are independent among sites. While this approximation reduces the computational complexity considerably, we show that it leads to the systematic prediction of spurious topology changes in the Felsenstein zone, that is, the area in the branch lengths configuration space where maximum parsimony consistently infers the wrong topology due to long-branch attraction. We apply two Bayesian hypothesis tests, based on an inter- and an intra-model approach to estimating the marginal likelihood. We then propose a revised model that addresses these shortcomings, and compare it with the aforementioned models on a set of synthetic DNA sequence alignments systematically generated around the Felsenstein zone
