    International Governance of the Internet: An Economic Analysis.

    ICANN currently determines which top level domains are available on the A-root server and so restricts the choices facing Internet users. Thus ICANN redistributes wealth and has become the focus of rent-seeking activities. Yet, despite my belief that the Internet will become substantially more regulated in the future, I am convinced that technology will trump the best efforts of regulators to “promote the public interest”.

    We are running out of Internet addresses. This paper evaluates address transfer policies that Internet governance agencies are considering as a response to the depletion of the IPv4 address space. The paper focuses on proposals to allow organizations holding IPv4 addresses to sell address blocks to other organizations willing to buy them. This paper analyzes the economics of the proposed transfer policies, and conducts a systematic comparison of the policies proposed in the three main world Internet regions

    Decentralized trust in the inter-domain routing infrastructure

    Inter-domain routing security is of critical importance to the Internet since it prevents unwanted traffic redirections. The current system is based on a Public Key Infrastructure (PKI), a centralized repository of digital certificates. However, the inherent centralization of such design creates tensions between its participants and hinders its deployment. In addition, some technical drawbacks of PKIs delay widespread adoption. In this paper we present IPchain, a blockchain to store the allocations and delegations of IP addresses. IPchain leverages blockchains' properties to decentralize trust among its participants, with the final goal of providing flexible trust models that adapt better to the ever-changing geopolitical landscape. Moreover, we argue that Proof of Stake is a suitable consensus algorithm for IPchain due to the unique incentive structure of this use-case, and that blockchains offer relevant technical advantages when compared to existing systems, such as simplified management. In order to show its feasibility and suitability, we have implemented and evaluated IPchain's performance and scalability storing around 350k IP prefixes in a 2.5 GB chain.Peer ReviewedPostprint (published version

    Cracks in the internet's foundation: the future of the internet's infrastructure and global internet governance

    The foundation of the Internet is showing cracks. Central elements of the Internet's infrastructure are the result of decisions made decades ago. Since then, however, the technical context has changed dramatically, as has the political significance of the Internet. Three conflicts over the future development of the Internet infrastructure are particularly important for German policy-makers. The first is about secu­rity and privacy in the Internet’s addressing system, the so-called Domain Name System (DNS). Second, a conflict is building up over the security of the Border Gateway Protocol (BGP) - the protocol used to coordinate data traffic on the Internet. Third, the security and availability of submarine cables, which form the physical backbone of the global Internet, are proving in­creasingly problematic. If these conflicts remain unresolved, while at the same time the demands on the Internet continue to rise worldwide, the consequences for security, privacy, and economic development will be increasingly negative. Moreover, the Internet is in danger of being split, all the way to the infrastructure level. This multifaceted field of conflict demands a clear strategic approach from German policy-makers. In accordance with their own digital policy demands, they should at the same time pursue the goal of worldwide inter­operability and address the issues described within a European framework. The challenge here is to shape the further development of the Internet infra­tructure in Europe in such a way that it complements - and does not fur­ther jeopardise - the shared global foundation of the Internet.     Towards Loop-Free Forwarding of Anonymous Internet Datagrams that Enforce Provenance

    The way in which addressing and forwarding are implemented in the Internet constitutes one of its biggest privacy and security challenges. The fact that source addresses in Internet datagrams cannot be trusted makes the IP Internet inherently vulnerable to DoS and DDoS attacks. The Internet forwarding plane is open to attacks to the privacy of datagram sources, because source addresses in Internet datagrams have global scope. The fact an Internet datagrams are forwarded based solely on the destination addresses stated in datagram headers and the next hops stored in the forwarding information bases (FIB) of relaying routers allows Internet datagrams to traverse loops, which wastes resources and leaves the Internet open to further attacks. We introduce PEAR (Provenance Enforcement through Addressing and Routing), a new approach for addressing and forwarding of Internet datagrams that enables anonymous forwarding of Internet datagrams, eliminates many of the existing DDoS attacks on the IP Internet, and prevents Internet datagrams from looping, even in the presence of routing-table loops.Comment: Proceedings of IEEE Globecom 2016, 4-8 December 2016, Washington, D.C., US

    Digital policy is a unique policy area. As a cross-cutting policy issue, it has an impact not only on individual areas of regulation but on almost all other policy areas as well. Aspects of digital policy such as data regimes, cybersecurity and standardization issues are relevant not only to the the future of the internet or 5G mobile communications infrastructure, but to other areas of our lives to which they are closely linked, which range from automated driving to digital assistance systems in education and healthcare to the digitalization of sectors such as agriculture and construction. Nevertheless, regulation efforts have thus far been primarily sector-specific and national in their scope. With a few exceptions, such as the EU’s controversial General Data Protection Regulation, there are few digital policy frameworks in place for Europe that defines and integrates basic principles for broad application. Instead, we face a situation in which a variety of approaches stand side by side, at times complementing each other but also – all too often – competing with each other in ways that foster inconsistencies. The development of Europe’s 5G infrastructure is illustrative of this state of affairs. Despite the presence of what were originally uniform objectives across Europe, 28 nationally distinct tendering procedures with different requirements have since emerged. As a result, we must now find ways to manage the problems associated with having three or more networks per country, high costs, a difficult debate over security and the threat of dependency on non-EU providers

    The RIPE NCC internet measurement data repository

    This paper describes datasets that will shortly be made available to the research community through an Internet measurement data repository operated by the RIPE NCC. The datasets include measurements collected by RIPE NCC projects, packet trace sets recovered from the defunct NLANR website and datasets collected and currently hosted by other research institutions. This work aims to raise awareness of these datasets amongst researchers and to promote discussion about possible changes to the data collection processes to ensure that the measurements are relevant and useful to the community
