Regulating Highly Automated Robot Ecologies: Insights from Three User Studies
Highly automated robot ecologies (HARE), or societies of independent
autonomous robots or agents, are rapidly becoming an important part of much of
the world's critical infrastructure. As with human societies, regulation,
wherein a governing body designs rules and processes for the society, plays an
important role in ensuring that HARE meet societal objectives. However, to
date, a careful study of interactions between a regulator and HARE is lacking.
In this paper, we report on three user studies which give insights into how to
design systems that allow people, acting as the regulatory authority, to
effectively interact with HARE. As in the study of political systems in which
governments regulate human societies, our studies analyze how interactions
between HARE and regulators are impacted by regulatory power and individual
(robot or agent) autonomy. Our results show that regulator power, decision
support, and adaptive autonomy can each diminish the social welfare of HARE,
and hint at how these seemingly desirable mechanisms can be designed so that

Social Equity Impacts of Congestion Management Strategies
This white paper examines the social equity impacts of various congestion management strategies. The paper includes a comprehensive list of 30 congestion management strategies and a discussion of equity implications related to each strategy. The authors analyze existing literature and incorporate findings from 12 expert interviews from academic, non-governmental organization (NGO), public, and private sector respondents to strengthen results and fill gaps in understanding. The literature review applies the Spatial – Temporal – Economic – Physiological – Social (STEPS) Equity Framework (Shaheen et al., 2017) to identify impacts and classify whether social equity barriers are reduced, exacerbated, or both by a particular congestion mitigation measure. The congestion management strategies discussed are grouped into six main categories, including: 1) pricing, 2) parking and curb policies, 3) operational strategies, 4) infrastructure changes, 5) transportation services and strategies, and 6) conventional taxation. The findings show that the social equity impacts of certain congestion management strategies are not well understood, at present, and further empirical research is needed. Congestion mitigation measures have the potential to affect travel costs, commute times, housing, and accessibility in ways that are distinctly positive or negative for different populations. For these reasons, social equity implications of congestion management strategies should be understood and mitigated for in planning and implementation of these strategies
InterCloud: Utility-Oriented Federation of Cloud Computing Environments for Scaling of Application Services
Cloud computing providers have setup several data centers at different
geographical locations over the Internet in order to optimally serve needs of
their customers around the world. However, existing systems do not support
mechanisms and policies for dynamically coordinating load distribution among
different Cloud-based data centers in order to determine optimal location for
hosting application services to achieve reasonable QoS levels. Further, the
Cloud computing providers are unable to predict geographic distribution of
users consuming their services, hence the load coordination must happen
automatically, and distribution of services must change in response to changes
in the load. To counter this problem, we advocate creation of federated Cloud
computing environment (InterCloud) that facilitates just-in-time,
opportunistic, and scalable provisioning of application services, consistently
achieving QoS targets under variable workload, resource and network conditions.
The overall goal is to create a computing environment that supports dynamic
expansion or contraction of capabilities (VMs, services, storage, and database)
for handling sudden variations in service demands.
This paper presents vision, challenges, and architectural elements of
InterCloud for utility-oriented federation of Cloud computing environments. The
proposed InterCloud environment supports scaling of applications across
multiple vendor clouds. We have validated our approach by conducting a set of
rigorous performance evaluation study using the CloudSim toolkit. The results
demonstrate that federated Cloud computing model has immense potential as it
offers significant performance gains as regards to response time and cost

An Optimal Game Theoretical Framework for Mobility Aware Routing in Mobile Ad hoc Networks
Selfish behaviors are common in self-organized Mobile Ad hoc Networks
(MANETs) where nodes belong to different authorities. Since cooperation of
nodes is essential for routing protocols, various methods have been proposed to
stimulate cooperation among selfish nodes. In order to provide sufficient
incentives, most of these methods pay nodes a premium over their actual costs
of participation. However, they lead to considerably large overpayments.
Moreover, existing methods ignore mobility of nodes, for simplicity. However,
owing to the mobile nature of MANETs, this assumption seems unrealistic. In
this paper, we propose an optimal game theoretical framework to ensure the
proper cooperation in mobility aware routing for MANETs. The proposed method is
based on the multi-dimensional optimal auctions which allows us to consider
path durations, in addition to the route costs. Path duration is a metric that
best reflects changes in topology caused by mobility of nodes and, it is widely
used in mobility aware routing protocols. Furthermore, the proposed mechanism
is optimal in that it minimizes the total expected payments. We provide
theoretical analysis to support our claims. In addition, simulation results
show significant improvements in terms of payments compared to the most popular
existing methods
