    Reconciling Actors' Preferences in Agricultural Policy - Towards a New Management of Public Decisions

    To attain sustainable development in the 21st century, the world's population still has to overcome many challenges; hunger, poverty, environmental degradation and depletion. Policy design in such a context is and will remain a complex task. On one hand, policy makers often lack information on stakeholders' strategies and constraints as well as on potential options for improvement. On the other hand, stakeholders do not always adhere to policies for lack of understanding of the pursued goals. It is not unusual to observe that often, real policy effects are not those initially expected. Furthermore, existing decision-making mechanisms for public intervention are increasingly questioned due to pressure for market liberalization, decentralization processes and the increasing role of the civil society. However, while the classical role of government is challenged, few methods have been proposed to enable the design of viable alternatives. The approach presented in this book is a contribution to the improvement of efficiency in public decision-making. Based on practical experience from Viet Nam, Indonesia and other countries, it proposes new methods for the identification of policy objective, stakeholders and issues at stake, and for the definition and implementation of concrete actions. It also provides means and guidance to foster progressive actors' participation and involvement in decision-making and policy implementation processes.     [From the Introduction] At the beginning of the twenty-first century, one of the most significant developments in international relations is the important and growing role of the European Union (EU) as a global player in contemporary world politics. But what exactly is that role, how does the EU manage its relations with the external world and what identity does the EU wish to present to that world? In other words, what is the foreign policy identity of the EU? These are questions that analysts and scholars have grappled with since the formal creation of the EU at Maastricht in 1991 (Treaty on European Union). The EU has worked very carefully to foster a specific type of international identity. It is generally seen and theorized as a leader in the promotion of international peace and humanitarian issues. The EU presents itself as a normative force in world politics. It has customarily placed overriding emphasis on international law, democracy, human rights, international institutions, and multilateralism in its foreign policy, while eschewing a foreign policy based on traditional national interests and material gain. The EU has, in fact, explicitly and formally announced these normative goals for its foreign policymaking in the second pillar of the Treaty on European Union, more commonly known as the CFSP (Common Foreign and Security Policy). But in a world that has become markedly more perilous since September 11, 2001, many Europeans consider U.S. unilateralism as dangerous as the putative terrorist activity it is attempting to halt. As a result, are we seeing the foreign policy identity of the EU begin to change? Does the EU see itself as a possible balance against the primacy of the United States? In other words, does the EU show signs of transforming to a more traditional foreign policy orientation; one based on traditional great power politics and geared towards ensuring the most basic of state interests: survival, security and power? This paper will investigate this transforming foreign policy identity of the EU by seeking to answer the following questions: If the EU’s foreign policy identity is indeed changing, then how is it changing, what is it becoming, and most importantly, what is causing it to change? I will argue that the EU’s foreign policy identity is changing from a normative power to an identity based more closely on a great power politics model; and that the influence of epistemic communities or knowledge based networks is a primary catalyst for this change

    Design and initial validation of the Raster method for telecom service availability risk assessment

    Crisis organisations depend on telecommunication services; unavailability of these services reduces the effectiveness of crisis response. Crisis organisations should therefore be aware of availability risks, and need a suitable risk assessment method. Such a method needs to be aware of the exceptional circumstances in which crisis organisations operate, and of the commercial structure of modern telecom services. We found that existing risk assessment methods are unsuitable for this problem domain. Hence, crisis organisations do not perform any risk assessment, trust their supplier, or rely on service level agreements, which are not meaningful during crisis situations. We have therefore developed a new risk assessment method, which we call RASTER. We have tested RASTER using a case study at the crisis organisation of a government agency, and improved the method based on the analysis of case results. Our initial validation suggests that the method can yield practical results

    Conceptualizing the EU model of governance in world politics

    While the field of EU studies has generated a rich theoretical literature, the usefulness of analyses of the EU for broader processes of regional governance has been questioned. At the same time much recent scholarship on the EU has examined the Union’s external relations as opposed to its internal governance. At stake in both of these debates are questions about the nature of the EU, what it represents and how it should be conceptualised. By examining the conceptual literatures on EU ‘actorness’, the governance of EU external relations and policy and academic discourses of comparative regional integration, this paper argues that approaches informed by broadly constructivist insights carry significant promise and can help to answer questions about the EU’s role in world politics that perplex both the policy and the academic imaginations

    Sociomaterial approaches to researching education, such as those generated by actornetwork theory and complexity theory, have been growing in significance in recent years, both theoretically and methodologically. Such approaches are based upon a performative ontology rather than the more characteristic representational epistemology that informs much research. In this article, we outline certain aspects of sociomaterial sensibilities in researching education, and some of the uptakes on issues related to the education of adults.     On some uses and abuses of topology in the social analysis of technology (Or the problem with smart meters)

    This article examines different ways in which topological ideas can be used to analyse technology in social terms, arguing that we must become more discerning and demanding as to the limits and possibilities of topological analysis than used to be necessary. Topological framings of technology and society are increasingly widespread, and in this context, it becomes necessary to consider topology not just as a theory to be adopted, but equally as a device that is deployed in social life in a variety of ways. Digital technologies require special attention in this regard: on the one hand, these technologies have made it possible for a topological imagination of technology and society to become more widely adopted; on the other hand, they have also enabled a weak form of topological imagination to proliferate, one that leaves in place old, deterministic ideas about technology as a principal driver of social change. Turning to an empirical case, that of smart electricity metering, the article investigates how topological approaches enable both limited and rigorous ‘expansions of the frame’ on technology. In some cases, topology is used to imagine technology as a dynamic, heterogeneous arrangement, but ‘the primacy of technology’ is maintained. In other cases a topological approach is used to bring into view much more complex relations between technological and societal change. The article ends with an exploration of the topological devices that are today deployed to render relations between technological and social change more complexly, such as the online visualisation tool of tag clouding. I propose that such a topological device enables an empirical mode of critique: here, topology does not just help to make the point of the mutual entanglement of the social and the technical, but helps to dramatize the contingent, dynamic and non-coherent unfolding of issues

    An economic giant, political dwarf and military worm?: introducing the concept of 'transnational power over' in studies of (the EU’s) power

    This paper challenges the common depiction of the European Union (EU) as an economic giant, political dwarf and military worm. It argues that this depiction fails to acknowledge the EU’s structural power and the more subtle ways in which the Union exerts power in the international realm. Building on Susan Strange’s theory of the United States (U.S.) as a ‘transnational empire’ and Stephan Keukeleire’s concept of ‘structural foreign policy’, the paper seeks to demonstrate that EU is more powerful than is still commonly thought. To account for the more subtle and indirect manners in which the EU exerts power on the global stage, the paper presents a new conceptual understanding of power, adapted to the present-day realities of globalisation, interdependence and post-Cold War order, notably ‘transnational power over’ (TNPO). Combining insights from Steven Lukes’s work on power with reflections from Susan Strange and other scholars of international political economy (IPE), the concept of TNPO captures the degree to which international actors are institutionally, materially and/or ideationally subordinate to or dependent on a dominant actor, making it difficult for them to resist its initiatives or turn down its offers. The paper concludes by presenting a conceptual framework based on the notion of TNPO. The framework demonstrates how a dominant actor such as the EU can rely on its TNPO to negotiate favourable agreements, which in turn strengthen its TNPO
