    The Community – Based Flood Disaster Risk Reduction (CBDRR) in Beringin Watershed in Semarang City

    Population growth in Semarang city is certainly increasing land demand for settlement. Limited land and weak regulation enforcement of land control trigger the land use change including the watershed area. Semarang City Spatial Plan 2011-2031 has determined Beringin as a buffer area with limited physical development allocation but the citizens utilized the watershed area for settlement. Settlement developments in the area reduce the watershed ability to catch water and river capacity due to increased sedimentation. These two reasons are the main cause of the flash flood disaster (regularly in rainy season) in seven villages of Beringin watershed. The condition is exacerbated by the tidal flood occurred in two village lies in coastal. In 2012, Semarang City government developed Flood Forecasting and Warning System as one of Climate Change Adaptation Measures known as Flood Early Warning System (FEWS). One of important output of FEWS is community-based disaster risk reduction. Community participation process in the FEWS has made it possible for the community to identify disaster risk characteristics, to propose solution for reducing flood risk which is suitable to the local wisdom, to increase the community capacity and to organize one of themselves in a disaster preparedness group which run quite independently

    The State of Adaptation in the United States: An Overview

    Over the past two decades the adaptation landscape has changed dramatically. From its early days as a vague theoretical concept, which was often viewed as a threat to advocating for the reduction of greenhouse gas emissions, it has developed into a widely, albeit not universally, recognized governmental mandate to reduce societal vulnerability to climate change. While it is important to appreciate the progress that we are making on this issue, it is impossible to ignore the urgent need to do more. Smart investment can be made by reflecting on what is already underway in order to determine where to build on existing efforts and where to innovate new approaches to fill the gaps in the path forward. In this report we provide illustrative examples of the variety of work on climate change adaptation that is underway in the United States. This is by no means an exhaustive survey of the field; however it does provide insight into the dominant focus of work to date, the resultant gaps, and the opportunities available for advancing this essential aspect of sustainability. We focus on four areas of activity -- agriculture, natural resources, human communities, and policy. The general trends relevant to these sectors can be applied more broadly to other sectors and countries. Adaptation can be thought of as a cycle of activities that ultimately -- if successful -- reduces vulnerability to climate change. This process starts with identifying the impacts of climate change to determine the types of problems climate change might pose. This includes all of the research on the causes and the global, regional, and local manifestations of climate change, often referred to as impacts assessments

    Earthquake Risk and Earthquake Catastrophe Insurance for the People's Republic of China

    The year 2008 witnessed the renewed interests in earthquake risk management and insurance in the People's Republic of China (PRC), after the Wenchuan earthquake hit the country in May. Located along the southeastern edge of the Euro-Asian Plate, the PRC has a relatively high seismicity, which is manifested by the frequent occurrence of large and disastrous earthquakes. Buildings and infrastructure in the earthquake-prone regions of the PRC have relatively low earthquake resistance levels. Hence, disastrous earthquakes result not only in large numbers of injuries and fatalities but also in huge economic losses from property damages. While the PRC began testing earthquake insurance programs in the late 1980s, the overall penetration rate remains very low. The low penetration rate not only creates disruptions for the government after a major earthquake but also, in some cases, delays the reconstruction efforts. Moreover, as a result of the low penetration of earthquake insurance in the PRC, the government serves as the predominant bearer of financial risk from earthquake catastrophes. This paper discusses historical earthquakes and earthquake risk in the PRC and the recent developments of PRC's earthquake risk reduction efforts. The general principles of earthquake programs are explained and the critical issues of formulating earthquake programs in the PRC are discussed, including lessons from earthquake insurance in other countries and other catastrophe insurance in the PRC, data issues, loss risk modeling issues, financial risk modeling issues, legislative issues, and public awareness issues.     Heritage and Resilience: Issues and Opportunities for Reducing Disaster Risks

    This paper examines the unique role of cultural heritage in disaster risk reduction. Itintroduces various approaches to protect heritage from irreplaceable loss and considers ways to draw upon heritage as an asset in building the resilience of communities and nations to disasters. The paper proposes ways forward and builds on the current momentum provided by the Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters” (HFA) and the advancement of a post-2015 framework for disaster risk reduction (HFA2) and the post-2015 development agenda. Cultural heritage is often associated with grandiose monuments and iconic archaeological sites that can hold us in awe of their beauty, history and sheer scale. However, the understanding of cultural heritage has undergone a marked shift during the last few decades in terms of what it is, why it is important, why it is at risk and what can be done to protect it. Cultural heritage today encompasses a broader array of places such as historic cities, living cultural landscapes, gardens or sacred forests and mountains, technological or industrial achievements in the recent past and even sites associated with painful memories and war. Collections of movable and immoveable items within sites, museums, historic properties and archives have also increased significantly in scope, testifying not only to the lifestyles of royalty and the achievements of great artists, but also to the everyday lives of ordinary people. At the same time intangibles such as knowledge, beliefs and value systems are fundamental aspects of heritage that have a powerful influence on people’s daily choices and behaviors. Heritage is at risk due to disasters, conflict, climate change and a host of other factors.At the same time, cultural heritage is increasingly recognized as a driver of resilience that can support efforts to reduce disaster risks more broadly. Recent years have seen greater emphasis and commitment to protecting heritage and leveraging it for resilience;but initiatives, such as the few examples that are presented here, need to be encouraged and brought more fully into the mainstream of both disaster risk reduction and heritage management. These are issues that can be productively addressed in a post-2015 framework for disaster risk reduction and, likewise, in the post-2015 development agenda

    Adapting to change: Time for climate resilience and a new adaptation strategy. EPC Issue Paper 5 March 2020

    The dramatic effects of climate change are being felt across the European continent and the world. Considering how sluggish and unsuccessful the world has been in reducing greenhouse gas (GHG) emissions, the impacts will become long-lasting scars. Even implementing radical climate mitigation now would be insufficient in addressing the economic, societal and environmental implications of climate change, which are expected to only intensify in the years to come. This means climate mitigation must go hand in hand with the adaptation efforts recognised in the Paris Agreement. And although the damages of climate change are usually localised and adaptation measures often depend on local specificities, given the interconnections between ecosystems, people and economies in a globalised world there are strong reasons for European Union (EU) member states to join forces, pool risk and cooperate across borders. Sharing information, good practices, experiences and resources to strengthen resilience and enhance adaptive capacity makes sense economically, environmentally and socially. The European Commission’s 2013 Adaptation Strategy is the first attempt to set EU-wide adaptation and climate resilience and could be considered novel in that it tried to mainstream adaptation goals into relevant legislation, instruments and funds. It was not very proactive, however. It also lacked long-term perspective, failed to put the adaptation file high on the political agenda, was under resourced, and suffered from knowledge gaps and silo thinking. The Commission’s European Green Deal proposal, which has been presented as a major step forward to the goal of Europe becoming the world’s first climate-neutral continent, suggests that the Commission will adopt a new EU strategy on adaptation to climate within the first two years of its mandate (2020-2021). In light of the risks climate change poses to ecosystems, societies and the economy (through inter alia the vulnerability of the supply chain to climate change and its potential failure to provide services to consumers), adaptation should take a prominent role alongside mitigation in the EU’s political climate agenda. Respecting the division of treaty competences, there are important areas where EU-wide action and support could foster the continent’s resilience to climate change. The European Policy Centre (EPC) project “Building a climate-resilient Europe”, which has culminated in this Issue Paper, has identified the following: (i) the ability to convert science-based knowledge into preventive action and responsible behaviour, thus filling the information gap; (ii) the need to close the protection gap through better risk management and risk sharing; (iii) the necessity to adopt nature-based infrastructural solutions widely and tackle the grey infrastructure bias; and (iv) the need to address the funding and investment gap. This Issue Paper aims to help inform the upcoming EU Adaptation Strategy and, by extension, strengthen the EU’s resilience to climate change. To that end, the authors make a call for the EU to mainstream adaptation and shift its focus from reacting to disasters to a more proactive approach that prioritises prevention, risk reduction and resilience building. In doing so, the EU must ensure fairness and distributive justice while striving for climate change mitigation and protecting the environment and biodiversity. To succeed, the new EU Adaptation Strategy will need to address specific challenges related to the information, protection, funding and investment gaps; and the grey infrastructure bias. To tackle and address those challenges, this Paper proposes 17 solutions outlined in Table 1 (see page 6)
