Gender equity in disaster early warning systems
Capacities of societies, communities and individuals or a social-ecological system to deal with adverse consequences and the impacts of hazard events define the resilience. New and innovative Emergency Communications, Warning Systems (ECWS) technologies and solutions improve resilience of the nations. Research shows that different types of systems (e.g. decision support, resource management, early warning, communications, and inter-agency) are highly valued in emergency and disaster events reducing live losses. As many individuals have online access today and young women have increased their online communication and young men tend to explore technology resources, the potential of using user friendly third revolution digital technology such as semantic features and devices (e.g. SMART phones) have the potential to improve the access to early warning/risk in-formation supporting community decision making saving lives. These personal and social relations that reflect gender dimensions can certainly be examined improving resilience making communities more prepared for disasters with proactive decision making for early warning. Fostering awareness about gender equity which is the recognition of women and men as active participants in development can tailor made within the context of resilience and more specifically within early warning systems saving lives of the people at immediate risk including the dependence of mother’s care (children and older people). In this context, this paper attempts to synthesis literature on the topic of gender equity within disaster early warning systems
South Asia and societal challenges : a regional perspective
This paper is a summary of the South Asian region’s status and interests concerning the seven thematic societal challenges identified under the EU’s Horizon 2020 research programme: Health, demographic change and wellbeing; Food security, sustainable agricultures, marine and maritime research and the bio-based economy; Clean and efficient energy; Smart, green and integrated transport; Climate action, resource efficiency and raw materials; A changing world - inclusive, innovative and reflective societies; and, Secure societies - protecting freedom and security of the country and its citizens.
This paper considers the position of seven countries in South Asia: Afghanistan; Bangladesh; Bhutan; Maldives; Nepal; Pakistan; and, Sri Lanka1. It also identifies national and regional priorities for the seven themes under consideration.
This paper is an output of the CASCADE project (Collaborative Action towards Societal Challenges through Awareness, Development, and Education) that aims to provide the foundation for a future International Cooperation Network programme targeting South Asian Countries, which will promote bi-regional coordination of Science & Technology cooperation.
The EU recognise a need to strengthen internationalisation through strategic policy action. The need for linkages with Asian countries has been highlighted given the region’s rapidly growing research and innovation capacities and the urgency to address global challenges.
The project coincides with the launch of Horizon 2020, a Europe 2020 flagship initiative aimed at securing Europe’s global competitiveness. Running from 2014 to 2020 with a budget of just over €80 billion, the EU’s new programme for research and innovation is part of the drive to tackle global societal challenges, and create new growth and jobs. International cooperation in research and innovation is an essential element for meeting the objectives of Europe 2020. Recognising the global nature of producing and using knowledge, Horizon 2020 builds on the success of international cooperation in previous framework programmes and is fully open to participation from third countries
Cloud Enabled Emergency Navigation Using Faster-than-real-time Simulation
State-of-the-art emergency navigation approaches are designed to evacuate
civilians during a disaster based on real-time decisions using a pre-defined
algorithm and live sensory data. Hence, casualties caused by the poor decisions
and guidance are only apparent at the end of the evacuation process and cannot
then be remedied. Previous research shows that the performance of routing
algorithms for evacuation purposes are sensitive to the initial distribution of
evacuees, the occupancy levels, the type of disaster and its as well its
locations. Thus an algorithm that performs well in one scenario may achieve bad
results in another scenario. This problem is especially serious in
heuristic-based routing algorithms for evacuees where results are affected by
the choice of certain parameters. Therefore, this paper proposes a
simulation-based evacuee routing algorithm that optimises evacuation by making
use of the high computational power of cloud servers. Rather than guiding
evacuees with a predetermined routing algorithm, a robust Cognitive Packet
Network based algorithm is first evaluated via a cloud-based simulator in a
faster-than-real-time manner, and any "simulated casualties" are then re-routed
using a variant of Dijkstra's algorithm to obtain new safe paths for them to
exits. This approach can be iterated as long as corrective action is still

Disaster Resilience Education and Research Roadmap for Europe 2030 : ANDROID Report
A disaster resilience education and research roadmap for Europe 2030 has been launched. This roadmap represents an important output of the ANDROID disaster resilience network, bringing together existing literature in the field, as well as the results of various analysis and study projects undertaken by project partners.The roadmap sets out five key challenges and opportunities in moving from 2015 to 2030 and aimed at addressing the challenges of the recently announced Sendai Framework for Disaster Risk Reduction 2015-2030. This roadmap was developed as part of the ANDROID Disaster Resilience Network, led by Professor Richard Haigh of the Global Disaster Resilience Centre (www.hud.ac.uk/gdrc ) at the School of Art, Design and Architecture at the University of Huddersfield, UK. The ANDROID consortium of applied, human, social and natural scientists, supported by international organisations and a stakeholder board, worked together to map the field in disaster resilience education, pool their results and findings, develop interdisciplinary explanations, develop capacity, move forward innovative education agendas, discuss methods, and inform policy development. The Fog Makes Sense: Enabling Social Sensing Services With Limited Internet Connectivity
Social sensing services use humans as sensor carriers, sensor operators and
sensors themselves in order to provide situation-awareness to applications.
This promises to provide a multitude of benefits to the users, for example in
the management of natural disasters or in community empowerment. However,
current social sensing services depend on Internet connectivity since the
services are deployed on central Cloud platforms. In many circumstances,
Internet connectivity is constrained, for instance when a natural disaster
causes Internet outages or when people do not have Internet access due to
economical reasons. In this paper, we propose the emerging Fog Computing
infrastructure to become a key-enabler of social sensing services in situations
of constrained Internet connectivity. To this end, we develop a generic
architecture and API of Fog-enabled social sensing services. We exemplify the
usage of the proposed social sensing architecture on a number of concrete use
