    Governance of Environment-Enhancing Technical change - past experiences and suggestions for improvement

    There is much talk about environmental policies being faulty. Past policies are being criticisedfor failing to achieve environmental goals (the environmentalist complaint), for being overlyexpensive (the industrialist complaint) and for failing to encourage innovation and dynamicefficiency (the complaint of economists dealing with innovation). This paper looks at theinnovation and technology adoption effects of past environmental policies. It finds indeed fewexamples of environmental policies that stimulated innovation. The common technologyresponse is the use of expensive end-of-pipe solutions and incremental process changesoffering limited environmental gains. This begs the question: why did the policies fail topromote more radical innovation and dynamic efficiency? One explanation—well-recognisedin the economic literature—is the capture of government policies by special interests. Thispaper offers a second explanation—based on innovation and technology adoption studies—which says that in order to have a decisive and socially beneficial influence policy instrumentsmust be fine-tuned to the circumstances in which sociotechnical change processes occur and tipthe balance. Within this alternative view, the starting point of government interventions is thecapabilities, interests, interdependencies and games of social actors around an environmentalproblem instead of the set of environmental policy instruments for achieving an environmentalgoal. The paper sees a need for government authorities to be explicitly concerned with technicalchange (rather than implicitly through a change in the economic frame conditions) and to beconcerned with institutional arrangements beyond the choice of policy instruments, and act as achange agent. This requires different roles for policy makers: that of a sponsor, planner,regulator, matchmaker, alignment actor and ‘creative game regulator’. The paper offers twoperspectives on environmental policy: an instrument one and a modulation one. The latter isespecially important for promoting innovation and bringing about radical change, somethingwhich is very difficult with traditional regulatory instruments. Instruments for promotingenvironment-enhancing technical change are appraised and suggestions are offered for thepurposes for which different policy instruments may be used in differing economic contexts.environmental economics ;

    Municipal transitions: The social, energy, and spatial dynamics of sociotechnical change in South Tyrol, Italy

    With the aim of proposing recommendations on how to use social and territorial specificities as levers for wider achievement of climate and energy targets at local level, this research analyses territories as sociotechnical systems. Defining the territory as a sociotechnical system allows us to underline the interrelations between space, energy and society. Groups of municipalities in a region can be identified with respect to their potential production of renewable energy by means of well-known data-mining approaches. Similar municipalities linking together can share ideas and promote collaborations, supporting clever social planning in the transition towards a new energy system. The methodology is applied to the South Tyrol case study (Italy). Results show eight different spatially-based sociotechnical systems within the coherent cultural and institutional context of South Tyrol. In particular, this paper observes eight different systems in terms of (1) different renewable energy source preferences in semi-urban and rural contexts; (2) different links with other local planning, management, and policy needs; (3) different socio-demographic specificities of individuals and families; (4) presence of different kinds of stakeholders or of (5) different socio-spatial organizations based on land cover. Each energy system has its own specificities and potentialities, including social and spatial dimensions, that can address a more balanced, inclusive, equal, and accelerated energy transition at the local and translocal scale

    In the last 20 years, the concept of ‘Sustainable Development’ (SD) has become very popular and wide spread in the world. In particular, the environmental dimension of SD asks for new ways to accomplish enhanced quality of life with reduced environmental impact. As a consequence, innovations that contribute to sustainable path ways through an improved environmental quality (the so-called ‘Sustainable Innovations’ - SI s) are facing a growing interest. The present study aims at contributing to the debate about innovation and SD, by focusing on the analysis of SIs from, respectively, the neoclassical and the evolutionary perspective.     High-Tech Urban Agriculture in Amsterdam : An Actor Network Analysis

    The agriculture and horticulture sector in the Netherlands is one of the most productive in the world. Although the sector is one of the most advanced and intense agricultural production systems worldwide, it faces challenges, such as climate change and environmental and social unsustainability of industrial production. To overcome these challenges, alternative food production initiatives have emerged, especially in large cities such as Amsterdam. Some initiatives involve producing food in the urban environment, supported by new technologies and practices, so-called high-tech urban agriculture (HTUA). These initiatives make cultivation of plants inside and on top of buildings possible and increase green spaces in urban areas. The emerging agricultural technologies are creating new business environments that are shape d by technology developers (e.g., suppliers of horticultural light emitting diodes (LED) and control environment systems) and developers of alternative food production practices (e.g., HTUA start-ups). However, research shows that the uptake of these technological innovations in urban planning processes is problematic. Therefore, this research analyzes the barriers that local government planners and HTUA developers are facing in the embedding of HTUA in urban planning processes, using the city of Amsterdam as a case study. This study draws on actor-network theory (ANT) to analyze the interactions between planners, technologies, technology developers and developers of alternative food production practices. Several concepts of ANT are integrated into a multi-level perspective on sustainability transitions (MLP) to create a new theoretical framework that can explain how interactions between technologies and planning actors transform the incumbent social\u2013technical regime. The configuration of interactions between social and material entities in technology development and adoption processes in Amsterdam is analyzed through the lens of this theoretical framework. The data in this study were gathered by tracing actors and their connections by using ethnographic research methods. In the course of the integration of new technologies into urban planning practices, gaps between technologies, technology developers, and planning actors have been identified. The results of this study show a lacking connection between planning actors and technology developers, although planning actors do interact with developers of alternative food production practices. These interactions are influenced by agency of artefacts such as visualizations of the future projects. The paper concludes that for the utilization of emerging technologies for sustainability transition of cities, the existing gap between technology developers and planning actors needs to be bridged through the integration of technology development visions in urban agendas and planning processe

    Comparing nuclear power trajectories in Germany and the UK: from ‘regimes' to ‘democracies’ in sociotechnical transitions and Discontinuities

    This paper focuses on arguably the single most striking contrast in contemporary major energy politics in Europe (and even the developed world as a whole): the starkly differing civil nuclear policies of Germany and the UK. Germany is seeking entirely to phase out nuclear power by 2022. Yet the UK advocates a ‘nuclear renaissance’, promoting the most ambitious new nuclear construction programme in Western Europe.Here,this paper poses a simple yet quite fundamental question: what are the particular divergent conditions most strongly implicated in the contrasting developments in these two countries. With nuclear playing such an iconic role in historical discussions over technological continuity and transformation, answering this may assist in wider understandings of sociotechnical incumbency and discontinuity in the burgeoning field of‘sustainability transitions’. To this end, an ‘abductive’ approach is taken: deploying nine potentially relevant criteria for understanding the different directions pursued in Germany and the UK. Together constituted by 30 parameters spanning literatures related to socio-technical regimes in general as well as nuclear technology in particular, the criteria are divided into those that are ‘internal’ and ‘external’ to the ‘focal regime configuration’ of nuclear power and associated ‘challenger technologies’ like renewables. It is ‘internal’ criteria that are emphasised in conventional sociotechnical regime theory, with ‘external’ criteria relatively less well explored. Asking under each criterion whether attempted discontinuation of nuclear power would be more likely in Germany or the UK, a clear picture emerges. ‘Internal’ criteria suggest attempted nuclear discontinuation should be more likely in the UK than in Germany– the reverse of what is occurring. ‘External’ criteria are more aligned with observed dynamics –especially those relating to military nuclear commitments and broader ‘qualities of democracy’. Despite many differences of framing concerning exactly what constitutes ‘democracy’, a rich political science literature on this point is unanimous in characterising Germany more positively than the UK. Although based only on a single case,a potentially important question is nonetheless raised as to whether sociotechnical regime theory might usefully give greater attention to the general importance of various aspects of democracy in constituting conditions for significant technological discontinuities and transformations. If so, the policy implications are significant. A number of important areas are identified for future research, including the roles of diverse understandings and specific aspects of democracy and the particular relevance of military nuclear commitments– whose under-discussion in civil nuclear policy literatures raises its own questions of democratic accountability

    Circular economy inspired imaginaries for sustainable innovations

    In this chapter, Narayan and Tidström draw on the concept of imaginaries to show how Circular Economy (CE) can facilitate values that enable sustainable innovation. Innovation is key for sustainability, however, understanding and implementing sustainable innovation is challenging, and identifying the kind of actions that could direct sustainable innovations is important. The findings of this study indicate that CE-inspired imaginaries enable collaboration and by relating such imaginaries to common and shared social and cultural values, intermediaries could motivate actors into taking actions that contribute to sustainable innovation.fi=vertaisarvioitu|en=peerReviewed
