    Responding to challenges: the training and educating of the information professional for the next millenium

 in most fields the issue of the professional competence and qualification of individuals is viewed as an integral part of the quality assurance of organisations and the services that they provide.” This view has long been embraced within the librarianship profession. Librarians and information professionals have a strong culture of responding to new opportunities in professional development to ensure that their skills meet the continually changing environments in which they work. This is illustrated by initiatives such as the Library Associations programme of Continuing Professional Development (CPD), Masters programmes for librarians entering management positions, increased availability of qualifications and training for paraprofessional staff and the adoption of the government instituted system of National Vocational Qualifications (NVQs) and Scottish Vocational Qualifications (SNVQs). Two further initiatives have been undertaken as a response to concern about the pace of change and the importance of sustaining an adequately skilled professional workforce. Firstly, the Library and Information Studies Training and Education Network (LISTEN), is working with employers, the profession and educational institutions to identify, CPD and post-qualification competencies required when staff have been in post for several or more years. Secondly, the Electronic Libraries Programme (eLib) which aims to accelerate the development and uptake of the ‘electronic library’ has recognised the need for CPD and has funded a number of training and awareness projects including EduLib. This paper will examine the role, education and training of information professionals from two distinct points of view. First the paper will concentrate on initial undergraduate training which students receive at an established Department of Library and Information Studies — with particular regard to the training and education of business information in order to prepare students for the global business world. The second part of the paper will deal with an aspect of continuing professional development for which there is an increasing demand in academic libraries — teaching skills for librarians. The paper will focus on EduLib — a development project which aims to provide a nationally recognised and accredited network of trainers in academic libraries

    INSPIRAL's aims were to identify and analyse, from the perspective of the UK HE learner, the nontechnical, institutional and end-user issues with regard to linking VLEs and digital libraries, and to make recommendations for JISC strategic planning and investment.     This paper reviews the framework of library resource sharing (LRS) in China and examines, from a comparative perspective, cases of recent development, particularly in the 1990s and early 2000s. Highlights include: (1) historical review of LRS in the U.S. and China, particularly in the areas of print union catalogs and union lists, online bibliographic utilities, and interlibrary loan; (2) literature review of Chinese publications, and LRS issues and challenges in China; (3) Analysis of three LRS models to provide a contextual grasp of a paradigm shift taking place in China; and (4) comparative analysis of LRS objectives, structure, and governance, etc., in the U.S. and China. The study also underscores the imperative for building a national digital library system in China to gain a competitive edge in resource sharing and to support the country’s rapid social and economic growth. At this stage of development, the success of China Academic Library & Information System provides a convincing argument for a national digital library system with its methods of governing, financing, and development

    This report presents a framework to help organize and drive discussions about the evolving scholarly record. The framework provides a high-level view of the categories of material the scholarly record potentially encompasses, as well as the key stakeholder roles associated with the creation, management, and use of the scholarly record. Key highlights: A confluence of trends is accelerating changes to the scholarly record\u27s content and stakeholder roles. Scholarly outcomes are contextualized by materials generated in the process and aftermath of scholarly inquiry. The research process generates materials covering methods employed, evidence used, and formative discussion. The research aftermath generates materials covering discussion, revision, and reuse of scholarly outcomes. The scholarly record is evolving to have greater emphasis on collecting and curating context of scholarly inquiry. The scholarly record’s stakeholder ecosystem encompasses four key roles: create, fix, collect, and use. The stakeholder ecosystem supports thinking about how roles are reconfigured as the scholarly record evolves. The ways and means of scholarly inquiry are experiencing fundamental change, with consequences for scholarly communication and ultimately, the scholarly record. The boundaries of the scholarly record are both expanding and blurring, driven by changes in research practices, as well as changing perceptions of the long-term value of certain forms of scholarly materials. Understanding the nature, scope, and evolutionary trends of the scholarly record is an important concern in many quarters—for libraries, for publishers, for funders, and of course for scholars themselves. Many issues are intrinsic to the scholarly record, such as preservation, citation, replicability, provenance, and data curation. The conceptualization of the scholarly record and its stakeholder ecosystem provided in the report can serve as a common point of reference in discussions within and across domains, and help cultivate the shared understanding and collaborative relationships needed to identify, collect, and make accessible the wide range of materials the scholarly record is evolving to include
