As a result of such work with Law Enforcement Agencies, contributions have been made to the revision of the British Standards for ANPR. This led to the research team developing performance evaluation measures from an end-to-end system perspective. One such measure was the generation of synthetic image datasets suitable for ANPR performance evaluation. The prime requirement for any ANPR system is data accuracy. This paper reports the initial work and progress made using defined synthetic images to test and assess ANPR engines using a structured methodology

    Traffic Congestion Pricing Methods and Technologies

    This paper reviews the methods and technologies for congestion pricing of roads. Congestion tolls can be implemented at scales ranging from individual lanes on single links to national road networks. Tolls can be differentiated by time of day, road type and vehicle characteristics, and even set in real time according to current traffic conditions. Conventional toll booths have largely given way to electronic toll collection technologies. The main technology categories are roadside-only systems employing digital photography, tag and beacon systems that use short-range microwave technology, and in vehicle-only systems based on either satellite or cellular network communications. The best technology choice depends on the application. The rate at which congestion pricing is implemented, and its ultimate scope, will depend on what technology is used and on what other functions and services it can perform. Since congestion pricing calls for the greatest overall degree of toll differentiation, congestion pricing is likely to drive the technology choice.Road pricing; Congestion pricing; Electronic Toll Collection technology

    Recognition of License Plates and Optical Nerve Pattern Detection Using Hough Transform

    The global technique of detection of the features is Hough transform used in image processing, computer vision and image analysis. The detection of prominent line of the object under consideration is the main purpose of the Hough transform which is carried out by the process of voting. The first part of this work is the use of Hough transform as feature vector, tested on Indian license plate system, having font of UK standard and UK standard 3D, which has ten slots for characters and numbers.So tensub images are obtained.These sub images are fed to Hough transform and Hough peaks to extract the Hough peaks information. First two Hough peaks are taken into account for the recognition purposes. The edge detection along with image rotation is also used prior to the implementation of Hough transform in order to get the edges of the gray scale image. Further, the image rotation angle is varied; the superior results are taken under consideration. The second part of this work makes the use of Hough transform and Hough peaks, for examining the optical nerve patterns of eye. An available database for RIM-one is used to serve the purpose. The optical nerve pattern is unique for every human being and remains almost unchanged throughout the life time. So the purpose is to detect the change in the pattern report the abnormality, to make automatic system so capable that they can replace the experts of that field. For this detection purpose Hough Transform and Hough Peaks are used and the fact that these nerve patterns are unique in every sense is confirmed

    Projection of the Electronic Toll Collection System in the Republic of Croatia

    This paper deals with the topic of a modern electronic toll collection system that will be applied in the Republic of Croatia from the year 2022 onwards. The paper primarily analyses the existing toll collection systems in Croatia, as well as in the European Union. Modern electronic toll collection systems were analysed with an emphasis on the ANPR (Automatic Number Plate Recognition) system, because ANPR technology will be used in Croatia after the restructuring of road traffic occurs. ANPR is not a new technology, however in the last twenty years it has found its wider application. This happened mostly thanks to local and global infrastructural development and technological improvements therefore in turn infrastructure required for the operation of this system became cheaper. By applying the ETC and ANPR, Croatia will have a system in line with European directives and practices which are being applied in other European countries. The system will in turn significantly raise the quality of road traffic in Croatia and reduce its costs

    The role of automatic number plate recognition surveillance within policing and public reassurance

    This Thesis examines the role that Automatic Number Plate Recognition surveillance plays within policing and public reassurance. The thesis is improvement orientated, exploring how ANPR could become a more effective policing tool and highlights implications for future policies and practice. The first two chapters set the context for the research, explaining what ANPR is, its place within criminology and gaps in research addressed in the Thesis. The literature review calls for a better understanding of ANPR’s potential and role as an investigative tool and an examination of the public’s views about ANPR surveillance. In the third chapter, reference is made to available methods used to address such objectives. Chapters Four, Five and Six present the results emerging from the empirical work in this Thesis. Chapter Four is concerned with police perceptions regarding current ANPR practice. The thesis highlights the complexity of translating policy into practice in the current political and economic climate, where objectives and priorities dictated by the government are constantly shifting. Continuing its improvement orientation, Chapter Five covers public perceptions about ANPR and outlines ways to address the balance between privacy and security without endangering both. The potential impact of ANPR on crime and ways to measure it is the topic of Chapter Six, which argues that establishing a causal link between ANPR and crime is not a straightforward process. The concluding chapter talks about the implications of the study and any interesting future avenues for research. The emerging findings from this research sit uncomfortably with the opinions and predictions of both supporters and opponents of ANPR alike and shed light not only on the management and use of ANPR by the police in Britain, but also on many of the ethical issues raised by the emergence of new surveillance technologies

    Heterogeneous urban traffic data and their integration through kernel-based interpolation

    This paper presents collection and analysis of heterogeneous urban traffic data, and integration of them through a kernel-based approach. The recent development in sensing and information technology opens up opportunities for researching the use of this vast amount of new urban traffic data. In this paper, the data fusion algorithm is developed by using a kernel based interpolation approach. Our objective is to reconstruct the underlying urban traffic pattern with fine spatial and temporal granularity through processing and integrating data from different sources. The fusion algorithm can work with data collected in different space time resolution, with different level of accuracy, and from different kinds of sensors. The properties and performance of the fusion algorithm is evaluated by using a virtual test-bed produced by VISSIM microscopic simulation. The methodology is demonstrated through a real-world application in Central London. This paper contributes to analysis and management of urban transport facilities
