    Arkansas’ ESEA Waiver Approval Update

    On June 29th, 2012, the US Department of Education announced that it had approved Arkansas’s ESEA waiver request. On July 4th, the Arkansas Department of Education (ADE) announced it had identified 48 Priority and 110 Focus schools. Priority and Focus schools are the new names for the two lowest-rated school performance categories; schools and districts in these categories are subject to ADE intervention.     The Bering Sea and Aleutian Islands (BSAI) Non-Pollock (Amendment 80) Cooperative Program was one of the first catch share programs designed and implemented to manage fishing interactions with a non-target species. The goals of the program were largely focused on reducing bycatch to enable the fleet to achieve higher retention of groundfish resources. In this program, participants were incentivized to form Cooperatives to receive exclusive access privileges. Key design elements for this program include eligibility requirements, government-approved Cooperative formation, concentration caps, trading restrictions and sideboards, which are catch limits that restrict the transfer of excess fishing capacity to other fisheries not managed under catch shares

    Innovation in the Swiss mail sector: deregulation versus liberalization

    In this paper we discuss an incumbent postal operator’s incentives to invest in an innovation in the face of upcoming liberalization and deregulation of the letter market. Our contribution is a short description of recent innovations in the Swiss mail market and their interpretation in light of an illuminative yet tractable model. Following the literature, we distinguish between product and process innovation. We characterize competitive pressure by a reduction in the incumbent’s market share and an increase of his/her perceived price elasticity of demand due to consumers’ switching to competitors. This may result in adverse incentives to invest in an innovation. Likewise, deregulation leads to increased entrepreneurial freedom on the operator’s side and possibly a lower burden of USO (universal service obligations), reflected in lower cost.     Coordination and control in project-based work: digital objects and infrastructures for delivery

    A major infrastructure project is used to investigate the role of digital objects in the coordination of engineering design work. From a practice-based perspective, research emphasizes objects as important in enabling cooperative knowledge work and knowledge sharing. The term ‘boundary object’ has become used in the analysis of mutual and reciprocal knowledge sharing around physical and digital objects. The aim is to extend this work by analysing the introduction of an extranet into the public–private partnership project used to construct a new motorway. Multiple categories of digital objects are mobilized in coordination across heterogeneous, cross-organizational groups. The main findings are that digital objects provide mechanisms for accountability and control, as well as for mutual and reciprocal knowledge sharing; and that different types of objects are nested, forming a digital infrastructure for project delivery. Reconceptualizing boundary objects as a digital infrastructure for delivery has practical implications for management practices on large projects and for the use of digital tools, such as building information models, in construction. It provides a starting point for future research into the changing nature of digitally enabled coordination in project-based work
