    Internet Architecture and Disability

    The Internet is essential for education, employment, information, and cultural and democratic participation. For tens of millions of people with disabilities in the United States, barriers to accessing the Internet—including the visual presentation of information to people who are blind or visually impaired, the aural presentation of information to people who are deaf or hard of hearing, and the persistence of Internet technology, interfaces, and content without regard to prohibitive cognitive load for people with cognitive and intellectual disabilities—collectively pose one of the most significant civil rights issues of the information age. Yet disability law lacks a comprehensive theoretical approach for fully facilitating Internet accessibility. The prevailing doctrinal approach to Internet accessibility seeks to treat websites as metaphorical “places” subject to Title III of the Americans with Disabilities Act (ADA), which requires places of public accommodations to be accessible to people with disabilities. While this place-centric approach to Title III has succeeded to a significant degree in making websites accessible over the last two decades, large swaths of the Internet—more broadly construed to include Internet technologies beyond websites—remain inaccessible to millions of people with a variety of disabilities. As limitations of a place-based approach to Title III become clearer, a new framework for disability law is needed in an increasingly intermediated Internet. Leveraging the Internet-law literature on perspectives, this article recognizes the place-centric approach to Title III as normatively and doctrinally “internal,” in the terminology of Internet-law scholars. It offers a framework for supplementing this internal approach with an external approach that contemplates the layered architecture of the Internet, including its constituent content, web and non-web applications, access networks operated by Internet service providers, and devices and the role of disability and other bodies of law, particularly including telecommunications law and attendant policy issues, such as net neutrality, in making them accessible

    Web Sonification Sandbox - an Easy-to-Use Web Application for Sonifying Data and Equations

    Auditory and multimodal presentation of data (“auditory graphs”) can allow for discoveries in a data set that are sometimes impossible with visual-only inspection. At the same time, multimodal graphs can make data, and the STEM fields that rely on them, more accessible to a much broader range of people, including many with disabilities. There have been a variety of software tools developed to turn data into sound, including the widely-used Sonification Sandbox, but there remains a need for simple, powerful, and more accessible tool for the construction and manipulation of multimodal graphs. Web-based audio functionality is now at the point where it can be leveraged to provide just such a tool. Thus, we developed a web application, the Web Sonification Sandbox (or simply the Web Sandbox), that allows users to create and manipulate multimodal graphs that convey information through both sonification and visualization. The Web Sandbox is designed to be usable by individuals with no technical or musical expertise, which separates it from existing software. The easy-to-use nature of the Web Sandbox, combined with its multimodal nature, allow it to be a maximally accessible application by a diverse audience of users. Nevertheless, the application is also powerful and flexible enough to support advanced users

    Event Planner Sensitivity to the Needs of Individuals with Visual Disability at Meetings and Events

    Special events, such as fairs, conventions, ballgames, and concerts are typically activities people attend to participate in the festivities and enjoy with friends and family members. For individuals with disabilities, however, these types of events can create more challenges than enjoyment. Despite a thorough review of the literature, no studies were found which evaluated the experiences of individuals who are blind and have visual impairments at events and meetings. The aim of this study was to determine the current level of accessibility at meetings perceived by consumers who are blind and visually impaired. Respondents to the survey indicated many obstacles to accessing meetings including: discrimination, a paucity of accessible features, and accessibility features that are not truly accessible for consumers who are blind and visually impaired. Recommendations are provided for increasing meeting and event accessibility for consumers who are blind and visually impaired

    [Excerpt] Planning and organizing a conference, a meeting or any other event is a complex task, often involving numerous different people. The objective should always be to make the event as beneficial as possible for all participants. Increasingly, also people with intellectual disabilities actively participate in events together with many other participants. This shows the growing inclusion of this group of people in our societies and should be much more promoted. Of course, these participants are often very disappointed when they cannot follow and participate in an event because some basic guidelines for accessibility have not been followed. As organizer of an event, you are in the critical position to include considerations about its accessibility from the beginning of the planning process. Taking care of these issues from the beginning has proven to be most effective and avoids costly changes to programmes and venues

    Interdependence as a Frame for Assistive Technology Research and Design

    In this paper, we describe interdependence for assistive technology design, a frame developed to complement the traditional focus on independence in the Assistive Technology field. Interdependence emphasizes collaborative access and people with disabilities' important and often understated contribution in these efforts. We lay the foundation of this frame with literature from the academic discipline of Disability Studies and popular media contributed by contemporary disability justice activists. Then, drawing on cases from our own work, we show how the interdependence frame (1) synthesizes findings from a growing body of research in the Assistive Technology field and (2) helps us orient to additional technology design opportunities. We position interdependence as one possible orientation to, not a prescription for, research and design practice--one that opens new design possibilities and affirms our commitment to equal access for people with disabilities

    Accessibility of Vendor-Created Video Tutorials for People with Disabilities

    Many video, screencast, webinar, or interactive tutorials are created and provided by vendors for use by libraries to instruct users in database searching. This study investigates whether these vendor-created database tutorials are accessible for people with disabilities to see whether librarians can use these tutorials instead of creating them in-house. Findings on accessibility were mixed. Positive accessibility features and common accessibility problems are described, with recommendations on how to maximize accessibility
