    Film and Tourism. An Information System for Disclosing the Cinematographic Attractiveness of Destinations (Giulia Lavarone pp.289-291)

    The Department of Cultural Heritage of the University of Padova investigated the topic of film-induced tourism in a year-long project, concluded in April 2015, titled Strumenti innovativi per la promozione turistica: film-induced tourism (Novel Tools to Promote Tourism: Film-induced Tourism). The project was financed by the Veneto Region through ESF funds. It brought together the expertise of film scholars, computer scientists and destination management experts, in partnership with public bodies (Provincia di Padova) and ICT companies. The goal of the project was to develop an information system that fosters film-induced tourism combining data about a geographical area and the movies produced in it. The system is designed as a platform to store and convey rich contents, able to address the needs of the tourist but also of stakeholders as DMOs and film commissions. The system was planned as a model for the destinations which could take advantage of a significant cinematographic background, yet are unlikely to spontaneously produce considerable film-induced tourism phenomena.     The experiment of Community involvement in a project planning within the historical context of Rome city

    The PhD student proposes a method of community involvement in the planning and in the regeneration of historical centers, in support of the city’s accessibility and people’s well-being. The outcomes of the research are the analysis and the studies conducted over three years with people with sensory, physical and cognitive impairments on the sustainable mobility of historical spaces of Rome, thanks to an agreement between the Phd Student Start up Research Project financed by Sapienza, Università di Roma and the Municipality of Rome. Citizens are involved in the analysis process: they communicate their opinions, impressions, perceptions and needs related to the city experience through a dedicated help-desk, in return, they receive an advice service and a design project for their apartment that suits their necessities. Thanks also to several tours and surveys conducted with people with special needs, the phd student studies the human senses, the perception of the space, the physical barriers, natural and urban elements, with the aim to elaborate an accessibility-map of the City Center Cultural Heritage and Archaeological Sites. Citizens can contribute by sharing information about the status of the public spaces, or by giving advice on adaptive-ergonomic urban furnishings. The research aims to elaborate an application for mobile systems that identifies an interactive cartography of the city available for all the citizens, especially people with reduced mobility.     Local destinations incorporate various stakeholders, often including a host community, and can form a network with other destinations to shape larger destinations. To attract tourists, destinations must consider the travel basic costs, convenience, and timelines. Like other consumers, tourists weigh costs against the benefits of specific destinations and investment of time, effort, and resources against a reasonable return in education, experience, fun, relaxation, and memories. Convenience takes various meanings in travel decisions: time involved in travel from airport to lodging, language barriers, cleanliness and sanitary concerns, access to interests (beaches, attractions, amenities) and special needs (Kotler, 2002). Tourist Information Officers are our front line in all tourism matters, along with Travel Consultants and with the front-desk personnel of other tourism stakeholders. Working in tourist information centers around Romania, they are able to promote tourism destinations, tourist attractions and provide information and reservation services for sightseeing, travel, accommodation and tours. They also assess tourist opportunities for local communities.     The application of information and communication technology for improving governance by enhancing government's role in service delivery, public administration, and promotion of participatory democracy has been gaining momentum in many parts of the world. In Philippine local government, this has been witnessed lately in the significant rise in web presence of many cities. To what extent have local governments in the Philippines implemented e-governance using websites as their medium? This study attempted to answer this question by looking into the resources and services that city governments provide to citizens and other groups in society through their websites.     Women as social entrepreneurs in the hospitality and tourism industry: Does empowerment play a role?

    This paper which is a work in progress presents a qualitative study exploring the nature, motivations and extent to which female entrepreneurs use their H&T businesses as platforms for engagement in various forms of social entrepreneurship (SE) leading to value creation, economic and community development. Although SE is seen as a key contributor to the creation and diversification of entrepreneurial activity, women empowerment and local economic development, there is limited research on the role of female H&T entrepreneurs in emerging non -western destinations. We focus on the following research questions: a) Can female entrepreneurs in H&T be considered as social entrepreneurs? b) How does the structure and organization of society shape the nature of female participation in SE? c) What are the challenges involved in mobilizing female entrepreneurs to effectively engage in SE? d) How does SE maximise value creation and higher levels of satisfaction for all participants? Concepts from women-owned H&T enterprises, SE and women empowerment are drawn upon. We argue that women are embedded in male dominated traditions/customs, community associations and government bureaucracies that may either empowered or dis-empower them. Using the case of Cameroon, we examine how embeddedness enhances the capacity of women to engage in SE in the H&T industry, thereby contributing to local economic development. Empirically we adopt a mixed methods approach using multiple case studies: a survey questionnaire, five focus groups meetings (two women -only, one male-only, and two mix of male and female entrepreneurs) and twenty-five in-depth interviews with selected female entrepreneurs (18), (non)governmental organisations (03) and beneficiaries (04) of social enterprise ventures between May 2014 and February 2015. The findings clarify the role of women in SE in H&T and policy implications for maximising social value creation through the participation of women in SE

    Coordination of infrastructure development : some international comparisons

    This report presents the findings from a desktop review into how governments across a selection of countries coordinate infrastructure development by working with the industry. The selected countries included the UK (Northern Ireland was examined separately from mainland UK), Canada, Germany, Japan and South Korea. The goal is to identify alternative means of coordinating infrastructure development at the government level, with a view to assist the Institution of Civil Engineers to make the case for a more strategic approach to planning and delivery of infrastructure. The need for this report derives from growing complexity in the way infrastructure development programmes are procured, and the shifting role of government from provider of infrastructure development to enabler of the process of delivery. Thus, an opportunity arose to compare alternative arrangements of government coordination. There were similarities of political governance landscape between the investigated countries regarding strategies of infrastructure delivery. Differences exist however in the way resources are allocated and decisions made regarding infrastructure development. A potential for greater transparency and collaboration between public and private sector was identified. In Germany, for example, local governments enjoy a great deal of autonomy in defining infrastructural requirements, even though the definition of requirements has to align with high-level planning principles at the regional, national and European levels. Delivery of infrastructure development is devolved to the local governments working with a range of stakeholders from both the public and private sectors with funding provided by regional allocations. By contrast, infrastructure development is coordinated by a single high-level government department Canada, Japan and South Korea. The make-up of this department varies across the three countries, with subtle differences in the roles and responsibilities of each constituent part. Nonetheless, the benefits of such an approach include a whole-systems view in decision-making and a somewhat simpler, more transparent way of funding allocation. Furthermore, in the case of Japan and South Korea, resources can be more effectively channelled towards advancing research and development related to infrastructure development capacity and more clarity in terms of skills development. The UK, on the other hand, has a fragmented approach in addressing infrastructure development, with a continuously evolving system of government departments and agencies having some form of influence on determining infrastructural requirements. In order to redress some of the challenges with such fragmentation, the situation in Northern Ireland differs slightly with the formation of a Strategic Investment Board Limited charged with overseeing infrastructure programmes, making delivery more transparent
