    How a Diverse Research Ecosystem Has Generated New Rehabilitation Technologies: Review of NIDILRR’s Rehabilitation Engineering Research Centers

    Over 50 million United States citizens (1 in 6 people in the US) have a developmental, acquired, or degenerative disability. The average US citizen can expect to live 20% of his or her life with a disability. Rehabilitation technologies play a major role in improving the quality of life for people with a disability, yet widespread and highly challenging needs remain. Within the US, a major effort aimed at the creation and evaluation of rehabilitation technology has been the Rehabilitation Engineering Research Centers (RERCs) sponsored by the National Institute on Disability, Independent Living, and Rehabilitation Research. As envisioned at their conception by a panel of the National Academy of Science in 1970, these centers were intended to take a “total approach to rehabilitation”, combining medicine, engineering, and related science, to improve the quality of life of individuals with a disability. Here, we review the scope, achievements, and ongoing projects of an unbiased sample of 19 currently active or recently terminated RERCs. Specifically, for each center, we briefly explain the needs it targets, summarize key historical advances, identify emerging innovations, and consider future directions. Our assessment from this review is that the RERC program indeed involves a multidisciplinary approach, with 36 professional fields involved, although 70% of research and development staff are in engineering fields, 23% in clinical fields, and only 7% in basic science fields; significantly, 11% of the professional staff have a disability related to their research. We observe that the RERC program has substantially diversified the scope of its work since the 1970’s, addressing more types of disabilities using more technologies, and, in particular, often now focusing on information technologies. RERC work also now often views users as integrated into an interdependent society through technologies that both people with and without disabilities co-use (such as the internet, wireless communication, and architecture). In addition, RERC research has evolved to view users as able at improving outcomes through learning, exercise, and plasticity (rather than being static), which can be optimally timed. We provide examples of rehabilitation technology innovation produced by the RERCs that illustrate this increasingly diversifying scope and evolving perspective. We conclude by discussing growth opportunities and possible future directions of the RERC program

    Auditory interfaces: Using sound to improve the HSL metro ticketing interface for the visually impaired

    Around 252 million trips by public transport are taken in Helsinki every year, and about 122 million passengers travel by Helsinki City Transport (tram, metro and ferry) in and around Finland's capitol. Given these numbers, it is important that the system be as wholly efficient, inclusive, and as easy to use as possible. In my master's thesis, I examine Helsinki Region Transport's ticketing and information system. I pay special attention to their new touch screen card readers, framing them in the context of increasing usability and accessibility through the use of sound design. I look at what design decisions have been made and compare these with a variety of available technology that exists today, as well as what solutions are being used in other cities. Throughout my research, I've placed an emphasis on sonic cues and sound design, as this is my area of study. Everything is assessed against the requirements and perspective of Helsinki's public transportation end users who are blind and visually impaired. I have used desk research, field research, user testing and stakeholder interviews in my methodology. I have put forth suggestions on how to improve the current system, taking into account the learnings from my research. I have looked at key points around people with disabilities and how sound can be used to improve accessibility and general functionality for all. I also hope to share this thesis with HSL and HKL, whom may use it to inform future optimization of their systems

    Slacktivists or Activists?: Identity Work in the Virtual Disability March

    Protests are important social forms of activism, but can be inaccessible to people with disabilities. Online activism, like the 2017 Disability March, has provided alternative venues for involvement in accessible protesting and social movements. In this study, we use identity theory as a lens to understand why and how disabled activists engaged in an online movement, and its impact on their self-concepts. We interviewed 18 disabled activists about their experiences with online protesting during the Disability March. Respondents' identities (as both disabled individuals and as activists) led them to organize or join the March, evolved alongside the group's actions, and were reprioritized or strained as a result of their involvement. Our findings describe the values and limitations of this activism to our respondents, highlight the tensions they perceived about their activist identities, and present opportunities to support further accessibility and identity changes by integrating technology into their activist experiences

    Ergonomic standards for pedestrian areas for disabled people: literature review and consultations

    As part of the project for the Transport and Road Research Laboratory concerned with the development of design guidance for pedestrian areas and footways to satisfy the needs of disabled and elderly people, a thorough examination of the literature was required. In addition the literature search was to be complemented by a wide-ranging series of discussions with local authorities, organisations representing the interests of elderly and disabled people, and other interested agencies. This Working Paper sets out the findings of this exercise. The objective of the literature review and the consultations was to identify the key impediments for elderly and disabled people when using pedestrian areas and footways. The current guidelines and standards relating to footways, pedestrianised areas and access to buildings were to be identified and their adequacy commented upon, as were the conflicts such recommendations raise between various groups of disabled people and with able-bodied people. The consultations were intended to provide greater insights into what the literature highlighted, and to suggest possible solutions. The literature review produced over 400 key references and a list of 35 impediments. A more detailed examination of the literature and the consultations reduced this list to six key impediments namely: parking; public transport waiting areas; movement distances; surface conditions; ramps, and information provision. The type and scale of problem created by the above impediments for various groups of disabled and elderly people are discussed, together with their measurement and assessment. The type and adequacy of existing design standards and guidance relating to these impediments are also outlined

    This article addresses the availability of software/hardware and other sources for all persons with disabilities in Minnesota libraries, and also the navigability of websites of these libraries for those who are visually impaired. Many electronic resources are prohibitively difficult or impossible for the Blind to access. On a practical level, the article surveys and evaluates what is available and what works for people with disabilities at present. I surveyed all Academic Libraries and Public Library Systems in Minnesota as to their disability services, and evaluated the accessibility of library websites through the help of people with visual disabilities. The websites chosen were those of public Academic Libraries/Learning Resource Centers, and those of Public Libraries or Library Systems. To evaluate Minnesota library web sites, I was able to recruit 5 volunteers, and using their personal screen readers (JAWS 4. 0 or later), evaluated 20 Public Library and 40 public Academic Library web sites. Existing legislation concerning persons with disabilities is overviewed as well as issues and concerns that arose during the course of my writing and surveying. The work provides timely information and raises questions for further research

    Special events, such as fairs, conventions, ballgames, and concerts are typically activities people attend to participate in the festivities and enjoy with friends and family members. For individuals with disabilities, however, these types of events can create more challenges than enjoyment. Despite a thorough review of the literature, no studies were found which evaluated the experiences of individuals who are blind and have visual impairments at events and meetings. The aim of this study was to determine the current level of accessibility at meetings perceived by consumers who are blind and visually impaired. Respondents to the survey indicated many obstacles to accessing meetings including: discrimination, a paucity of accessible features, and accessibility features that are not truly accessible for consumers who are blind and visually impaired. Recommendations are provided for increasing meeting and event accessibility for consumers who are blind and visually impaired

    A City is the space where every person acquires the citizen condition, which demands access to multiple services and facilities, and develops social relations in a free and equal condition of options. A lack of accessibility limits independency and autonomy. Thus, the relationship between “sustainable development” and “accessibility for all” becomes clearer, and both goals reinforce each other. In this sense, information plays a key role in order to overcome existing barriers, specially for people who rarely use public transport, have impaired mobility, or make a particular journey for the first time. The impact and benefits is linked with public transport as a “facilitator” of mobility, and, in particular, for the aim of intermodality. The usefulness of information that should be provided (both the information itself and how is offered) to mobility impaired users (MI users) is discussed on this paper based on following of the ASK-IT project that has being carry out on Madrid.
