    Evaluation plan and recommendations - ‘Can’t Wait to be Healthy’: A briefing paper on evaluation for Leeds Childhood Obesity Prevention and Weight Management Strategy.

    The rise in childhood obesity is a major public health challenge and a national priority for health action. Obesity is associated with many illnesses and is directly related to increased mortality and lower life expectancy. The Children’s Plan recognises child obesity as one of the most serious challenges for children and links it to a number of poor outcomes, physical, social and psychological (Department for Children, Schools and Families 2007). ‘Can’t wait to be healthy’- Leeds Childhood Obesity Prevention and Weight Management Strategy 2006-2016 is a comprehensive, city-wide strategy setting out actions to tackle the problem of childhood obesity for all children and young people 0-19 years. The strategy reviews the evidence around prevalence, causal factors and effective interventions. There is recognition of the complexity of the issue and the need for action on multiple levels and in different sectors, including health, education, environment and leisure services. The guiding principles are based on partnership working and local leadership, the active participation of parents, carers, children and young people, and the prioritisation of prevention and early intervention. ‘Can’t wait to be healthy’ was initiated by Leeds Primary Care Trust (PCT) and Children Leeds and its implementation is being overseen by a multi agency partnership. An initial action plan was agreed that gives an outline of proposed actions (2007-2010) grouped around strands of work. There are seven core objectives that are summarised in Box 1. A robust evaluation plan and reporting framework to measure progress and outcomes resulting from the strategy is required. This is supported by recent guidance for local areas indicating the importance of local evaluation and monitoring in tracking progress and informing commissioning (Cross Government Obesity Unit 2008a).The Centre for Health Promotion Research, Leeds Metropolitan University, was commissioned to work in collaboration with the Leeds Childhood Obesity Partnership to develop a strategic approach to evaluation. A series of workshops were held in Spring 2008 to enable stakeholders to engage with the planning process and to consider how evidence would be generated. The workshops used a ‘Theory of Change’ approach to develop understanding about how and why specific activities or combinations of activities work (Connell and Kubisch 1988). This resulted in a draft evaluation plan and recommendations for ongoing evaluation which are presented here.     Criteria for assessment of welfare impacts within regional planning of transport

    Regional transport system plans present the wide framework for local transport planning, and are the means of applying the national high-level objectives regionally. Transport system plans are usually created interactively with the regional land use planning. Prediction and appraisal of the potential impacts of the alternatives under discussion form an important part of the planning process. This paper presents Finnish experience in defining criteria for assessing the potential welfare impacts of a transport plan or policy. These criteria are to be used co-operatively by the planners and decision-makers. An important issue is the link between the formation of the objectives and the actual evaluation of impacts, as well as the underlying values and views that influence the selection of planning methods and practises. The criteria were drafted based on a literature review and preliminary discussions with national transport authorities. The preliminary criteria were selected and put into order by using the multi-criteria method MACBETH. The process involved active co-operation with the national transport authorities, as well as with other interest groups. The draft criteria were prioritised based on the opinions of selected representatives of national and regional authorities and transport planners. In this paper we focus on the priorisation process of the criteria, as well as discuss the validity and usability of the criteria created. Furthermore, the suitability of multi-criteria analysis in the context of regional transport planning is discussed, in addition to the consistency requirements between the criteria and the multi-criteria model. The criteria have been created in an ongoing Finnish study that aims at supporting regional transport planning, concerning the impacts that changes in the transport system may have on the welfare of the communities and individuals. Furthermore, the suitability of certain Multi-Criteria Decision Aid (MCDA) methods in creating consensus in the planning process is tested.

    The current urban transition in the Global South is at the heart of discussions about the relationship between climate change and food security. This paper explores the links between climate change and food security within the context of the urban transition taking place in Southern Africa. Climate change is expected to negatively accentuate existing levels of urban food insecurity and these adverse impacts are likely to fall disproportionately on the poor. Researchers, planners and policymakers in Southern African cities are starting to explore how changes in weather associated with climate change are likely to affect urban lifestyles and systems. In order to do this, it is important to understand how climate science knowledge is used at the level of the city and how the impacts of climate change might affect city functioning at the metropolitan and household scales. One of the critical areas that has not been addressed in any detail is the extent to which climate change will affect the food security of the city and its inhabitants, especially within the context of high levels of poverty and widespread food and nutrition insecurity.     Housing the Aging Baby Boomers: Implications for Local Policy

    Most elderly want to age in place. Yet, most elderly live in suburban and rural communities ill-suited to meet the changing aging-related demands. This paper discusses various issues communities need to address when balancing the demands of aging baby boomers against those of younger households. Accommodating changes in life stage needs requires revising building and zoning codes to permit mixed use and mixed density development incorporating greater varieties of housing units and easier accessibility. Developing support arrangements for naturally occurring retirement communities will become important for state and local governments. A significant number of aging adults will move to locales with natural and augmented civic amenities. Such migration is double-edged; features that attract "gray gold" also attract needy elderly. Finally, affordable housing will be an issue for a growing number of elderly, calling for targeted tax and financial assistance policies for lower income elderly homeowners. Working Paper 08-0

    Families and Social Media Use: The Role of Parents' Perceptions about Social Media Impact on Family Systems in the Relationship between Family Collective Efficacy and Open Communication

    Communication through social media characterizes modern lifestyles and relationships, including family interactions. The present study aims at deepening the role that parents’ perceptions about social media effects on family systems can exert within their family functioning, specifically referring to the relationship between collective family efficacy and open communications within family systems with adolescents. A questionnaire to detect the openness of family communications, thecollectivefamilyefficacyandtheperceptionsabouttheimpactsofsocialmediaonfamilysystems wasadministeredto227Italianparentswhohadoneormoreteenagechildren,andwhouseFacebook and WhatsApp to communicate with them. From the results, these perceptions emerge as a mediator in the relationship between the collective family efficacy and the openness of communications, suggestingthatitisnotonlytheactualimpactofsocialmediaonfamilysystemsthatmattersbutalso parents’ perceptions about it and how much they feel able to manage their and their children’s social media use without damaging their family relationships. Thus, the need to foster parents’ positive perceptions about social media’s potential impact on their family relationships emerges.     Sources of Social Capital for Malawi People Living With HIV.

    With one of the highest rates of poverty and HIV in the world, Malawi faith-based organizations (FBOs), non-governmental organizations (NGOs), and community-based organizations (CBOs) are expected to provide tangible and emotional support to people living with HIV (PLWH). Using Lin's social capital theoretical approach, we examine the perspective of PLWH regarding the adequacy of support responses. Forty-six rural Malawi HIV+ adults provided interviews that were recorded digitally, translated, and transcribed by Malawi research assistants. Atlas.ti was used to organize the data and to aid in the analytic process. Participants expressed disappointment in the lack of resources that could be accessed through the FBOs although their expectations may have been unrealistic. Outcomes from accessing and mobilizing the FBO network were negative in terms of stigmatization by FBO leaders and members, whereas outcomes related to CBOs and NGOs were generally positive in terms of empowerment through HIV information and attendance at support groups

    Food Superstores, Food Deserts and Traffic Generation in the UK: A Semi-Parametric Regression Approach

    This study contributes another route towards explaining and tackling ‘food desert’ effects. It features the estimation of a (semi-parametric) trip attraction model for food superstores in the UK using a composite dataset. The data comprises information from the UK Census of Population, the NOMIS (National Online Manpower Information System) archive and traffic and site-specific data from the TRICS (Trip Rate Information Computer System) databases. The results indicate that traffic to a given food superstore, ceteris paribus, increases with household car ownership, store parking provision, site size (floor space), and distance to the nearest competitor. Furthermore, increases in public transport provision are shown to be associated with increasing car trips. This latter effect is discussed in the light of planning policy for development control purposes and a role linked to the reinforcement of ‘food deserts’. The results also reveal activity-specific household economies of scope and scale.
