Accessibility Evaluation of E-Government Mobile Applications in Brazil
AbstractThe provision of e-government services using mobile applications (known as m-government) has had a significant growth in recent years. However, it is very important that such applications be accessible to people with disabilities in order to ensure inclusive access. Using appropriate accessibility auditing methods is very important to help identify accessibility problems in interactive systems during their development. However, there has been little support in terms of formal standard accessibility guidelines to help develop and evaluate mobile applications. In this paper, we present a case study with the evaluation of four e-government mobile applications in Brazil using the Web Content Accessibility Guidelines (WCAG) 2.0. The paper discusses the methodological adaptations of WCAG 2.0 for the context of mobile applications and its current limitations. The results of the evaluations performed in the four applications in the case study showed that many elementary accessibility problems widely known by HCI researchers were encountered extensively in the applications evaluated. This highlights the importance of furthering research in accessibility design and evaluation of mobile applications, in order to provide more inclusive access to essential applications used by all citizens, such as e-government services
Analysis and Use of Information and Communication Tools in Economics of Climate Change
The use of Information and Communication Technologies (ICT) in the context of climate change is of great importance in the scientific community, but can also play an important role in the policy context. On the one hand, the results achievable for mitigation and adaptation are influencing the policy arena, and on the other hand these instruments represent an opportunity for decision-makers to apply innovative forms of public administration based on stakeholder involvement, which can reduce the existing gap between policy-makers and citizens (Oates, 2003). The paper provides an analysis of the main ICT tools and methods used in climate change economics by means of a questionnaire-based survey and focus group discussion with specific experts in this context. The issues addressed are related with the use and relevance of ICT in the different research area of climate change, the perceived usefulness of these tools, and their importance in the scientific, economic and policy contexts. Information technologies that facilitate care coordination: provider and patient perspectives
Health information technology is a core infrastructure for the chronic care model, integrated care, and other organized care delivery models. From the provider perspective, health information exchange (HIE) helps aggregate and share information about a patient or population from several sources. HIE technologies include direct messages, transfer of care, and event notification services. From the patient perspective, personal health records, secure messaging, text messages, and other mHealth applications may coordinate patients and providers. Patient-reported outcomes and social media technologies enable patients to share health information with many stakeholders, including providers, caregivers, and other patients. An information architecture that integrates personal health record and mHealth applications, with HIEs that combine the electronic health records of multiple healthcare systems will create a rich, dynamic ecosystem for patient collaboration

Factors influencing branchless banking for microfinance in Sudan: Theoretical perspectives and future directions
In Sudan more than 40% live below the poverty line and getting basic financial service poses a challenge to financial institutions. Most of these unserved populations live in far-flung areas that make it difficult for microfinance institutions to reach them. But the enormous growth of mobile technology industry has created new opportunity to expand financial services to this unserved population. Branchless banking is one of the latest technologies that have been employed in different developing countries to expand financial services to the unbanked poor. Despite the potential benefits and relevance of Branchless banking to Sudan, there are still very few studies on Branchless banking in Sudan. To address this gap in the literature, this study aims to investigate the factors that are essential to the development of branchless banking in Sudan using mobile technology. This is a research-in-progress paper, the critical review of the literature so far revealed that there are essential factors for the success of branchless banking in Sudan e.g. the identification of the industry key players and their roles, the enabling regulatory environment, the infrastructure readiness and Sudanese cultural values. The paper will provide regulators and policy makers in Sudan a way forward to expedite the development of suitable Branchless banking for microfinance in Sudan
E-Government Accessibility Research Trends in Developing Countries
E-government has increasingly been adopted globally by governments in order to enhance the provision of services to citizens and promote inclusive governance. It is perceived that E-government has the potential to significantly improve government-citizen interaction by providing equal access to government services for all citizens. Lack of equal access to E-government services has emerged as one major setback of E-government in achieving its objectives. Studies in E-government have documented how E-government can act as a tool for exclusion particularly for persons with disabilities (PWDs) an already marginalized group if accessibility barriers are not addressed. Developing countries however, have received little attention in this regard which calls for a greater concern; since 80% of the world’s disabled population reside here. Few studies that have been conducted in the developing countries fail to integrate PWDs into the digital society. This calls for the need to examine how researchers conduct studies on E-government accessibility towards PWDs, the research approach they adopt and the understanding they gain of the phenomenon. This paper present findings based on systematic literature review with the purpose of identifying key research foci, methodologies and theoretical perspectives used when studying E- government accessibility for PWDs particularly in developing countries
Challenges and strategies for accessibility research in the Global South: A panel discussion
Over 80% of the 1 billion people with disabilities in the world live in the Global South, yet, most of the research at the intersection of disability and technology published across HCI venues is based in the Global North. With limited published research, and a large range of socio-cultural, practical and environmental differences across the Global South, HCI researchers and practitioners can encounter unexpected challenges when planning and conducting accessibility studies. The aim of this panel is to bring together three experienced academics who have conducted, managed and published impactful HCI research working with people with disabilities in various regions of the Global South from Latin America to East Africa and South Asia. Panelists will give an initial overview of their experiences conducting research with participants who had different disabilities and other relevant stakeholders, dedicating particular attention to the practical aspects commonly involved in research projects
The regulation of a project of the deregulation: UBER in Brazil and the European Union
Purpose – This paper focuses on the regulation of Uber at regional level (Sao Paulo and Brasilia), national level (European Member States) and supranational level (The European Commission initiative), which are often too restrictive. Methodology/approach/design – This article analyses standards and literature on regulation, as well as the role of competition. Attention was specially drawn to the market failure theory for justifying regulation, advocated by Breyer, Ogus and Baldwin & Cave. Due to the fact that there will be an evaluation of the regulations in place, consequentialism, welfarism and Pareto are briefly mentioned. Findings – None of the current regulatory responses, at the exception to Sao Paulo and the initiative by the European Commission that are not based exclusively on market failure theory, are working. Indeed, Uber is still banned in various cities. In others, the regulatory burden is so high that it takes away any incentives that Uber created. Regulation is not the only exit to market failure, competition must play a role. Uber is based on deregulation of the market and to try to regulate such concept with conventional theories will only lead to failures and restrictions. Practical implications – This article discusses the possible improvements to the already existing regulations. Originality/value – This paper correlates the regulation of Uber in Brazil and in Europe, explaining the difficulties these regulations are creating for Uber
ICT for Social Inclusion and Equal Opportunities: CETI-D, an e-Governance Good Practice in Brazil
In this chapter we discuss a Knowledge Economy based approach to the inclusion of persons with disabilities (PwD) that, different from the traditional \u201cassistance\u201d model, considers PwD as active and valuable members of the present Knowledge Society, to be included in the active workforce. This approach will be discussed with reference to a specific operational case study concerning the establishment of the Center of Excellence for Technology and Innovation in Favor of Persons with Disabilities (CETI-D) conceived by Fondazione Rosselli Americas and being implemented by the State of Sao Paulo in Brazil.
In the first section of the chapter we discuss the problem of the inclusion of PwD as a further aspect of the digital divide phenomenon. In the second section the principles of the United Nation Convention on the Rights of Persons with Disabilities are presented and some international best practices concerning the social inclusion of PwD are introduced. In the third section we discuss the CETI-D initiative, with the aim of showing how ICT can represent a powerful tool for social and economic inclusion. Finally, in the fourth section we discuss the conditions under which the experience of the CETI-D can be replicated in other countries, with a specific focus on less developed countries
Human computer interaction for international development: past present and future
Recent years have seen a burgeoning interest in research into the use of information and communication technologies (ICTs) in the context of developing regions, particularly into how such ICTs might be appropriately designed to meet the unique user and infrastructural requirements that we encounter in these cross-cultural environments. This emerging field, known to some as HCI4D, is the product of a diverse set of origins. As such, it can often be difficult to navigate prior work, and/or to piece together a broad picture of what the field looks like as a whole. In this paper, we aim to contextualize HCI4D—to give it some historical background, to review its existing literature spanning a number of research traditions, to discuss some of its key issues arising from the work done so far, and to suggest some major research objectives for the future
