    A threshold for majority in the context of aggregating partial order relations

    We consider a voting problem where voters have expressed their preferences on a single set of objects. These preferences take the shape of strict partial order relations. In order to allow extraction of a unique strict partial order relation corresponding to a social set of preferences, we determine the minimum number of votes a pairwise preference should receive in order to qualify as a social pairwise preference. Transitive closure of the social pairwise preferences will result in the social set of preferences. At the same time, the social set of preferences needs to be cycle-free, and the minimum number of votes should be determined with this constraint in mind. We provide an example application

    Context at the International Criminal Court

    In this article, I propose a contextual approach to ICC jurisdiction normatively to be adopted by the Court’s Office of the Prosecutor and Pre-Trial Chamber in investigating and eventually prosecuting crimes under the Rome Statute. Under this contextual approach, I contend that both the Prosecutor and Pre-Trial Chamber are able to consider evidence outside the traditional notions of territorial and temporal jurisdiction to conceptualize a conflict in its entirety. The totality of cross-border and inter-temporal evidence should be considered when deciding whether to investigate attacks that the Prosecutor has a reasonable basis to believe fall within the Court’s jurisdiction. Procedurally, the multi-step jurisdictional framework, the “Funnel Approach,”—beginning with the preliminary examination of a situation and proceeding to issuing an arrest warrant—provides flexibility to admit extra-jurisdictional evidence. Textually, the open-ended ‘gravity’ threshold does not limit the Prosecutor in considering evidence within the Rome Statute’s territorial or temporal limitations

    XML Matchers: approaches and challenges

    Schema Matching, i.e. the process of discovering semantic correspondences between concepts adopted in different data source schemas, has been a key topic in Database and Artificial Intelligence research areas for many years. In the past, it was largely investigated especially for classical database models (e.g., E/R schemas, relational databases, etc.). However, in the latest years, the widespread adoption of XML in the most disparate application fields pushed a growing number of researchers to design XML-specific Schema Matching approaches, called XML Matchers, aiming at finding semantic matchings between concepts defined in DTDs and XSDs. XML Matchers do not just take well-known techniques originally designed for other data models and apply them on DTDs/XSDs, but they exploit specific XML features (e.g., the hierarchical structure of a DTD/XSD) to improve the performance of the Schema Matching process. The design of XML Matchers is currently a well-established research area. The main goal of this paper is to provide a detailed description and classification of XML Matchers. We first describe to what extent the specificities of DTDs/XSDs impact on the Schema Matching task. Then we introduce a template, called XML Matcher Template, that describes the main components of an XML Matcher, their role and behavior. We illustrate how each of these components has been implemented in some popular XML Matchers. We consider our XML Matcher Template as the baseline for objectively comparing approaches that, at first glance, might appear as unrelated. The introduction of this template can be useful in the design of future XML Matchers. Finally, we analyze commercial tools implementing XML Matchers and introduce two challenging issues strictly related to this topic, namely XML source clustering and uncertainty management in XML Matchers.Comment: 34 pages, 8 tables, 7 figure

    A Methodology for the Selection of Multi-Criteria Decision Analysis Methods in Real Estate and Land Management Processes

    Real estate and land management are characterised by a complex, elaborate combination of technical, regulatory and governmental factors. In Europe, Public Administrators must address the complex decision-making problems that need to be resolved, while also acting in consideration of the expectations of the different stakeholders involved in settlement transformation. In complex situations (e.g., with different aspects to be considered and multilevel actors involved), decision-making processes are often used to solve multidisciplinary and multidimensional analyses, which support the choices of those who are making the decision. Multi-Criteria Decision Analysis (MCDA) methods are included among the examination and evaluation techniques considered useful by the European Community. Such analyses and techniques are performed using methods, which aim to reach a synthesis of the various forms of input data needed to define decision-making problems of a similar complexity. Thus, one or more of the conclusions reached allow for informed, well thought-out, strategic decisions. According to the technical literature on MCDA, numerous methods are applicable in different decision-making situations, however, advice for selecting the most appropriate for the specific field of application and problem have not been thoroughly investigated. In land and real estate management, numerous queries regarding evaluations often arise. In brief, the objective of this paper is to outline a procedure with which to select the method best suited to the specific queries of evaluation, which commonly arise while addressing decision-making problems. In particular issues of land and real estate management, representing the so-called “settlement sector”. The procedure will follow a theoretical-methodological approach by formulating a taxonomy of the endogenous and exogenous variables of the multi-criteria analysis method

Platform Advocacy helps platforms push policy agendas that create favorable legal environments for themselves, thereby strengthening their own dominance in the marketplace. This new form of advocacy will have radical effects on deliberative democracy. In the age of constant digital noise and uncertainty, it is more important than ever to detect and analyze new forms of political power. This Article will contribute to our understanding of one such new form and provide a way forward to ensure the exceptional power of platforms do not improperly influence consumers and, by extension, lawmakers

    Sharp Thresholds for Monotone Non Boolean Functions and Social Choice Theory

    A key fact in the theory of Boolean functions f:{0,1}n{0,1}f : \{0,1\}^n \to \{0,1\} is that they often undergo sharp thresholds. For example: if the function f:{0,1}n{0,1}f : \{0,1\}^n \to \{0,1\} is monotone and symmetric under a transitive action with \E_p[f] = \eps and \E_q[f] = 1-\eps then qp0q-p \to 0 as nn \to \infty. Here \E_p denotes the product probability measure on {0,1}n\{0,1\}^n where each coordinate takes the value 11 independently with probability pp. The fact that symmetric functions undergo sharp thresholds is important in the study of random graphs and constraint satisfaction problems as well as in social choice.In this paper we prove sharp thresholds for monotone functions taking values in an arbitrary finite sets. We also provide examples of applications of the results to social choice and to random graph problems. Among the applications is an analog for Condorcet's jury theorem and an indeterminacy result for a large class of social choice functions

    Dynamical Patterns of Cattle Trade Movements

    Despite their importance for the spread of zoonotic diseases, our understanding of the dynamical aspects characterizing the movements of farmed animal populations remains limited as these systems are traditionally studied as static objects and through simplified approximations. By leveraging on the network science approach, here we are able for the first time to fully analyze the longitudinal dataset of Italian cattle movements that reports the mobility of individual animals among farms on a daily basis. The complexity and inter-relations between topology, function and dynamical nature of the system are characterized at different spatial and time resolutions, in order to uncover patterns and vulnerabilities fundamental for the definition of targeted prevention and control measures for zoonotic diseases. Results show how the stationarity of statistical distributions coexists with a strong and non-trivial evolutionary dynamics at the node and link levels, on all timescales. Traditional static views of the displacement network hide important patterns of structural changes affecting nodes' centrality and farms' spreading potential, thus limiting the efficiency of interventions based on partial longitudinal information. By fully taking into account the longitudinal dimension, we propose a novel definition of dynamical motifs that is able to uncover the presence of a temporal arrow describing the evolution of the system and the causality patterns of its displacements, shedding light on mechanisms that may play a crucial role in the definition of preventive actions
